4 DanubeGIS User Manual 4 1 Introduction This manual provides a documentation of the functionalities of the DanubeGIS system for the users in the ICPDR community, including Expert and Task Group members, Delegation members, and Secretariat members. 1.1 Purpose of the system The DanubeGIS platform supports the ICPDR in its tasks related to spatial data, including data collection, management, and reporting. It is open to public users as well providing access to data and maps for the whole Danube Basin DanubeGIS scope and concept The geographical area covered by the DanubeGIS is the territory of the Danube River Basin District. The system is designed to combine datasets for the whole Danube Basin, that are relevant for the full range of tasks of the ICPDR. The DanubeGIS is a tool for upload, validation and storage of the Contracting Parties relevant data resources in a harmonised format and at the same time it is a common basis for data usage in the ICPDR supporting its reporting tasks such as the implementation of the EU Water Framework Directive (WFD) and of the EU Floods Directive (FD). The national members of the IMGIS EG (or, for certain topics, other Expert Groups) coordinate data collections in their countries and provide those national datasets to the DanubeGIS. In this context, a jointly accepted data policy has been developed.

5 DanubeGIS User Manual 5 DanubeGIS also provides the functions to manage users and their access rights, forums to discuss issues related to its usage, as well as system and data usage logging DanubeGIS for end users In the DanubeGIS web map viewer you can select any of over 40 maps prepared within the DRBM Plan and DFRM Plan, zoom into them, and find out about the detailed data of each feature on the map by simply clicking on it. You can also export each map as a (georeferenced) image file or access it directly as a Web Map Service (WMS) this allows you to use the map in any software supporting these OGC compliant standard web services. All users have access to the published online maps, in accordance with the DanubeGIS data policy. Public users who are interested in more in-depth work with the available data can sign-up for a user account to reveal more advanced system features. Experts already registered in the ICPDR Information System Danubis, have the same features available, of course. The advanced web map viewer allows users to compose new maps by combining any individual layers. In addition to Web Map Service, the Web Feature Service (WFS) allows download of the datasets in various formats, including Geography Markup Language (GML an open interchange format for geographic data) and shape files. The advanced viewer also enables users to import the geographic data web services from other accessible GIS servers, for example from the Joint Research Centre (JRC) of the European Commission or other relevant data providers. 1.2 Overview of available functions on the public and expert website The following section provides an overview on available functions on the DanubeGIS website. Functions marked with [registered], [expert] and [data input] are only available to logged in users with at least the respective role (roles are further explained in chapter below) User menu The user menu is displayed on the top right block of the screen. Its content changes depending on the user being logged in or not. Without log in (anonymous): After log in: The user menu provides the following items: Log in form: direct log in with user name and password Register: public users can sign up for a user account; this is not relevant for nominated users of the ICPDR Forgot Password: retrieve a new password from the system My account [registered]: the account page offers following options: o View user properties ( , create date, roles, spatial extent) o Link to edit account settings in Danubis o Display submitted access requests (only relevant for public users) Log out [registered]

6 DanubeGIS User Manual Main menu The main menu is displayed as a horizontal bar below the header. For registered users: For expert or data input users: The main menu provides the following items: Home [expert]: overview page including current data submissions required, latest forum topics, template and dataset updates Templates [expert]: list of templates with their download links Datasets [expert]: list of datasets with their download links o Validate Metadata [expert]: metadata can be tested without dataset upload o Upload [data input]: upload and edit form for datasets o Overview [expert]: matrix of datasets and spatial extents showing different values (e.g. latest update, number of records, classification, errors, metadata elements) for a selected report or date o 2 nd level dataset checks [expert]: list of defined validation rules with their type, priority, related templates and links to their details o Data requests [data input]: list of data access requests and their states Reports [expert]: list of reports with links to their details and related templates and datasets o Queries [expert]: list of database queries with links to their results Maps o Published Maps: list of all publicly available maps (for public users: listed directly under Maps ) o Layers [registered]: list of all available layers (content depends on user s role) o Advanced Viewer [registered]: GeoExplorer provides functions to combine layers from DanubeGIS and also external map servers on the same base map, identify features, query attribute data of layers, measure length and area o Draft Maps [expert]: working maps prepared and saved with GeoExplorer Documentation [expert]: download links to templates documentation, data policy, metadata guidance, data upload guidance and any other related system documentation Forums [data input]: forums for discussion of issues related to the use of the system Users [expert]: list of registered users with their , roles, groups, spatial extent, create date, last login date and status (active/blocked) Logs [expert]: list of system events such as template changes, dataset uploads, dataset downloads and access grants 1.3 Basic system elements The IT infrastructure of the DanubeGIS consists of a file repository, a database (PostgreSQL/PostGIS) and a map server (GeoServer). The following graph and chapter describe the basic elements which form the DanubeGIS as a system.

