1. Overview Market Participant General User Guide The objective of the Southwest Power Pool Portal Market Participant User s Guide is to provide Market Participant Portal users with details of the components within the Commercial Operating System (COS) Portal. This document provides detailed execution steps needed for each component. If there are questions that are not covered in this guide, concerning the SPP Portal, please contact the SPP Customer Relations Department at (501) 614-3200 or questions@spp.org. 1.1 User Roles Functionality of the Portal User is based on the roles assigned to the user. Market Participants can have any combination of three levels: Market Participant (MP), Asset Owner (AO), or Market Operations (MOS). 1.1.1 Market Participant Level Roles View Contacts - Lists all contacts for their Market Participant. View User Messages Allows the user to view/acknowledge messages generated from Service Request activity and Settlements for their Market Participant. View and Maintain Service Requests - Allows the user to create and view Service Requests for their Market Participant. View Entity Relationship Model - Allows users to view/download the entity relationship model for the Market Participant. View Settlement Statements Allows users to view/download settlement statements, summaries, payout and invoices for their Market Participant. 1.1.2. Asset Owner Level Roles View Entity Relationship Model - Allows users to view/download the entity relationship model for the Asset Owner. View Meter Data Allows the user to view meter data for any of their Asset Owners. 1.1.3. Market Operations Level Roles View Maintain Capacity Plans - users to view and update AS Capacity Plans. View Maintain Energy Imbalance Bids - Allow users to view and update EIS Offer Price Curves. View Maintain Market Clearing Price for Capacity - Allow users to view Energy Clearing Prices by Date, Hour Ending and Settlement Location. View Maintain MP Forecasts - Allow users to view and update MP Load Forecast. View Maintain XML Listener - Allows users to view and update their XML Listener URLs. Deliverability Analysis - Allows users to view Deliverability Analysis (SFTDA) Information by Date, Event ID, Hour Ending and Constraint. 2. Logging into the portal All users must have a valid digital certificate installed on their machine in order to access the Portal. Individual users will be given access to the Portal by their Local Security Administrator (LSA). 2.1 Login Once the required steps have been completed to be registered as a Portal User, the portal can be accessed by following these instructions: 1. Using Internet Explorer, browse to the SPP Portal Login page <https://portal.spp.org/spp>. 2. From the Client Authentication dialog, select the digital certificate designated for Portal use (Figure 2.1.1.), and then click OK. 3. If the Security Policy page (Figure 2.1.2) appears, click Accept. 4. The Portal Welcome page will be displayed. Figure2.1.1 Client Authentication 12/13/10 2010 Southwest Power Pool. 2.2 Portal Welcome Page After a user has successfully logged on, he or she will arrive at the Portal Welcome page (Figure 2.2.1). The user name, company name, and date are located in the upper right-hand corner of the page. The main body of the page contains a welcome message, Customer Relations contact information, and any current announcements. A menu bar displayed across the top of the Portal page enables user to access all of the views and functions within the Portal to which he or she is assigned. Figure 2.2.1 Portal Welcome Page 3. Customer Relations 3.1 Contacts List Contacts A user with the View Contacts role has access to the List of Contacts page. The List of Contacts page presents all of the contacts associated with the user s company who are currently in SPP s systems. If additional contacts need to be added, users should contact their SPP Customer Relations Representative. 3.1.1 Accessing the List of Contacts Page 1. Make sure you are on the Customer Relations tab. 2. From the Contacts menu, choose View Contacts (Figure 3.1.1.1). Click on the e-mail address that corresponds to the user s name to whom you want to send an e-mail message. 2. Your default e-mail client will open. Type your message and send an e-mail as you normally would do. 3.2 Service Requests A Service Request is a way to electronically submit problems and questions to Southwest Power Pool. This information is automatically entered into the SPP customer database, and the appropriate SPP staff is automatically contacted and made aware of the request. With the View and Maintain Service Request role, a user has the right to notify SPP of problems and check on the status of the problem. 3.2.1 Creating a Service Request 1. Select the Customer Relations tab from the top menu bar, and then move your mouse over the Service Requests option to display the drop-down menu. 2. 3. The Create Service Request page (Figure 3.2.1.2) will open and the following fields will be pre-populated: First Name: User s first name (Read Only) Last Name: User s last name (Read Only) Email: User s e-mail address (Required) Job Title: User s job category (Read Only) Work Phone Number: User s main contact number (Required) Figure 3.2.1.2 Create Service Request Page 4. Select the appropriate Request Category. 