Digital Radio Action Plan (July 2010) Ed Vaizey, minister for culture, communications and creative industries recently outlined the plan at the Consumer Electronics Conference in London. He pledged to work with car manufacturers to ensure that all new cars are fitted with digital radios as standard by the end of 2013. He also made reference to the 31 million vehicles that are currently driving on UK roads which will all be affected by the digital upgrade and reinforced the industry s message that there needs to be an affordable and easy conversion solution. SMMT chief executive, Paul Everitt said, Vehicle manufacturers are confident that it will be possible to meet the 2013 target for new vehicles, but further action will be required to prepare the heritage park for the ambitious 2015 timeframe. Key tasks include the development of more retro-fit options that meet agreed technical standards. It will also be important to assure customers that those installing this equipment are appropriately trained. 8

Proposal for transition period To support existing in field and recent Nav systems by sending TMC encoded data over DAB to in car adapters. Adapters rebroadcast the TMC data as a standard TMC service using low power on board FM-RDS transmitter. New DAB-TMC receivers fitted in car can interface with existing NAV systems. - Reduced development in NAV system? 13
TMC over DAB - Problems to overcome National broadcast DAB sends all data to all receivers TMC receivers message limit is 300. Non relevant data displayed System performance Delivery speed Adapters need to buffer data Message Management without decoding content. Existing ETSI specification OK for new DAB-TMC decoders but not good for DAB-FM adapters. 14
TMC over DAB - Potential Workaround Create New TMC over DAB Spec. - TISA Use Case Raised Add Geoscoping data to each message - Include Ensemble Transmitter Information TII (MAIN_ID) in each message, with service linking info this will allow adapter to filter messages for their regional area ensuring relevant messages only are passed. Include message management - MessageID and Version Helps adapter update it s localised service without needing to know TMC Spec. 15
Summary Digital Switch will happen in UK, 2013 2015 Not a definite timescale- uncertainty Not just UK Norway switch off FM broacast by 2017 Others likely to follow Choice of Connected or Broadcast If broadcast: TPEG or DAB-TMC? 16
OEMS / Device makers need to plan What delivery method? What content wanted? How to support in-field vehicles in warranty after Digital Switch over. How to modify recently new platforms to take data from DAB or connected.? Full support of TPEG delivered content? Or DAB-TMC 17
