Background and common understanding: US Postal Service is the core of a $trillion postal ecosystem in America Currently plays an essential societal role serving out its USO to provide physical mail and parcel delivery to 150 million distinct addresses 5-6x week Accomplishes this largely through worksharing with the private sector But it s now incurring large financial operating losses at a growing rate Due to over-capacity resulting from decreasing volume 2011 John G. Callan -
The problem is declining volume ( -6%) of its core product, First Class Mail, due to e-substitution And, increasing and improving digital alternatives ensure it won t ever come back Standard Mail, even if growing (+2%) only yields 1/3 margin of FCM and won t save the ship Nor will package services at 2.4% of total revenue, especially considering the competitive environment Revenue growth from volume is not the answer Only way to stem the tide of losses is reduce capacity in labor, facilities, network 2011 John G. Jeff Jarvis: Digital is always going to be faster, cheaper and more efficient, which leads to a fairly simple rule if it can be digital, it will be digital. But if its atoms, it will be distant 2011 John G. Callan -
Ramesh Ratan, what we can do to fix the USPS is not the appropriate conversation. What is the role of the USPS in our country, our economy, our ecosystem? he said is the direction the conversation should take. 2011 John G. Callan -
Matt Swain: Three guiding principles the USPS should observe in any digital strategy it pursues: promote solutions for the communication problems in the digital age; utilize the core competencies and assets of the USPS; and consider the policy implications of the strategy based on the current legal and regulatory environment. 2011 John G. Callan -

Thomas Lawson Syndrome 2011 John G. Callan -
James Campbell, Jr., 2011 John G. Callan -
Vint Cerf: E-mail in its current form is quite weak because of its unknown origin, spam, and lack of third party authentication to ensure its origin. The USPS might be in a position to solve that problem, noting how today s notification legal requirements are satisfied by legal postal address use. 2011 John G. Callan -
J. Erik Garr,, there are about 12 million housing units still lacking broadband infrastructure and no business case for those private companies to put the service there. That s where it becomes a government issue. Jeremy Grant, The USPS has wonderful brand trust today, with rules, laws and an enforcement system already in place. Online is still the wild, wild, west. The framework the USPS could provide is unique and could be of great value. 2011 John G. Callan -
Ruth Goldway: What I see as the most important part of the Postal Service is not whether it makes a profit at the end of the day, but whether it is an enabler for the country to develop its economy and democracy. 2011 John G. Callan -
David Williams: The nation owes its citizens a lean, fast, best-in-class communications infrastructure that provides businesses with the ability to compete globally and a postal system that energizes and serves commerce. Americans want integrated digital and physical tools that provide bridges for data exchange, business intelligence and facilitate comprehensive mobile shopping. 2011 John G. Callan -
Jen Tomlinson: Universal access in a digital strategy would be part of a USPS role because it s key mission is to enable connections. She said the USPS should explore a digital platform linked to its physical delivery network with open architecture but with standards 2011 John G. Callan -
2011 John G. Callan -
Marshall Van Alstyne It s the platform that will win, not the best product. Digital strategies need to include comprehensive platform strategies, not just product strategies. 2011 John G. Callan -
John Callan, posed the question about the proposed concept of USPS serving as the Platform for all postal services, physical and digital alike, should the Postal Service act as an enabler or a provider of services? Can it practically do both? 2011 John G. Callan -
Dr. Gene Del Polito, the private sector should be encouraged to bring the USPS ideas about ways to partner where the USPS could satisfy a public need with private resources. But the USPS needs to change its past behaviors in terms of taking the ideas others have brought them and pursuing them itself. It should not steal business, it should satisfy the public need. 2011 John G. Callan -
Ronald Stroman: If you want more innovation, change the model to allow a period of incubation for things to percolate, see if they work, see the direction you want to go. In order to allow decisions where the USPS partners with the private sector, changes in the framework are needed to allow the USPS an atmosphere to pursue such strategies. 2011 John G. Callan -

Key themes o USPS s business model is unsustainable o Future is digital and imperfect o It s role is to meet society s needs o There may be digital roles o But timing is critical o Its primary role is to provide a platform o A platform enables 3 rd parties to provide services o It must do a better job of partnering with the private sector 2011 John G.
