The National Center of Geographic Information The National Center of Geographic Information (CNIG) o CNIG is an autonomous body under the National Geographic Institute (IGN) o The main mission of the CNIG is to develop, distribute, market and publish the datasets and productos of the IGN CNIG develops services and metadata according to Inspire CNIG publish the Spanish SDI geoportal. www.idee.es 3

Legal framework Law 14/2010 on the geographic information services and infrastructure in Spain o Transposition of Directive 2007/2/CE (INSPIRE) o Establishing the National Geographic High Council as National Contact Point and the coordination of the Spanish SDI o Establishing the National Reference Geographic Equipment: Control points, CRS, GN, AU and Local entities list o Use and limitations: Geographic services are public and free Mandatory provide e-commerce services 4

National Open Data in Spain Spanish legal framework on Open Data: o Law 37/2007 on the Reuse of Information in the Public Sector Transposition of Directive 2003/98/CE (PSI) o Royal Decree 1495/2011 of Technical Interoperability Standard for the Reuse of Information Resources The Spanish Open Data portal is: datos.gob.es http://datos.gob.es This framework intends to set up a complete set of Interoperability Technical Rules in order to make possible the selection, identification, description, encoding, use and availability of information resources produced or stored in the public sector. 8

Datos.gob.es Initiative promoted by the Spanish Government: Ministry of Finance and Public Administrations and the Ministry of Industry, Energy and Tourism, in collaboration with the public company red.es It is the national portal that organizes and manages the Public Information Catalogue of national, regional and local administration The portal also provides an applications catalogue developed by Informed users, educational material and news updates on reusing public sector information. http://datos.gob.es 9

Process 1) Extraction of metadata of IGN Catalogue according DCAT profile in RDF: Geonetwork 2.10.2 has crosswalks from ISO 19115 to RDF 2) Analyze if RDF metadata comply the Spanish Technical Interoperability Standard (NTI) for the Reuse of Information Resources (RISP), which defines a DCAT profile for the Spanish public information catalogues. 3) Fix metadata so it is conformant to NTI-RISP 4) Finally, IGN upload compliant metadata to Data.gob.es portal 13

Process Due to NTI metadata items are less than INSPIRE items, it necessary: To include information about licensing with a link Some optional elements are not included because of lack of information in the original metadata o o For instance: actualperiodicity Keywords: We have detected themes which are not included in NTI and mapping of metadata has been necessary Creation of a mapping table aligning INSPIRE themes and NTI themes Identified themes not included in NTI 14

How are our records included in the national catalog Open Data? Federated metadata: The customize tool to aggregate records in datos.gob.es. Federation is made possible by accessing a DCAT feed at a known URL on the website of the organization (CNIG) The DCAT feed contains the required metadata as specified in the NTI in a DCAT. Feed Format: ATOM 1.0 RDF/XML 15

Conclusions Inspire is part of the data open movement. The metadata in Inspire Catalogue will be part of open data catalogues. Our case is a just example. During the process it has been necessary to modify metadata o The Metadata Catalogue does not support yet the export of metadata conformant to NTI s DCAT profile Next steps: o o o Update our metadata in Open Data catalogue Automate the process to provide the whole IGN metadata to datos.gob.es Analize the feasability of including the resources available in the SDI- Spain catalogue on Datos.gob.es 17
