Implementing the ANZLIC Profile John Weaver, Manager OSDM Empowering Australia with Spatial Information

Introduction ANZLIC, the Spatial Information Council, is the peak intergovernmental organisation providing leadership in the collection, management and use of spatial information in Australia and New Zealand. All States, Territories, Australian and New Zealand Governments. The Office of Spatial Data Management (OSDM) facilitates and coordinates spatial data management across Australian Government agencies.

Why implement ANZLIC Profile? The ANZLIC Profile is an Australian, New Zealand specific profile of the International Metadata Standard ISO 19115. Metadata is a structured description of a resource designed to enable easy discovery and access. The ANZLIC Profile gives a consistent and understood format to (spatial) metadata.

Implementation the issue Successful Implementation is (mostly) about user support Promotion and education Interaction with other domains User friendly tools Collection Management Publishing Visualising Technical backup

Background

Some background ANZLIC Metadata Working Group ANZLIC Metadata Guidelines V 1.0 (1996) ANZLIC Metadata Guidelines V 2.0 (2001) ANZLIC MET Metadata collection tool Access Based Developed to support V 1.0 Not maintained long term Not ISO Compliant

ASDD (The Australian Spatial data Directory) The ASDD launched in 1998 steadily grown in content key source of spatial data in Australia / NZ but now OLD technology doesn t support access to online resources

What is the ANZLIC Profile?

ANZLIC Profile - recommended The ANZLIC Profile of IS 19115 is ALL of ISO 19115 but at least

ANZLIC Profile Review - Content ANZLIC Metadata Working Group formed a subgroup to conduct a review of ANZLIC Profile commenced in 2010. Included items: ISO 19115:2005 ISO 19115-2:2009 Metadata - Part 2 ISO 19139 Metadata XML Scheme Implementation ISO 19119:2005 Geographic information Services (perhaps only 7.4 and Annex C)

ANZLIC Profile Review The Rules The sub-group has agreed on some guidelines for determining how changes to the profile are assessed. These include: If its in the standard, then it must be in the profile. An element may become mandatory if and only if the content for that element can be determined for every possible scenario. Backwards compatibility needs to be considered by the working group when defining obligations

Implementation: User Support

Implementation User Support Publish the Profile: An Australian/New Zealand Profile of AS/NZS ISO 19115:2005, Geographic information Metadata (implemented using ISO/TS 19139:2007, Geographic information Metadata XML schema implementation) Version 1.1 Publish Profile Guidelines and Short User Guide ANZLIC Roadshows

Implementation Short User Guide

Implementation other domains Metadata mapping: AGLS to ISO 19115 SDMX to ISO 19115 AIXM to ISO 19115

User Support Collection Tools ANZMet Lite

Implementation Input Tools General acceptance of the importance of structured Metadata in our domain Clunky tools one of the biggest barriers to uptake ANZLIC / OSDM undertook to develop and provide tools ANZMET Lite Wizard based, simple to use, free Based on Defence Support Group source code Enthusiastic uptake Not as flexible as hoped

Publishing the Metadata ASDD Revisited

Implementation - Publishing The Australian Spatial Data Directory ASDD 10 year old technology re-developed in Geo Network

ASDD in GeoNetwork Advantages: Open Source Strong developer / user Community (20+ in Aus / NZ) spread across Government (State and Federal), Academia (ANDS, SISS etc) Private sector Supports services beyond metadata discovery / access

ASDD in GeoNetwork Dis-advantages: It s Geeky The user interface User / Developer Community (20+ in Aus / NZ) spread across Government (State and Federal), Academia (ANDS, SISS etc) Private sector Lacking coordination

ASDD in GeoNetwork Addressing the issues: Engaging with the user / developer community OSDM to host workshops to: define development needs coordinate AU/NZ community activities liaise with international trunk dependent on adequate resources being identified Research project on best UI

ASDD in GeoNetwork Simple Query

ASDD in GeoNetwork Advanced Query

ASDD in GeoNetwork - Results

ASDD in GeoNetwork - Visualisation

Implementation - Publishing OSDM / ANZLIC have set up virtual nodes for a number of agencies The collection tools will all allow upload to GeoNetwork The ASDD will harvest metadata from other repositories OSDM / ANZLIC will also publish HTML to make records discoverable Links to data.gov.au

Implementation Future development Enhanced User Interface Incorporation of a richer contextual backdrop Development of a registry service Inclusion of some Business Intelligence functions ANZLIC Roadshow
