I. EXECUTIVE SUMMARY A. The intent of this Invitation for Bid (IFB) is to solicit proposals to provide solutions for Wide Area Networking (WAN), Local Area Networking (LAN), and Wireless Local Area Networking (WLAN) equipment and related services including but not limited to active electronics and associated materials, firmware, licenses, staging and labeling, preconfiguration, delivery, and optional (a la carte) technical services to support the LAUSD Common Core Technology Project (CCTP) One-to-One tablet deployment program. B. It is the policy of the Los Angeles Unified School District to acquire and install computer network equipment from one or more manufacturers. The purpose of this IFB is to establish a reliable and economical source of complete LAN equipment systems based on the categories of equipment defined in this (Scope of Work) document. C. Procurements under this contract do not include, nor are they intended for the acquisition of services associated with site work (e.g. trenching, pathways such as conduit/raceway, cabinet installations etc.). II. III. PRINCIPAL ITEMS OF WORK A. The awarded bidder(s) shall perform the following principal items of work. 1. Equipment procurement 2. 6-hour burn-in 3. IP configuration 4. Labeling 5. Asset management documentation 6. Delivery 7. On year service contract (on specific items) 8. Firmware updates SCOPE OF THE CONTRACT A. This contract will support the procurement of wide area network (WAN), local area network (LAN), and wireless local area network (WLAN) equipment for 67 LAUSD schools and will be in effect for a one year period with an optional one year extension. The total contract value is estimated at $10 million. The contract will be awarded based on the bidders submittal of a complete WAN, LAN, and WLAN solution that is compliant with the District specifications identified in this (Scope of Work) document and that meets all District interoperability and acceptance requirements. B. Equipment will be categorized into (3) categories where in the items in each category must be from the same manufacturer. The categories are: 1. Router Profile 1, and Router Profile 2 2. III. IV. SCOPE OF THE CONTRACT cont. C. The bidders may submit multiple proposals. Each proposal must provide a complete solution covering all equipment in each category. Each category will consist of manufacturer-specific equipment and services. Each solution proposed shall contain only one manufacturer per category. D. An estimate of the required equipment is provided based on the target 67 school sizes and number of classrooms. Equipment quantity estimates are as follows: 1. Routers Qty. 67 2. Wireless Controllers - Qty. 67 3. Wireless Access Points - Qty. 10,000 4. Fiber Aggregator Switches - Qty. 100 5. ESM (Edge Switch Managed) POE (Power over Ethernet) Switches - Qty. 1,000 EQUIPMENT / SERVICES TECHNICAL REQUIREMENTS A. In order to establish a standard of quality as required by LAUSD, all equipment proposed shall meet the minimum requirements in this document. As a reference for comparison of bidders, the equipment specification sheets on all items must be included with the submitted bid and design. B. LAUSD or its designated agent reserves the right to determine equivalency and compliance of product or components offered for use on each project. C. The Los Angeles Unified School District (LAUSD) requires that all networking components deployed on its District-wide Network shall be capable of supporting local or remote management anywhere within the District s Enterprise Network. For the purposes of this document, a network component is defined as any component or device that provides connectivity to the District-wide Network. Examples include, but are not limited to, the following: Wireless Access Points, Bridges, Controllers, Connecting Switches, Uninterruptible Power Supplies, and Router WAN Optimizer. D. Bidders proposing equipment for deployment on the District Network shall ensure that each proposed device meets the following specification requirements: 1. SPECIFICATION 25810 - WIRELESS LOCAL AREA NETWORKS (WLANS) 2. SPECIFICATION 25806 - LOCAL AREA NETWORK (LAN) SYSTEMS FOR INSTRUCTIONAL LOCATIONS AND SMALL/MEDIUM OFFICE LOCATIONS 3. SPECIFICATION 25770 - BANDWIDTH OPTIMIZATION SYSTEMS E. Service Contracts 1. A one-year manufacturer s service contract shall be provided with each router and/or controller order. The service contract shall include the following provisions. (1) 24-hour help desk telephone support (2) Software/Firmware update support (3) Next business day replacement support 2. IV. EQUIPMENT / SERVICES TECHNICAL REQUIREMENTS cont. F. Warranties 1. All WAN, LAN, and WLAN equipment shall include a manufacturer s warranty as defined in the 25806 and 25810 equipment specifications. V. NETWORK MANAGEMENT