SVRS Float Plan Guide - Site Information SVRS Participant Portal The SVRS URL is https://svrs.cbp.dhs.gov. It uses advanced encryption for the protection of your data. Input fields marked with an asterisk (*) indicate that the field is a required entry. Non-updatable date and time data (such as page headers) is U.S. Eastern time. Text underlined by dashes denotes a tool tip. Hover over the text to see a popup with more information. Your browser must have cookies, scripting and TLS 1.0 enabled. The web site is fully tested to work in Internet Explorer. It should work satisfactorily in FireFox, Safari, and Chrome. The web site is not mobile device ready but may work depending upon your device. SVRS float plans are for the purpose of expediting your return from a foreign port. They are not as comprehensive as U.S. Coast Guard float plans which are intended to facilitate search and rescue operations. SVRS - Front Page Point your browser to Click the Participants menu item or the Sign-In link to go to the login page HTTPS://SVRS.CBP.DHS.GOV to go to the SVRS front page Click these links to go directly to your float plans or vessel registrations. If you are not logged in you will first be prompted to provide your SVRS credentials. 3
SVRS Participant Portal - Login Page Enter your SVRS number and your password then click the Log In button. If you have forgotten your password click the Forgot your password? link for instructions on how to reset your password. Important! Too many consecutive attempts to login with an incorrect password will lock your SVRS account. You must wait at least 30 minutes before trying again or attempting to use the Forgot your password feature. When you are finished using the SVRS Participant portal it is strongly recommended that you click the Log Out link, found at the top of each page, then close all browser windows to ensure the security of your SVRS credentials. 4
SVRS Participant Portal - Front Page After you login the Participant menu will contain a dropdown list of options available to participants. Select Float Plans from the menu to add, update, activate or delete float plans. You can use the menu above to navigate the participant portal, the Quick Links or these hyperlinks may be used When you are finished using the SVRS Participant portal it is strongly recommended that you click the Log Out link, found at the top of each page, then close all browser windows to ensure the security of your SVRS credentials. Session Clock: set to 20 minutes. Resets after each action. See next slide. 5
SVRS Participant Portal - Inactivity Timeout Warning Most pages in the SVRS participant portal will automatically end ( timeout ) if there is no activity. The timeout period is 20 minutes of inactivity (subject to change). Any page that can timeout due to inactivity will display a notification at the bottom of the page. A prompt will be displayed when an applicant or participant fails to interact with the application for a set period of minutes. Any page that does timeout will lose any un-saved entries. After 20 minutes of inactivity this prompt will appear. You have 60 seconds to respond. Click Continue to continue your session. You will be given more time but not necessarily another 20 minutes of inactivity. Click End Now to log out of SVRS. If the timer reaches zero you will be logged out of SVRS and a notification that you were logged out due to inactivity will be displayed (see the next slide). 6
SVRS Participant Portal - Inactivity Timeout The timeout notification page will be displayed when an applicant or participant fails to respond to the timeout warning prompt (see previous slide). Click the Home link to return to the SVRS front page Any page that does timeout will lose any un-saved entries. Click the Home link to return to the SVRS front page if you would like to login again. 7
SVRS Participant Portal - Float Plan List Click Select to modify an existing float plan. Click Delete to delete an existing float plan (a confirmation prompt will appear). Float Plan List displays by default Click to activate or deactivate a float plan This page lists entered float plans and any saved float plan templates. Float plans that have reported their arrival will no longer appear in the list. Activated float plans cannot be deleted. Click the Templates tab to see the list of float plans that you have saved as a reusable template (see next slide). Look in this area for tips and instructions for each wizard step Click to begin a new empty float plan (not from a template). The Float Plan wizard will move to the next step. Click to exit Float Plans and return to the Participant Portal front page. Click Next if selecting an existing float plan from the float plan list (not from the template list) 8
SVRS Participant Portal - Float Plan Template List Click Select to use that template in a new float plan. Click Delete to delete a template (a confirmation prompt will appear). Click to see the list of float plans you have previously saved as a reusable template You must click this button to start a new float plan using the selected template Templates can be created after a float plan has been saved. To create a new float plan from a template first select a template from the list then click the New Float Plan from Template button. The Float Plan wizard will move to the next step. All characteristics of the template will be pre-populated in the new float plan. This includes the itinerary. Special attention should be given to the itinerary dates. Deleting a template does not delete any float plans that were created using that template. Important! Click to begin a new empty float plan (not from a template). The Float Plan wizard will move to the next step. Click Next if selecting an existing float plan from the float plan list (not from the template list) When viewing the list of templates, only click the Next button if you want to continue using a float plan selected from the float plan list and not use a float plan template. Clicking the New Float Plan button creates a new empty float plan (not from a template). 9
SVRS Participant Portal - Float Plan Vessel All float plans must have a vessel selected. If you want to add a new vessel click the Add New Vessel button. Click Select to specify a vessel for the float plan then click the Next button. Click to add a new vessel Important! From this step forward changes to the float plan are NOT permanently saved until the Finish button is clicked on the last step. Click Next to proceed to the next step 10
SVRS Participant Portal - SVRS Participant Passengers If any of your passengers are participants in SVRS enter their SVRS numbers on this step. Click to remove an SVRS participant from the float plan. A confirmation prompt will appear. Enter the SVRS number then click the Add New SVRS Passenger button. The SVRS number must exist and be active within the system. Click Next to proceed to the next step 11
SVRS Participant Portal - Non-SVRS Participant Passengers (slide 1 of 6) Click to add passengers that are not participants in SVRS If any of your passengers are NOT participants in SVRS enter the required information on this step. Click the Add/Update button. A popup window will appear. Click Next to proceed to the next step AFTER all nonparticipant passengers have been entered or there are none. 12

Minimum requirement is departure from the last foreign port visited before return to U.S. Click to add itinerary entries All other itinerary entries are optional and voluntary but the last (or only) entry must be to a U.S. destination. Click the Add/Update button. A popup window will appear. 18

Entering an itinerary entry is a 3-step process: Step 1 Enter the departure location information then click the Next button. State/Province and Postal Code are required only when the location country is the U.S. or Canada. Click Next to enter itinerary entry s destination location Use the Reset button to undo any changes. If editing an existing entry this will revert to the last saved version of the entry. 19

State/Province and Postal Code are required only when the location country is the U.S. or Canada. Select the U.S. Arrival Location (CBP office) only on the last (or only) itinerary entry. Use the scroll bar to see the entire float plan You can navigate directly to a wizard step to make any changes by clicking the desired link Click Finish to permanently save the float plan Important! Changes to the float plan are NOT permanently saved until the Finish button is clicked. Click Cancel NOT to permanently save changes to the float plan. A confirmation prompt will appear. If confirmed, all changes will be discarded and the wizard will return to your list of float plans. 25
