Huawei Emergency Command Solution 1 Background Emergency command is used to control and monitor emergency situations with correct command and limited emergency resources to decrease the property loss and protect the public. During an emergency, real-time communication between the command center and deployed emergency responders is urgent and crucial, requiring high bandwidth and high quality transmission. To address these critical events, the following emergency command services are required: Abundant data interconnection and strict data security isolation are required between intergovernmental departments and affiliated agencies. Flexible and fast reliable transmission networks are for highly complex cooperative relationships, up-to-the-minute information synchronization and abundant access channels. Emergency command services include data, video, and voice services. To meet these service requirements, it is necessary to build a highly reliable emergency command bearer network that is easy-to-maintain with high-performance capabilities. 2 Overview 2.1 Solution design Based on an all-ip network architecture, the Huawei Emergency Command Solution provides a bearer network composed of the wide area network (WAN), metropolitan area network (MAN) and local area network (LAN). The solution supports multiple access modes such as microwave, satellite, and wireless access such as WLAN and 3G for greater reliability of emergency command networks. In addition, efficient and collaborative video conferencing and all-round video surveillance are seamlessly integrated to provide accurate and efficient contingency planning for emergency command decision-making. isolation and secure access control between these interconnected emergency systems. The Huawei Emergency Command WAN consists of a backbone network and MAN: Pending on the size of the local government, emergency WANs are divided into multilevel backbone networks, and connected by backbone routers. The first level emergency network consists of the central backbone network, central MAN, and access networks of central administration departments. The second level emergency network consists of the provincial (or state) backbone network, provincial MAN, and access networks of provincial (or state) administration departments. The third level emergency network consists of the citywide backbone network, local MAN, and access networks of city administration departments. Backbone network nodes work in redundancy mode. When a node or link is faulty, traffic automatically switches to the backup path quickly, ensuring the continuous and uninterrupted dispatching services. MPLS VPN technology implements security isolation of the departments' services running on a government backbone network, and guarantees the priority of real-time VPN access, which offers ultra-low latency and zero packet loss. 2.3 Huawei Emergency Command MAN Huawei Emergency Command MAN architecture consists of: Metropolitan backbone network High-performance routers are deployed to support video, voice and data communications between the emergency command center and the departments. Emergency command center and accident scene Emergency mobile command vehicles on the accident scene are accessed to the command center over 3G networks. Satellite coverage is used as backup communications channels. The emergency command center and its upper- and lower-level emergency command centers The emergency command centers are interconnected through Internet and WAN. Emergency command center personnel hold situational handling sessions with upper-and-lower command center personnel and the industry experts. The command center coordinates and collaborates with all the departments to deal with emergency events. Solution Advantages The redundancy backup of nodes on the entire network and dual-homed links improve network reliability. The virtualized network architecture using CSS+iStack simplifies network configuration and maintenance. The hardware-level OAM and bidirectional fast detection (BFD) technologies
locate faults in 10 ms, and switch traffic to backup path under 50 ms. Next-generation 10GE firewall and intrusion prevention system (IPS) or intrusion detection system (IDS) ensure Layer 4 to Layer 7data security on Open System Interconnection (OSI), and protect against intrusion attacks from external networks. An emergency wireless access network can be flexibly deployed using WLAN or 3G dialup access.
