9 What is Japan Funds-in-Trust? Voluntary contribution by Japan 1-year Work plan (April to March) Operated by WIPO in cooperation with Japan Overall Objective Promotion of the awareness of the importance of the industrial property system for economic and technological development and of the benefit to be derived from the effective use of the system; Assistance to developing countries in establishing or strengthening their industrial property laws and institutions; and Development of human resources in the sectors concerned with the administration and utilization of the industrial property system

Enabling IP Environment-related Activities Patent Drafting Course 18 To increase patent drafting skills of the staff of selected institutions in the countries The course is comprised of 2 phases: a face-to-face session for 5 days; and a follow-up session via e-mail communication for 2 months Thailand, August 2016 (& October 2017 to be expected) Philippines, November 2016 Malaysia, February 2017 Sri Lanka, July 2017 Participants expected from a roster in order for them to apply their learnings to work

Enabling IP Environment-related Activities Three-month Fellowship in Japan 19 At Osaka Institute of Technology (OIT) 1 fellow per year A fellow from the Philippines in 2016 A fellow from Thailand in 2017 Study in technology research, licensing or management with the end in view of applying the learning to the fellow s university After the fellowship program, the fellows are expected to get involved and play an important role in IP licensing, evaluation, management and commercialization

Developments of Technology Transfer in Japan 26 1998: Technology Licensing Organization (TLO) Promoting Law To define and entitle an approved TLO advantages such as eligibility for receiving grants from government, for discount of patent fees, etc. 1999: Japanese Bayh-Dole Act To permit universities to retain ownership of IP rights arising from government contracted research and developments 2000: Industrial Technology Enhancement Act To allow university researchers to work in both university and industry Academic discount for patent annual fees etc. 2001: Hiranuma Plan To aim to establish 1000 start-up from Universities in 3 years 2002: Intellectual Property Basic Law To define the responsibility of Universities IP strategic program to be revised and reviewed every year 2004: National University Corporation Act To transform public universities into university corporations and make it capable to manage own resources and budget under certain conditions