5. Select the Request Type from the drop-down list. a. For Settlement Dispute, select Statement Type, and then Charge Type. 6. Click Next. 7. The second portion of the Create Service Request page (Figure 3.2.1.3) will be displayed, and the following fields will be pre-populated: Request Category: The category of the request (Required) Request Type: The type of request (Required) 12/13/10 2010 Southwest Power Pool. Short Description: A title for the request (Required) Long Description: A description of the request (Required) Browse To Attach up to 5 Documents: Enables users to attach supporting documentation. To attach a document, click Browse. From the file dialog box, navigate to the file to upload. Click Open. 9. Click Next. 10. The Create Service Request Confirmation page will be displayed. (Figure 3.2.1.4) 11. Review the information to make sure it is accurate, and then click Submit. If the information is inaccurate, click Back to edit the information before submitting. 12. After submitting the request, the Your Service Request Information Has Been Submitted request submittal confirmation page (Figure 3.2.1.5) will be displayed. 3.2.2 Finding a Service Request Market Participant General User Guide 1. Make sure you are on the Customer Relations tab. 2. From the Service Request menu, choose Find. The Find Service Request page will be displayed (Figure 3.2.2.1). 1. Type the Request ID or other search criteria for the wanted request. 2. If Settlement Dispute is selected as the Request Category: Request Type will be disabled. Charge Type will be enabled. Statement Type will be enabled. Statement Id will be enabled. Invoice Id option will be enabled. Operational Date will be enabled. If any other than Settlement Dispute is selected: Request Type will be enabled. Charge Type will be disabled. Statement Type will be disabled. Statement Id will be disabled. Invoice Id will be enabled. Operational Date will be disabled. 3. If the (Only return the disputes I created option) is selected, only disputes created by the current user will be returned. 4. Click Find. 5. If matches are found, the Service Request Detail page will be displayed. 6. If no matches are found, (There were no Service Requests Found for Your Input Search Criteria) will be displayed. 7. If multiple matches are found, the View Service Request page will open with a list of Service Requests (Figure 3.2.2.2). To view a Service Request, click Request ID that you want to view. 3.2.3 Viewing Details of a Service Request Market Participant General User Guide The Service Request Detail page can be accessed from the Find Service Request page. Based on the user s search criteria, either one Service Request will be returned on the Service Request Detail page, or multiple results will be returned on the View Service Request Detail page. 1. From the View Service Request Detail page, select Request ID. 2. The Service Request Detail page (Figure 3.2.3.1) will be displayed, and the following fields will be pre-populated: Request ID: The ID of the Service Request. Request Category: The category of the Service Request. Request Type: The type of Service Request. Request Status: The status of the Service Request. Date Created: The date the Service Request was created. Contact Name: The contact name of the user who initiated the Service Request. Contact Phone Number: The phone number of the user who initiated the Service Request. Contact E-mail Address: The e-mail address of the user who initiated the Service Request. Short Description: Name/Title of the Service Request. Long Description: Description of the Service Request. Resolution: If the request has been resolved, a Customer Relations Representative (CRR) will add the resolution. 3. Figure 3.2.3.1 Service Request Detail Page 3.2.3.1 Viewing Activities for a Service Request From the Service Request Detail page, the user has the option to see all of the activities that have occurred for a Service Request. 1. Click View Activities. 2. The Service Request Activities page will be displayed, listing existing activities (Figure 3.2.3.1.1). 3.2.3.2 Adding Activities to a Service Request Market Participant General User Guide From the Service Request Detail page, if additional information should be supplied, activities can be added. 1. Click Add Activity. 2. The Add Service Request Activity page will be displayed (Figure 3.2.3.2.1). 3. The following fields will be pre-populated: Request ID: The ID of the Service Request Request Category: The category of the Service Request Request Status: The status of the Service Request 4. To complete the Add Service Request Activity process, the Comments area must be completed, Attachments are optional. 5. Click Submit. 7. Figure 3.2.3.2.2. Service Request Activity Confirmation Page 3.2.3.3 Withdrawing a Service Request From the Service Request Detail page, a Service Request can be withdrawn. 1. Click Withdraw. 2. The Withdraw Service Request page will be displayed (Figure 3.2.3.3.1). 