INTEROPERABILITY REQUIREMENTS A. Each component shall support remote management in compliance with the Simple Network Management Protocol version 2 (SNMPv2/3) standards with community string (v2c) authentication. VI. B. Awarded bidder(s) shall provide device operational status, name, descriptive information, and Operating System (OS) and/or firmware versions (e.g., MIB-II System tree). C. Awarded bidder(s) shall provide interface operational status and traffic/error statistics for all interfaces in use (e.g., MIB-II Interfaces tree). D. For the proposed manufacturer s equipment, the awarded bidder shall also include and enable for use all manufacturer-developed SNMP agents and agent features available for the proposed equipment. The only allowable exception to this requirement is that Contractors may choose not to include additional-cost agent features that pertain solely to device functions for which the device is not proposed. E. For devices with agents supporting private enterprise MIB extensions (ASN.1 Object Identifier.1.3.6.1.4.x), all extensions must be included and enabled for use. Additionally, the awarded bidder(s) shall provide electronic documentation for all private enterprise MIB extensions supported by the proposed device in Abstract Syntax Notation number One (ASN.1)/Structure of Management Information (SMI) MIB format. F. Electronic versions of SNMP manageable equipment shall include accessible Internet links (e.g., URL) to all manufacturer developed documentation regarding the features, use, and/or configuration of the device agent(s). G. If procedures for remote management, configuration, or software/firmware upgrades of the proposed equipment require the use of proprietary or otherwise manufacturer-specific software, the Contractor shall include in submittal the specification (i.e. name, version, part number) and proposed price for this software sufficient to perform remote management functions. H. The District is currently using Aruba ClearPass for Access Management and AirWatch for Mobile Device Management (MDM). Bidders must include all necessary software, license, and related services to be interoperable with the District s current environment. Proposed solutions that fail to address this requirement will be deemed non-responsive. OPTIONAL ITEMS A. Any optional as needed/requested materials or Services including but not limited to, configuration or provisioning of LAN/WLAN equipment shall be compliant with the requirements as detailed in LAUS Attachment A, Scope of Work (this document); Attachment B, 25570 Quality Assurance Test and Acceptance; Attachment C, Attachment A FSD WLAN SOW Page 3 IFB No. I-14001

BIDDERS EQUIPMENT PROPOSAL Bidders are to provide a full catalog of equipment, materials, and services that documents discounts rate based on equipment quantities identified below. A. WIRED LAN EQUIPMENT The Profile-1 router configuration shall be compliant with Access Router specification as defined in section 2.02-A of the 25806 specification, with integrated WAN optimization for 2000 TCP connection as defined in section 2.02-A of the 25770 Bandwidth Optimization specification. The Profile-2 router configuration shall be compliant with the Access Router specification as defined in section 2.02-A of the 25806 specification. COMPLIANCE REVIEW AND INTEROPERABILITY VALIDATION A. The District shall evaluate equipment technical specification compliance and solution interoperability compliance of all bidders proposed equipment. B. Proposals found to be non-compliant will be deemed non-responsive. It is the bidders responsibility to clearly demonstrate the interoperability of all LAN and WLAN equipment they are proposing. STAGING AND PRE-CONFIGURATION SCOPE A. 6-hour burn-in 1. The awarded bidder(s) shall un-box, connect to power, and allowed to operate for 6 hours each equipment item that connects directly to a power circuit (20A/120V), with the exception of routers. After 6 hours of powered operation, the awarded bidder(s) shall perform on-board diagnostics. All on-board diagnostics must pass successfully after 6 hours of powered operation. B. Pre-Configuration 1. The awarded bidder(s) shall configure all IP addressable equipment, with the exception of routers, with a District provided IP address based on an IP address template, which will be included with each equipment order. 2. The awarded bidder(s) shall install transceivers cards in all applicable equipment prior to delivery. C. Labeling 1. Labeling of all equipment shall follow the District format as shown below. Loc. IX. STAGING AND PRE-CONFIGURATION SCOPE cont. D. Asset Management 1. Participation in the District s Asset Management Program is required of all awarded bidders. (Attachments D and E) 2. Upon delivery of serialized equipment, the awarded bidders(s) shall provide at least 24 hours prior to delivery of equipment, a complete electronic asset register of serialized equipment in accordance with District provided format and instructions. The awarded bidder(s) must bring a hard copy of the serialized register at the time of delivery. 