Scientific Electronic Library Online 15 years old program on scholarly communication objectives - advancement of research locally published - improve national journal quality and visibility aligned with research and communication policies Abel L. Packer, SciELO Program Coordinator, Pretoria, South Africa, 23 / 07 /2013 - based on presentation in UNESCO Regional Consultation Kingston, Jamaica, 05 March 2013
Common structure of scientific information policies and programs - public and institutional - 3 main dimensions / lines of action 1 2 provision of access to scientific information In most of the cases --- national portal is an increasing common solution to integrate access to publishers and brokers products and services Open Access is missing support and motivation to publish internationally in emerging countries --- evaluation of national graduate education & research programs are heavily based on the publication in high impact journals national research policies 3 support to national and regional journals --- to increase quality, strengthen international indexing Challenges: visibility, accessibility, quality, referential indexes (WoS, MEDLINE, Scopus, SciELO) credibility, use and impact --- publish about 15 to 30% of all BRICS articles in Wos and Scopus multilingual environment
