UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION The National Quality Infrastructure Project for Nigeria (NQIP) Project ID 130220 Terms of Reference for the Lead Auditor/ Training of Trainers (ToT) Courses for ISO 14001:2015 and ISO 22001:2005 1.0 Project Relevant Background The National Quality Infrastructure Project for Nigeria (NQIP) supports the enhancement of the national quality infrastructure. Its purpose is to improve quality, safety, integrity and marketability of Nigerian goods and services and remove technical barriers to trade by having an adequate, effective and sustainable National Quality Infrastructure (NQI) in place, consistent with international and regional principles and practices. The project will achieve its objectives through the following: Promulgation of a National Quality Policy and ensuing legislation for the NQI; Establishment of a National Accreditation Body; Development of a National Metrology Institute; Improvement of Organized Private Sector (OPS) patronage of the NQI and their capacities to create and support conformity assessment bodies (CAB) and; Enhancement of the consumer protection role on quality issues and increased capacities of consumer associations to improve the quality offer/culture of Nigerian enterprises. One of the main components (C4) of the project focuses on the improvement of the capacity of the Organized Private Sector (OPS) in Nigeria to create and support Conformity Assessment Bodies (CABs). This is to be achieved through capacity development among associations of the private sector which are of importance for the business climate of a credible and internationally recognized NQI as well as through constant involvement of the private sector in the certification business. The other main component is C5, which is focusing on the enhancement of the consumer protection role and strengthening of the capacities of consumer associations to increase the quality offer and culture of Nigerian enterprises. In this respect, capacity building of the staff working in the training centres and the development of trainers are required for different standards, such as ISO 9001, ISO 14001 and ISO 22001. In line with this, the NQIP already held 5-day Lead Auditor/ToT courses for ISO 9001:2015, in which participants from OPS participated. There is a need to conduct Lead Auditor/ToT courses for ISO 14001:2015 and ISO 22001:2005 as well. Page 1 of 7
2.0 Scope of Contractual Services 2.1 Description of the Assignment The contractor selected through an international bidding process will prepare and carry out three five-day ISO 14001:2015 Lead Auditor/ToT courses (once in Abuja, twice in Lagos) as well as three five-day ISO 22001:2005 Lead Auditor/ToT courses (once in Abuja, twice in Lagos) for the OPS and Training Centres. The comprehensive programme will consist of six different training programme sessions (5-days three sessions for ISO 14001 & 5-days three sessions for ISO 22001), each with about 40 trainees, on the same subject. In total, 120 participants for ISO 14001:2015 and 120 participants for ISO 22001:2005 would be trained. The objectives of the training for OPS (under C-4) and Training Centres (under C-5) are: To enhance the capacity of the OPS to adopt ISO 14001:2015 and ISO 22001:2005 standards and improve the quality of their products. Note the qualified participants would serve as lead auditors for management system certification bodies under development. To produce ISO 14001 & ISO 22001 trainers and lead auditors for the training centres under development. The 5-days Lead Auditor/ToT course for ISO 14001:2015 should be based on ISO 14001:2015 and ISO 19011:2011 standards and should provide participants with the knowledge, skills and understanding of: Fundamental Concepts of Environment, Environmental Aspects and Impacts etc. Understanding requirements of Quality Management System Standard ISO 14001: 2015 and their application to effectively and efficiently manage the processes of the organization. Practical training to establish, document, implement, maintain and continually improve Environmental Management System as per the standard. In-depth knowledge and practice to plan, conduct, report and close of internal Environmental Management System audit and continual improvement of the effectiveness of the Internal Audit Process. Learning and practicing effective management of Corrective Actions and Continual Improvement practices. The train the trainer techniques. The 5-days Lead Auditor/ToT course for ISO 22001:2005 should be based on ISO 22001:2005 and ISO 19011:2011 standards and should provide participants with the knowledge, skills and understanding of: Understand and successfully interpret the ISO 22001:2005 requirements. Understanding of Food HACCP (Hazard Analysis and critical control point) concept and techniques. Techniques to Audit to the ISO 22001 Food Safety Management System Standard. In-depth knowledge and practice to plan, conduct, report and close of internal Food Safety Management System audit and continual improvement of the effectiveness of the Internal Audit Process. Learning and practicing effective management of Corrective Actions and Continual Improvement practices. The train the trainer techniques. Page 2 of 7
