IFB No. 1-17-C032 Cloud Based VOIP System December 28, 2016 Questions and Answers Notice: Questions may have been edited for clarity and relevance. 1. Question: Could you please provide the location(s) of the initial 600 sets? Reagan National Airport, new corporate office. 2. Question: Please confirm MWAA will have the necessary POE switches in place for this implementation. Confirmed, Airport Authority will have PoE switches in place. 3. Question: Will a pre-bid conference take place? No. 4. Question: Is MWAA a tax exempt entity? Yes, a tax-exempt certificate will be provided to the awardee at contract award. 5. Question: The statement of work designates 600 numbers being ported for this RFP. It goes on to suggest the need for being expandable to 10,000. Is there a time frame associated with the need for porting the additional numbers? No time frame at this time for porting additional numbers. A phased approach will be taken for future porting of numbers. 6. Question: Are any of the phones in outdoor areas? No. 7. Question: Who is responsible for the removal of any existing telecommunication equipment? No telecommunication equipment is present nor is required to be removed. 8. Question: Is this project to be completed during normal business hours? Yes, However network changes or optimizations to support the project may need to be accomplished during approved maintenance windows. Questions and Answers for IFB 1-16-032 Page 1 of 5

9. Question: Does the solution need to have worldwide long distance dialing capabilities? Yes, on a individual telephone number basis. 10. Question: Can MWAA provide a 3-12 month history of local and long distance usage? No historical data will be provided prior to award. 11. Question: Request for a due date extension of 45 days and an extension of the question deadline by 7 days. Extension has already been provided. See amendment 01. 12. Question: What are the existing phone systems and 911 systems that it will need to integrate with? Locations: Total # involved in initial price quote a. # (portion) in Latin America? b. # (portion) in Asia Pacific? c. # (portion) in EMEA? The Airports Authority has a legacy Avaya CS1000 PBX. The Public Safety Answering Point (PSAP) present at Reagan National is a Carousel/Airbus based system. The Airports Authority does not have phone systems in a. Latin America, b. Asia Pacific or c. EMEA. 13. Question: Employees: a. Total # employees overall, even if not for price quote? b. Total # of remote workers? 13. a. 1,500 employees. 13. b. The Airports Authority does not currently have remote workers. 14. Question: Connectivity: General existing network topology and connectivity a. Please provide WAN diagram if available. b. How are remote locations connected (e.g employees, remote workers and contractors)? c. Will customer connect to TeleSpace via MPLS? d. Will remote locations VPN to corporate and ride MPLS; or will remote locations use DMVPN? e. Will customer connect to TeleSpace via MPLS or Layer 2? f. Who is the MPLS/Layer 2 provider? Is this existing or new? g. Has a voice readiness assessment been performed? If so, provide the most current report or summary from that assessment. Will help determine if the company has PoE available to all ports, and if QoS is configured in the current LAN. h. PSTN connectivity overview i. Need description to explain whether doing local breakdown with SRST, using PBX via PRI s, on-premise Cisco Unified Communications Manager with voice gateways, SBC onsite and doing own SIP trunking. j. Do you use PSTN SIP trunks? If so, please describe. Need to know if using own SIP trunk provider, what SBC platform is, etc. k. How many DIDs and/or Toll-free numbers are required? l. Airport Authority does not have any locations classified as remote. 14. c. Contractor's solution should leverage Airport Authority's ISP. 14. d. Airport Authority does not subscribe to any MPLS provider services. 14. g. No voice assessment has been performed. Airport Authority will provide sufficient PoE switch ports. Question: What is the Call volume? Local inbound, Local Outbound, Toll Free, Long distance (interlata & Intralata) International need by Minutes of use and Calls. Historical data will be provided to the selected vendor. 16. Question: RFP defines users based on the hardware set, but not feature functionality. What are user requirements for a Basic and a Premium user? Users are defined based on hardware set. 17. Question: Is the service provider responsible for delivering the bandwidth to support the Voice Traffic, or use existing bandwidth? If existing what is your existing bandwidth speeds? The contractor's solution will use existing bandwidth. Current bandwidth capabilities are up to 10Gbps. 18. Question: Is contractor responsible for providing the POE switches to drive power to the phones? RFP does not specify if phones can be powered locally or over POE switches? 19. Question: Are the IP phone to be run on a separate network than the Data Network? The IP phone will be run a separate, logical network. 20. Question: Does MWAA have requirements for a Contact Center? Contact Center is not a requirement specified in the Statement of Work. 21. Question: RFP does not define any advanced feature requirements or integration with other applications or data bases, is that correct? This is correct. 22. Question: Do you need interface with overhead paging? Overhead paging is not a requirement specified in the Statement of Work. 23. Question: Paging through the phones? Paging through phones is not a requirement specified in the Statement of Work. 24. Question: Do you need message on hold announcements, (customized or Music)? Message or hold announcement are not requirements specified in the Statement of Work. 25. Question: How many auto attendant Greeting? The contractor's solution shall support one or more auto attendant Greetings. 26. Question: 5.2.13.2. Current 5-digit dialing must be retained and Contractor s solution must interface with Airports Authority legacy system - What is MWAA's expectation of "interface" with the existing LEGACY system? What is the Legacy system? The contractor's solution must be able to programatically 5 digit dial between Airports Authority phone numbers ported to the contractor's solution, and programatically 5 digit dial between Airport Authority phone numbers ported to the contractor's solution and numbers not yet ported to the contractor's solution and residing on the Airports Authority's legacy PBX. The Airports Authority has a legacy Avaya CS1000 PBX. The contractor shall provide a compatible interface between the contractor's solution and the Airport Authority's legacy PBX. 27. Question: Is the LEGACY system directly connect to the MWAA onsite PSAP? or is it connected via the public switch telephone network? The Airports Authority legacy Avaya CS1000 PBX is currently connected to the onsite PSAP. It is expected the onsite PSAP communications system will support SIP trunking within the next 24 months. 28. Question: How many audio conference rooms need to be supported? And what is the average port size? How many bridge ports does MWAA need? There are 27 conference rooms, variable in size, from team meeting space to large reconfigurable spaces. Conference room port size may be as small as 6 ports to over 100 ports for special meetings, regardless of conference room size. The contractor's solution should have a flexible bridge port configuration. 29. Question: How many phone numbers will need to be ported to the new hosted service provider? MWAA will port up to 600 numbers initially, with the potential to expand across the enterprise. 30. Question: Will MWAA consider extending the deadline to ensure all MWAA needs are met and proper consideration can be given to every vendor to provide a comprehensive solution to meet MWAA current and future needs? See answer to question 11. 31. Question: What funding source has been allocated for this effort? Funding has been allocated to this effort. The Airports Authority cannot disclose further internal budgetary details. 32. Question: How many simultaneous call paths are required? Contractor will estimate number of call paths required for initial 600 phone numbers ported to contractor's solution, and be scalable to support up to 10,000 phone numbers. 33. Question: Will MWAA accept bank references in lieu of financial statements? Yes. 34. Question: Will the contractor be able to control the defense in the event of a claim that triggers an indemnification obligation? Once the defense is tendered in accordance with the indemnification provisions of the contract, the Contractor generally assumes control of the defense. However, the Authority expects to be consulted regarding settlement of the matter and reserves the right to be more actively involved in the event that a unique interest of the Airports Authority is implicated by the lawsuit, such as the Airports Authority s immunity. 35. Question: When we provide hosted voice, we need to install an Ethernet circuit(s) to ensure QoS. Are you looking for hosted voice using your own existing broadband connect, or from the new carrier you select? Do you know your bandwidth requirements or should we quote what we recommend?
