I. INTRODUCTION This report summarizes the results of a aerial targeting ground control survey requested on behalf of the University of California, Riverside. The survey was done in and around the University campus. The purpose of the survey was to establish horizontal and vertical control (by GPS methods) on 12 control points. The GPS network was provided relative to the North American Datum of 1983 (2009.00 Epoch) horizontally and to the North American Vertical Datum of 1988 (NAVD88) vertically. II. HORIZONTAL AND VERTICAL CONTROL USED CALIFORNIA STATE PLANE ZONE 6 PARAMETERS Geodetic positions were established on all 12 aerial target control points. The horizontal precision exceeds the accuracies necessary to meet the National Map Accuracy Standards and also meets or exceeds the Geodetic accuracy standards and specifications for using GPS relative positioning techniques as set forth by the Federal Geodetic Control Committee (FGCC) in their most current publication (1984) for Third Order Horizontal Control. This survey was horizontally controlled by ties to four CGPS stations in and around the University campus area. The resulting orthometric heights yield an Elevation Difference Accuracy of third order or better as specified in the Geometric Geodetic Accuracy Standards and Specifications for Using GPS Relative Positioning Techniques, Version 5.0, August 1, 1989. The 12 aerial target control points also meet the required vertical accuracy for the contour interval and map scale of the photogrammetric products being prepared. The vertical control is provided in the North American Vertical Datum of 1988 (NAVD88). This survey was vertically controlled by ties to the previously referenced four CGPS stations. The published Ellipsoid Heights of said CGPS stations, together with the National Geodetic Survey's Geoidal Undulation model, Geoid2009, were used to derive orthometric heights. THE CALIFORNIA STATE PLANE COORDINATE SYSTEM OF 1983 is a Lambert Conformal Conic Two Parallel Projection of the GRS80 ellipsoid that is used for stating the positions or locations of points on the surface of the earth within the state of California. This project falls within Zone 6 of this system. JOB SUMMARY AND EQUIPMENT Aerial target control stations were surveyed on March 14, 2011. Satellite data was collected by Trimble 4000SSE/SSi and Trimble R8 GPS receivers. All occupations utilized 2-meter fixed height tripods. Fast Static GPS survey procedures were used to yield baseline components that are precise to +/- 1 cm + 1ppm. The fast static mode with simultaneous observations was used for all sessions. Relative position solutions for the network were derived from processing GPS data into three-dimensional spatial relationships (baselines). This GPS raw data processing was performed in Trimble Business Center 1.11 software. These baselines were then imported into StarNet Pro v6.0.36 least squares adjustment software for final analysis and adjustment.