7 DanubeGIS User Manual 7 Figure: DanubeGIS system elements and their relations Templates Templates in DanubeGIS are mostly empty shape files (.SHP) which define the common data structure. Templates are designed by the IMGIS EG in cooperation with the relevant expert groups. They are implemented by the ICPDR Secretariat (system administrators). Templates are downloaded by the data input users, filled with relevant national data and uploaded as datasets into the system. Templates are described in detail in the DanubeGIS Templates Documentation. Additionally to shape files, some templates for specific datasets have been implemented as Excel (.XLSX) files. The documentation of these templates is included directly in the Excel files Datasets Datasets in DanubeGIS are uploaded by the national data input users for their spatial extent. Their structure must conform to the respective template this conformity is checked by the system during upload (1 st -level validation). Any datasets passing this check, are imported into the respective tables of the so-called current database, overwriting any previous dataset of the same spatial extent. 2 nd -level checks are run automatically after this import providing more details on completeness, consistency and other data quality criteria. All submitted datasets are kept in the file repository for documentation purposes and can be used to generate database snapshots from any point in time Reports Reports in DanubeGIS are a defined set of templates with a reporting time range. They are used to identify datasets used for queries (and thus layers and maps) for a specific reporting purpose (e.g.

8 DanubeGIS User Manual 8 Danube River Basin Management Plan 2015). System administrators can create database snapshots based on a report. This way, draft report snapshots can be generated during the reporting period and final report snapshots can be generated after the reporting deadline Queries Queries in DanubeGIS are tables or graphs which can be displayed and exported by expert users. Queries are selections, combinations or aggregations of data (i.e. SQL SELECT statements) in the current or any report snapshot database. Queries are created by system administrators and can be used to generate views in the database and layers on the map server. Queries are also used to limit the spatial extent of data depending on the current user s role and data grants and the underlying dataset s classification Maps Maps are combinations of several layers for a specific topic. Maps in DanubeGIS can be displayed in a simple or advanced Web Map Viewer. Published maps of final report data are defined by system administrators in GeoServer as layer groups. Draft maps for expert users can be defined in the Advanced Web Map Viewer (GeoExplorer) Layers Layers are the basic elements of maps, visualising the spatial data. Layers in DanubeGIS can be displayed in a simple or advanced Web Map Viewer and exported in various formats as images (Web Map Service) and datasets (Web Feature Service) in accordance with the data policy. The data of layers is retrieved from a table (defined by a template) or a view (defined by a query) of the current or any report snapshot database. System administrators can generate layers based on report definitions in the map server (GeoServer). The visualisation is defined by system administrators in SLD styles in GeoServer Users and roles Roles are defined in DanubeGIS to efficiently grant privileges to users and are based on the DanubeGIS Data Policy. Each user has only one role and inherits its privileges. A user can have multiple spatial extents, e.g. for sub-basin activities. Upon request, registered users can also be granted access to requested datasets.

10 DanubeGIS User Manual 10 2 Expert website 2.1 Accessing the site 1. You can use any standard web browser to access the website at 2. To get access to additional functions (see chapter 1.2), you have to log in with your username and password from Danubis. The user accounts are maintained in Danubis (see next chapter). If you cannot log in, please make sure that cookies are enabled in your browser and check your account in Danubis at If you don t know your current password, you can click the Forgot password? link to set a new one immediately just follow the steps on screen. The website is optimised for screens wider than 1024 pixels. Tablets and mobile phones with smaller touch screens have a limited user experience. No specific browser plugins are needed, with the exception of the Flash plugin ( for the common table functions available to expert users. 2.2 User account management based on Danubis DanubeGIS user accounts are maintained in the main ICPDR Information System Danubis.

11 DanubeGIS User Manual 11 Some properties of your user account (username, role, spatial extent) are derived from settings in Danubis which can only be changed by system administrators. You can change your password and personal details the only relevant one for DanubeGIS is the e- mail address, which is used for password requests and mail notifications (e.g. on forum posts). To make changes in your user account in Danubis when you are already logged in to DanubeGIS, you can proceed in the following way: 1. Click on My account in the user menu (top-right corner). Note: Tim_Tester is the username used in the following screenshots. 2. Click on Edit on your user page. You will be automatically logged into Danubis and land on your user account s edit form. Please note that the address in the user account is usually taken from the contact details primary address. See the next sub-chapters for more details on how to change your password and contact details Change your password Following the steps in the beginning of this chapter, you can change your password in Danubis by proceeding with these steps: 1. Click on Set password on your user account page. 2. Type in your current password. 3. Type in a new password and follow the on-screen hints to provide a good quality password.