3. The bidder will tag each active hardware component using District provided asset tags and record the asset tag numbers using the District s required asset register format. 4. Upon completion of the contract, the awarded bidder(s) will return all unused asset tags to the District. 5. The awarded bidder(s) will validate the accuracy of the asset register at the time of equipment delivery. 6. The awarded bidder(s) shall also provide updated serial numbers and asset tag numbers resulting from warranty repairs in accordance with the process and format provided by the District. E. Delivery Prior to delivery, on their own premises the awarded bidder(s) shall inventory, assemble, test and certify as complete and in full compliance with all District requirements all equipment and materials and equipment purchased by the District. 1. Unless otherwise notified by the District, no delivery shall proceed until all items ordered are in place at the Bidder s facilities. 2. At no time shall the awarded bidder(s) contact or visit the job site (School or Office) without the express permission of the District or its designated representative(s). 3. Vendor must remain onsite until the delivered equipment has been validated by District personnel. X. EQUIPMENT PURCHASE PROCESS AND LEAD TIME A. Purchase of equipment and/or materials shall proceed as follow: 1. Quote shall be provided within two (2) working days 2. Goods shall be delivered within ten (10) working days of receipt of District purchase Order unless otherwise instructed by the District in writing 3. X. EQUIPMENT PURCHASE PROCESS AND LEAD TIME cont. 4. The District will notify the awarded bidder(s) two (2) business days prior to when the equipment should be delivered to a District site. 5. Awarded bidder(s) shall provide a daily status report in Microsoft Excel 2010 format that tracks the progress of the orders with the following information: a. Site Name b. LAUSD P.O. number c. Total P.O. amount d. Date P.O. received e. Date P.O. Sent to Manufacture f. Sales Order No. to Manufacturer g. Ship Date from Manufacturer h. Estimated Date Equipment Received at Contractor s Warehouse i. Actual Date Equipment Received at Contractor s Warehouse j. Estimated Delivery Date to District Site k. Actual Delivery Date to District Site l. License Transmission Date (i.e., Controllers and WAPs), if applicable m. Electronic Asset Register/Workbook Transmission Date 6. Partial or incomplete deliveries of equipment, materials or services are not permitted unless authorized in writing by the District 7. Drop shipments will not be accepted unless previously authorized by the District 8. All deliveries must be checked in by District personnel or its designated representative. The awarded bidder(s) shall provide written inventories at the time of delivery. This requirement applies to all modules and subassemblies where applicable. Deliveries at new school sites may require awarded bidder(s) personnel and/or representatives to wear a hard hat, safety vest and safety shoes. 9. The District reserves the right to exercise any options allowed within the contract if delivery conditions are not met. B. Optional Items 1. Bidders shall provide a standard discount for optional catalog items that are not defined in this Scope of Work document. XI. DOCUMENTATION REQUIREMENTS FOR ALL ASSOCIATED COMPONENTS A. The bidder shall, in addition to the percentage discount required in the rate schedule, submit a current manufacturer s product catalog and price list under separate cover as part of the bid response. B. The price list shall include all equipment, software, firmware and components currently available from each manufacturer. Bids not including the price book may be deemed non-responsive. XI. DOCUMENTATION REQUIREMENTS FOR ALL ASSOCIATED COMPONENTS cont. C. Future price books must be dated after bid opening date. Manufacturer may submit catalog and price list collectively; however, they must clearly identify each bidder represented. D. Bidder shall use the Section III Rate Schedule to complete the discounted percentage for each line item. E. Percentage discount shall apply to each line item in the rate schedule. F. Rate schedule shall be submitted as Microsoft Excel spreadsheet format. Bidder shall provide percentage discounts off of the manufacturer s suggested retail pricing (MSRP). G. Calculations in the rate schedule are examples. It is the bidder s responsibility to ensure all entries and calculations are accurate. END Attachment A FSD WLAN SOW Page 7 IFB No. I-14001
