Implementation of Hyogo Framework for Action (HFA) in Indonesia Sugeng Triutomo Director for Disaster Mitigation National Coordinating Board for Disaster Management (BAKORNAS PB) Five Priorities of Hyogo Framework of Action (HFA) Ensure that DRR is national and local priority with a strong basis for implementation Identify, assess and monitor disaster risks and enhance early warning Use knowledge, innovation and education to build a culture of safety and resilience at all levels Reduce the underlying factors Strengthen disaster preparedness for effective response at all levels. 1

National Platform for DRR National forum for DRR is being established There are 35 organizations involved, composed of : Government agencies, UN DM team, Universities, INGO s and NGO s. This forum is initiated by : National Planning Agency (BAPPENAS), National Coordinating Board for Disaster Management (BAKORNAS PB) UNDP Implementation of HFA # 1 Ensure DRR as national and local priority Disaster mitigation and management was stipulated as a priority in the development plan and annual plan 2007 and 2008. Government allocate budget for DRR in fiscal year 2007 and 2008 Strategic National Action Plan of DRR has been launched Set up National Platform of DRR New Disaster Management Bill has been enacted on April 26, 2007. Local government start to Strong political will to support DRR Community participation (through CBDRM) 2

Implementation HFA # 2 Monitor risks and warning systems Support local government to do risk assessment & risk mapping for all disaster prone districts. Formulation of Risk Mapping guidelines Set-up National Early Warning Systems (Grand Scenario Ina-TWS) Incorporate warning system in National Emergency Operation Center Capacity building for research in disaster risk monitoring and warning systems Dissemination of risk knowledge and warning systems to the community level. Implementation HFA # 3 Build culture of safety and resilience Integration of information systems and exchange (SIPBI, SIMBI etc) Education and training for all levels Integrate DRR in school curricula DM training, EM training, DRR training etc. Research activities Public awareness (campaign, brochure) Practices of Community Based Disaster Risk Management in the villages Develop local wisdom in disaster management 3

Implementation HFA # 4 Reduce the underlying factors Environmental and natural resources management National Task Force for Forest and Land Rehabilitation / GNRHL) Coastal Zone Management (DKP) Integration DRR in the development sectors Health Social Land-use and spatial planning Integration of risk analysis and mapping in spatial planning (BKTRN) Implementation HFA # 5 Preparedness for effective response Capacity building in strengthening policy, technical and institutional in all level (national, provincial and districts), all sectors and stakeholders. Set-up national and local disaster response plan Set-up national and local emergency operation center Set-up and review regularly disaster preparedness plan, contingency plan Allocate contingency budget to support response, recovery and preparedness 4

Current situation DM Law (No. 24/2007) has been enacted 26 April 2006 and will be followed by formulation of Govt. Reg. and Pres. Reg. New DM system will be formulated (legislation, institution and DMplan) Strategic National Action Plan for DRR has been launched and will be followed by creation of Local Action Plan for DRR Implementing DRR in all sectors and community levels. Program Priorities National Establishment of BNPB (national DM agency) Formulation of National DM Plan Establishment of National Response Plan Establishment of National Emergency Operation Centers (NEOC) Training for trainers (DM, EMCP, ICS, CBDRM etc) Local Formulation of Local Regulation for DM Establishment of Local DM Agency Formulation DM Plan Establishment Provincial/District EOC Training (DM, EMCP, ICS, CBDRM etc) Community Empowering CBDM Organization Public awareness (education, training, drilling) Implementation CBDRM 5

Summary Following the HFA, since 2006 Indonesia had started creating the National Action Plan for DRR and will be promoted to the local level. Strong political commitment of the government and the parliament to strengthen national capacity on DRR. DRR Framework has been adopted into Disaster Management Law and also in the National Development Plan. Dissemination of DRR framework and implementation HFA would be continued to the local level.