The contractor shall facilitate learning through elements such as quizzes and practical exercises to exemplify the interactive process with an organization being assessed. Also provided by the contractor will be an invigilated end-of-course examination and a list of successful participants will be submitted to UNIDO for certificate provision. 2.2 Deliverables The deliverables will be for the 3 Stages (A, B and C) as per the below: Stage / Deliverable STAGE A Preparation of the Training Duration Deliverable no. 1: STAGE B Training proposal including daily schedule and content and end-of-course examination for endorsement by UNIDO. Implementation of the Training 4 days Deliverable no. 2: The ISO 14001:2015 Lead Auditor/ToT course carried out in 3 different training programmes, each five days long and each with about 40 trainees (1 in Abuja and 2 in Lagos). Training reports and list of participants for each programme provided to UNIDO. The ISO 22001:2005 Lead Auditor/ToT course carried out in 3 different training programmes, each five days long and each with about 40 trainees (1 in Abuja and 2 in Lagos). Training reports and list of participants for each programme provided to UNIDO. 15 days 15 days Deliverable no. 3: Evaluation questionnaire filled out by all participants and provided to UNIDO. 1 days Deliverable no. 4: Correction of exams which are returned to UNIDO. 2 days STAGE C Deliverable no. 5: Deliverable no. 6: Post-Training List of successful participants is recommended to UNIDO along with the top # performers to be targeted as Lead Auditors and Trainers, and the rationale for such recommendation. Final Report is endorsed by UNIDO. It provides conclusions and recommendations as well as gender data. 1 day 1 day Each contract deliverable, as elaborated, will be the subject of the submission of a separate report and will be reviewed and approved by UNIDO. All reports should be written in English and sent to UNIDO procurement officer and UNIDO project manager in electronic format. 2.3 Organization, Coordination and Logistics Delivery of Stage B is in Nigeria (Abuja and Lagos), Stages A and C are home-based. 2.4 Qualifications a) The service provider should be accredited on ISO17024 from an accreditation body that is a full member of IAF or IRCA. b) Trainers should: (i) Be a certified ISO 14001:2015 and ISO 22001 Lead Auditor; AND (ii) Have at least five (5) years of experience in training provision on Management Systems and five (5) years of practical application for ISO 14001 & ISO 22001. Experience with implementation of UN and World Bank financed projects would be an asset. 2.5 General Time Schedule Activities and Deliverables Provisional Time frame Stage A September/October 2017 Stage B (if satisfactory services undertook in Stage A) Three 5-days sessions for ISO 14001:2015 (1 in Abuja & 2 in Lagos) (October, 2017) Three 5-days sessions for ISO 22001:2005 ( 1 in Abuja & 2 in Lagos) (November, 2017) October 2017 November/December 2017 Stage C (if satisfactory services undertook in Stages A and B) December 2017 3.0 Language Requirements The working language for the contractor is English. All technical documentation and reporting on the project should be in English. The core technical personnel shall be fluent in speaking and writing in English. 4.0 Reports Each contract deliverable, as elaborated in section 2.2, will be the subject of the submission of a separate report and will be reviewed and approved by UNIDO. A final report providing conclusions and recommendations for the three phases (A, B and C) has to be submitted to UNIDO latest 2 weeks after conclusion of the training for validation by UNIDO. 5.0 Contracting conditions The price quoted (in EUR) and shall cover all costs involved to perform the requirements specified in these Terms of Reference with the highest standard of quality and accuracy, including: Experts work/time and fees Training materials (including printing costs) (if any) International and local travels for trainers (if any) DSA & terminals for the trainers/experts (if any Miscellaneous (insurances, security costs, etc.) (if any) Any costs related to venue, catering and local travel of the trainers will be covered by UNIDO. The contract will be on a fixed-price basis. However, each phase will be contingent on the success of the previous phase carried out. 6.0 Submission of proposal Bidders should submit a proposal in response to the TOR, which should include the following: Company s certificate of incorporation; Company experience should be at least 8-10 years in the field of ISO training and consultancy; Proof of accreditation for ISO17024 from an accreditation body that is a full member of IAF or IRCA; CVs of proposed trainers; ISO14001:2015 Lead Auditor and ISO 22001 Lead Auditor certificate of trainers (or equivalent); Tentative calendar of activities; Related projects in the last three (3) years (Name of project/clients, Project size/amount in EUR, USD or NGN, project Duration or contract duration (start to end); Detailed Financial proposal with breakdown of different budget lines; Three (3) referees with full recent contact details.
