Implementation status of INSPIRE Directive in Romania (1) Transposition of the directive in a fully compliant manner Clarification on transposition aspects of INSPIRE Directive and adoption of subsequent acts (case EU Pilot 4899/13/ENVI) Implement the Actions Plan for implementation of INSPIRE Directive in Romania Implementing steps Creating coordination structures and data policies for sharing between public authorities the Romanian National Infrastructure for Spatial Information in Romania (INIS) geoportal http://geoportal.gov.ro/geoportal_inis/catalog/m ain/home.page
Implementation status of INSPIRE Directive in Romania (2) Ministry of Environment, Water and Forests - View and download services for protected areas INSPIRE compliant INSPIRE for water management: Romanian Water National Administration & National Institute of Hydrology and Water Management - NARW Strategy for development of analysis and reporting capabilities: Making existing Water Information Management System (WIMS) compliant with INSPIRE Directive - deadline 30/12/2020 - Project to build the necessary infrastructure for reporting under INSPIRE Directive and other European Water Directives (WFD, UWWTD, Nitrate Directive, Flood Directive, etc.) the most environmentally relevant data are not yet fully accessible: - 48% of spatial datasets (metadata) with conforming metadata - 40% of spatial datasets with discovery services - 10% of spatial datasets with view services - 5% of spatial datasets with download services - no availability of spatial data in common data models deadline 2020 the quantitative evaluation of costs and benefits 4 mil. Euro until 2015 (2 projects)
Implementation status of INSPIRE Directive in Romania (3) INSPIRE for water management WIMS vs INSPIRE network models
Implementation status of INSPIRE Directive in Romania (4) Conclusions Even if from 2010 to 2015 certain progresses has been registered, it is still required several main steps to be performed in order to be in line with INSPIRE Directive. These steps are related especially with services and data sharing. Also, the public access is still limited, even for basic data. The restructuration of spatial data and the development of services involve financial efforts and time consuming Only some authorities are really prepared for a such activity.
Romanian investments in new and renewal waste water collecting systems and treatment plants Updated information about investments art. 17 of UWWTD (according to the recent figures from National Management Plan for second cycle under art. 13 of WFD) Nature of the investments concerned Period covered Average value for new and renewal systems Past yearly investment collecting systems (mil. Euro) 2017-2023 20 9.062 billion Euro total necessary investments in 2014 2023 (around 80% for collecting and 20% for treatment) for all agglomerations with more than 2.000 p.e. (11,215,860 p.e. total load) 74% planned financing sources (44% EU funds, 28% national funds and 2% other sources) The ratio total investment/population increased from past (70 Euro/pop.) to present (90 Euro/pop.) and it be expected to decreasing to 40 Euro/pop. in 2017-2023 period.

SIIF UWWTD Benefits Streamlining of reporting: - avoiding double reporting of the same data by different reporters - avoiding double reporting of the same data to different institutions Better identification of the UWWTD progress of compliance Better identification of the reasons for delays for UWWTD implementation Control over reporting of performance for water public services Connection of relevant databases: database on emissions as well as other relevant databases (i.e. E-PRTR) Facilitate data reports (geographical, statistical analysis, reports, etc.) Improvement of public access to information (easier access to raw and aggregated information) Share the improvements of the SIIF platform with other Member States
What SIIF UWWTD brings for INSPIRE fills the INSPIRE national implementation gap - being compliant with INSPIRE Directive for certain elements (art. 11, Theme III.6 Utility and Government Services) transformation services that generates automatically aggregated statistics, compliance and reporting improvement, and calculate new parameters useful to waste water expert and authorities Increases the use of reporting data by different types of users transparency to lead to less administrative burden
What INSPIRE brings for SIIF UWWTD help in harmonizing and stimulate people to more interoperability on waste water field public information about UWWTD aspects in a friendly way using dynamic maps, tables and charts (spatial datasets with metadata, discovery and view services) possibility to download datasets in various formats offered for general public and national and European water stakeholders add layers to UWWTD data on the various maps of the SIIF UWWTD generic web tool web services very similar to those required by INSPIRE (i.e. RBD, NUTS, WISE SoE, Nature 2000, Bathing Water, WFD rivers, lakes, water bodies)
Romanian vision on development of SIIF UWWTD to be compliant with INSPIRE requirements and beyond (1) Romania support that Member State alone not to address INSPIRE data harmonisation - it is more efficient to have a common and harmonized INSPIRE data for all Member State Create INSPIRE environmental domains community to develop guidance, data model, IT data filling and dissemination tools for each policy following the SIIF UWWTD best practices No need to wait for INSPIRE data harmonization to start disseminating data. Access to data is a priority. Concerning a policy, it have to develop an end-user application per user need. To develop best practice website implementing INSPIRE services inspiration and harmonization of the approaches
Romanian vision on development of SIIF UWWTD to be compliant with INSPIRE requirements and beyond (2) English and national language has to be used in European data model, data filling and dissemination tools We save time and money with creation of European integrated management tools avoid building management tool by the own Member State There is needed for transparency to lead to less administrative burden INSPIRE helps implementing sustainable development goals It is useful having a framework to SME's to develop their business