12 DanubeGIS User Manual Confirm your new password by retyping it. 5. Press the Save button. If your new password was successfully saved, you see the following message Change your contact details Following the steps in the beginning of this chapter, you can change your contact details in Danubis by proceeding with these steps: 1. Click on Edit contact details on your user account page. 2. Change any field values 1 it is essential that you have at least your current address correctly set as primary Press the Save contact button. 1 Usernames are derived from the first and last name. Therefore, please, only correct minor spelling mistakes in your name here, but contact the system administrator for changes necessary to your username.

13 DanubeGIS User Manual Home page After successful log in (with at least expert role), you come to the home page of the expert web site which provides an overview of currents tasks and recent updates on the following lists: current dataset submissions required (dependent on the Report definitions) of your spatial extent currently failing 2 nd level data checks of your spatial extent Latest posts in the discussion forum Latest updates of templates and datasets Each title in these lists provides a link (highlighted in green bold letters) to view more details.

14 DanubeGIS User Manual Templates Select the Templates entry in the main menu to see the list of DanubeGIS templates. Here you can download one template at a time or all of the current templates at once.

15 DanubeGIS User Manual 15 You can limit the number of entries shown per page to 10, 25, 50 or 100 results, and quickly filter the content by typing any text into the Search box as shown below. If you want to narrow the list of templates - click on the Filter criteria to reveal various filtering options. Select one or multiple filter criteria and press the Filter button to apply the filter, the resulting list of templates will be displayed. By combining the filters, you could get, for example, a list of templates in the versions used for a specific report, or all versions of a single template, or the latest versions of templates for your working group. You can view any template by clicking on its name. When viewing a template, you will get a Summary overview of its structure. If you click on the Template file name, you can download the template file. On this page you can also access the list of previous template revisions. 2.5 Datasets Select the Datasets menu entry in the main menu to list the datasets that are stored in DanubeGIS. By default, this list shows the current dataset versions in cronological order (with the latest submission on top). You can change the order by clicking on any column header.

16 DanubeGIS User Manual Vieving and downloading View any of the datasets from the list by clicking on its name (see chapter 2.5.5), or download any dataset by clicking on the Download link on the right side. You can also download all listed datasets by clicking on the respective button at the bottom left part of the screen. If you want to narrow the listing of the datasets, you can click on the Filter criteria to reveal various options. By combining the filters, you could get, for example, a list of datasets in the versions used for a specific report by a specific country, or all versions of a single dataset, or all the latest versions of datasets for your working group Upload and validation When preparing for dataset uploading, you can select Validate entry to check the metadata for conformity with ICPDR metadata profile.

17 DanubeGIS User Manual 17 Select the Upload entry in the Dataset menu to upload a new dataset (version) into the DanubeGIS: To proceed with the data upload, select the template that is related to this dataset, from the list of current templates: If the dataset does not yet exist for your country (spatial extent), you come to the form to create the dataset. Otherwise, Edit mode will enable you to submit a revision of the dataset. Both forms have the same fields. For that, you have to fill-in the mandatory fields (at least) marked with a red asterisk, and you should also provide the reason for update in the Remarks field. Please read the DanubeGIS Template Documentation and DanubeGIS Data Upload Guidance document for more details on the requirements for uploading datasets. Both documents are available in the Documentation section Datasets Overview tables Selecting Datasets / Overview will give you the overview matrix of the latest datasets in DanubeGIS, listed by template name (rows) and by country (columns).

18 DanubeGIS User Manual 18 The dates of the data submission are representing the datasets in this table. The colour coding is explained in the legend below the table Datasets listing and filtering You can display various other values in this overview - click on Options to reveal them, for example the number of records, classification, validation errors or metadata elements. Select a report or a date of submission to get the overview for the related datasets, otherwise the current datasets are used. When you press the Show button, the resulting overview matrix will be displayed. You can also Search for any dataset(s) if you enter its name (or a part of it) in the search box. As soon as you start typing, the table contents will be adjusted to reflect your search criteria.

