Introduction Definition of Single Window: A facility that allows parties involved in trade and transport to t lodge standardized information and documents with a single entry point to fulfill all import, export, and transit- related regulatory requirements. If information is electronic, then individual data elements should only be submitted once.. (UNCEFACT( and WCO) A system which enables a single submission of data and information, a single and synchronous processing of data and information; and a single decision-making for customs release and clearance. UNeDocs Data Model What is UNeDocs Data Model? Encompasses data requirements for the entire transaction process of cross-border trade. Will form the basis of the next generation of standards for international trade documents, both in paper and in electronic format. Ensures a built-in in alignment of import and export documents and information enabling exchange of information based on the harmonized data structures of the Data Model Provides a Master Data Model for a master document which can be used to generate all required trade documents 7

Master Data Model Reside in the central repository Open and technology-neutral neutral Standard data elements to be used with any method (either in paper or electronic form) for data interchange by any participant of the Single Window Using international standard of naming and design rules,, format and structure etc (eg( eg.. Single Window In Malaysia By virtue of the mandate by Government to implement the national Trade Facilitation Portal which is equivalent to the National Single Window, MITI is the Lead Agency of Malaysia NSW. The Trade Facilitation Action Council (TFAC) established by MITI to monitor trade-related related activities and performance of service providers in trade facilitation has assumed the task of Steering Committee of NSW MATRADE appointed as the implementing agency and established the Technical Committee of NSW Concept and features of NSW #17. Single Window In Malaysia Implementation of NSW will be inline with activities undertaken under the ASEAN Single Window Malaysia will adopt the ASEAN Data Set in its National Single Window Malaysian Customs will implement a Customs Portal as its single window Some relevant applications in the Customs Portal will integrate /interface with the NSW and function as a component of the NSW 12

Conclusion Implementation of National Single Window is a pre- requisite of ASEAN Single Window Regardless of the type of model adopted, a single window requires a repository linking to all component systems. A Master Data Model supporting reusability of data is essential in implementation of an efficient and effective national/regional single window Adoption of open and international standards is one of the critical success factors in single window implementation 14
