Plans for improving of the investment climate, infrastructure development At the Federal level: Ø Adoption of the Federal Law On Development of the Russian Arctic Ø Formation of supporting development zones in the Arctic regions of the Russian Federation on the basis of transport infrastructure. At the regional level: Ø Creating of the territory with advancing socio- economic development in the mono- city Kirovsk. The law provides that state support is provided through the establishment of a special legal regime for business and other activity on such territories including withdrawal from the general rules of regulation in the sphere of land relations, entrepreneurship, investment, tax and customs regimes. The main priority is to create the most comfortable conditions for investors.