19 DanubeGIS User Manual Review individual dataset When viewing a dataset you will get a Summary overview of the data that was provided during dataset submission. If you click on the Dataset file name, you can download it. You can also view the dataset content by clicking on Attributes: Metadata information can be accessed by clicking on Metadata:

20 DanubeGIS User Manual 20 Metadata can be presented in styled view (default) or in a raw (xml) format. Click on Check results to review the validation results for this dataset. Click on Revisions to review all versions of this dataset that were previously submitted to the DanubeGIS. Select Edit if you want to enter the data editing mode. You will have this menu option only if you have the user rights to do that (data input user for the respective spatial extent). This will open the same (Edit dataset) page as the one described before in the procedure for data upload (see 2.5.2). 2.6 Reports Select the Reports menu entry to list the reports that are available in DanubeGIS.

21 DanubeGIS User Manual 21 The data in these reports are taken from the separate DanubeGIS database snapshot schemas, which were populated during each of the reporting activities. If you select one of the reports by clicking on its title, you will get an overview of the information that is related to it Queries Clicking on Queries will open the overview of all of the queries that were used in DanubeGIS for various validation and reporting needs. Currently there are more than 260 queries and that number is expected to continue growing in accordance with the ongoing system developments. The Queries table can be filtered, e.g. for charts, or searched as usual. Queries always provide a result which is displayed as a table. Some queries also display a chart. Queries can also define database views and map layers.

23 DanubeGIS User Manual Maps Published Maps Select the Published Maps sub-menu entry to access the simple web map viewer. The list on the left shows the maps that were published in the ICPDR reports, starting with 2015 (e.g. DRBMP2015 or DFRMP2015). To view any of the maps, click on the Map title, highlighted in green bold letters: On each map you can use the map tools available in the map graphic window: zoom in/out / fit to extent full-screen toggle base map selection overview map toggle legend toggle

24 DanubeGIS User Manual 24 Click on any point on the map to get a list of features located there and their attribute data Layers Select the Layers sub-menu entry to show the list of all available layers (content depends on user s role). Click on the Layer Name to view any of the layers.

25 DanubeGIS User Manual Advanced Viewer The advanced web map viewer GeoExplorer provides functions to combine any layers from DanubeGIS, and also from external map servers - on the same base map; to identify features, query attribute data of layers, and measure length and area Draft Maps This page provides access to several working maps prepared by ICPDR experts and saved with GeoExplorer for discussion and further elaboration. 2.8 Discussion Forum Various forums are available (i.e. Templates, Development, Harmonisation or Upload support). New topics for discussion can be added in each forum. Once the topic is posted, user can view its contents by clicking on the topic name, and add comments or reply to comments to start a discussion online.

26 DanubeGIS User Manual Users The Users page provides an overview on DanubeGIS user accounts including properties. You can apply filtering based on user Roles and Spatial extent, to narrow the number of listed users Log The system log keeps track of any additions, changes or deletions of templates and datasets, downloads of datasets and access grants. Here you can also apply filtering, based on type of Action, Template and Country, to narrow the number of listed logged activities. 3 Web Services The DanubeGIS is implementing geo-information services on the web, respecting the requirements of the EC INSPIRE directive principles.

27 DanubeGIS User Manual 27 DanubeGIS expert users have the direct download rights for DanubeGIS individual or multiple country datasets, from the file repository (as described in chapter 2.5.1). At the same time, DanubeGIS users also have access to DanubeGIS data via OGC-compliant web services. These services are based on the data stored in the DanubeGIS database schemas that are reflecting final report datasets (e.g. DRBMP2015 or DFRMP2015). 3.1 Downloading published Maps (WMS) For each map, upon selecting the Map title, the WMS links are available, to export a map image in GeoTIFF, JPG, PDF, PNG, SVG or TIFF format. 3.2 Downloading published Layers (WMS, WFS) For each layer, upon selecting the Layer name the WMS links are available to export layer images (same types as for maps). For each style that was used for map publishing there is a separate WMS option (e.g. for UWWT there are 4 styles related to 4 scenarios that were published in DRBMP 20115). WFS links are available to export layer data in CSV, GML2, GML3, JSON or SHP format.

28 DanubeGIS User Manual 28 The self-registered users may have access rights, based on each dataset classification, or based on individual access rights granted upon request. 3.3 Acessing DanubeGIS WMS services, using third-party GIS software You can access the DanubeGIS WMS services using GIS or CAD software or through other web portals that provide the capability to connect to the OGC-compliant WMS services. In order to connect to the DanubeGIS server, you have to provide the following URL: This will enable you to connect to the DanubeGIS GeoServer WMS services, and to eventually select one or more services (maps or individual layers) that you want to view/explore in your software.