3. The following fields will be pre-populated: Request ID: The ID of the Service Request. Request Category: The category of the Service Request. Request Type: The type of Service Request. Request Status: The status of the Service Request. Date Created: The date the Service Request was created. Contact Name: The contact name of the user who initiated the Service Request. Contact Phone Number: The phone number of the user who initiated the Service Request. Contact E-mail Address: The e-mail address of the user who initiated the Service Request. Short Description: Name/Title of the Service Request. Long Description: Description of the Service Request. 4. To complete the withdrawal process, the comments field must be completed. 5. Figure 3.2.3.3.1 Withdraw Service Request Page 3.3 Messages Messages sent from SPP s system to the Portal users are used to communicate information related to Service Requests or general Customer Relations announcements. With the View User Message role, users have the right to view and acknowledge these messages. 3.3.1 Finding Messages 1. Make sure you are on the Customer Relations tab. 2. 3. The Find Message page (Figure 3.3.12) will open and the following fields will be available to search: Message ID: The message identification number Message Type: The type of message Message Status: The status of the message From Message Date: Starting date of message creation date range To Message Date: Ending date of message creation date range Message Text: Verbiage included in the message; can be a portion of or the entire message. 4. Enter the search information. 5. Click Find. 6. If no messages that meet the search criteria are found, There were no messages found for your input search criteria, will be displayed, otherwise a list of messages will be returned. Figure 3.3.1.2 Find Messages Page 3.3.2 Viewing Unread Messages 1. Make sure you are on the Customer Relations tab. 2. From the Messages menu, choose Unread. (Figure 3.3.1.3) 3. If there are no unread messages, There are no Unread Messages at this time, will be displayed. (Figure 3.3.2.1), otherwise a list of messages (Figure 3.3.2.2) will be returned. To acknowledge multiple messages as read Click Check All. Click Acknowledge. 6. To remove all selected checks from check boxes. Click Check None. 7. Once a message is acknowledged it will be removed from the Unread Message List. 3.4 Entity Relationship Model A Market Participant can only access its own Entity Relationship Model information. This model, in the form of an XML document, includes information about the Market Participant and his/her corresponding asset/settlement area relationships. 3.4.1 Viewing the Entity Relationship Model 1. Figure 3.4.1.2 View Entity Relationship Page 4. To open the Entity Relationship Model Click on the file name. Click Open. 5. To save the Entity Relationship Model Click on the file name. A Save As pop-up window will be displayed. Browse to your storage location. Click Save. 6. Open the Entity Relationship Model in an XML editor package (such as XMLSpy) the file uses a style sheet to present a more user friendly view (figure 3.4.1.3) 12/13/10 2010 Southwest Power Pool. Market Settlements The Market Settlements option allows users to view and download Reports including Calibration, Cos Entity validation, and Loss Matrix. Also available within the market settlements function is Settlement Information, and Calendars. 4.1 Reports 4.1.1 Loss Matrix Data The Loss Matrix XML lists the loss matrix percentages for each Transmission Owner for transactions throughout the SPP Transmission system. Market Participants and Transmission Owners may use the Loss Matrix XML to validate transmission charges and credits for Self- Provided Losses. All users can view the Loss Matrix no specific role is needed. 1. Make sure you are on the Market Settlements tab. 2. From the Reports menu, choose View (Figure 4.1.1.1). To save a Loss Matrix file: Click the file name. From the Save As dialog, scroll to the directory in which to store the file. Enter a file name. Click Save. 4.1.2 COS Entity Validation Data The COS Entity Validation (SL to TSIN mapping) XML lists the relationship between Settlement Location, PNode, NERC Source/Sink Name, Start Date, End Date, PSE and Control Area. Maintenance and communication about changes to this list is the responsibility of SPP. 1. Make sure you are on the Market Settlements tab. 2. From the Reports menu, choose View (Figure 4.1.2.1). To open a Cos Entity Validation file: Click the file name. Click Open. 7. To save a Cos Entity Validation file: Click the file name From the Save As dialog, scroll to the directory in which to store the file. Enter a file name. Click Save. 4.1.3 Calibration Calibration determinants listed in the Calibration Determinant XML gives Asset Owners the ability to validate the Calibration calculation performed in Market Settlements. The files extracted from the Portal are compressed (zip) files of all Settlement Area Determinant XML for a single day. All users can view calibration data no specific role is needed. 1. Click Save. 4.2 Metering Data The Metering Data section enables users to view Metering Data. 4.2.1Viewing Meter Data 1. Make sure you are on the Market Settlements tab. 2. From the Metering Data menu, choose View (Figure 4.2.1.1).
