Attachment 4F Grand & 13 th Alternative Site Analysis The location of a wireless telecommunications facility to fulfill the above referenced service objective is dependent upon many different factors, such as topography, zoning regulations, existing structures, colocation opportunities, available utilities, access and a willing landlord. Wireless communication is a lineof-sight technology that requires facilities to be in relative close proximity to the wireless handsets in order to be served. Each proposed site is unique and must be investigated and evaluated on its own terms. Verizon strives to minimize visual and noise impacts for each facility and seeks to incorporate ways to preserve the local community character to the greatest extent feasible at all stages of site selection for a wireless telecommunication facility. The site selection process for this proposed facility began in August of 2013 with the issuance Site Acquisition Request Form and a Search Ring Map (attached). When identifying feasible wireless facility locations, VZW first looks for collocation opportunities on existing towers, which could potentially allow for the satisfaction of the necessary coverage objectives. In this instance, no feasible tower collocation opportunities exist within the required Search Ring. Once collocation opportunities on existing towers were exhausted, Verizon next looked for opportunities for roof-mounts, flush-mounts, façade-mounts, etc. Verizon was not able to reach agreement with any of owners of the property containing a potential building-mounted collocation opportunity inside the necessary Search Ring. Due to the lack of feasible collocation opportunities in this area. Verizon began a site search for feasible new build facility locations. After analyzing the City of Grover Beach Development Code (Code Section 4.40 in particular), Verizon identified all parcels within the Search Ring area which could serve as potential candidates for a new wireless facility location. A form letter was sent out to each of the (15) potential candidates identified within this Search Ring. The image below shows each of the properties originally identified as potential candidates. This includes one property owned by the City of Grover Beach (164 13 th Street, APN - 060-242-044).
An example of that letter is attached for reference. Of the (15) property owners notified, (7) property owners showed an interest in having their property considered as a potential candidate for a new facility. Of those (7) responses (3) candidates were determined to be feasible, meaning the met complex criteria necessary for housing a new facility. For example, below are just a few of the criteria necessary to deem a candidate as feasible: A willing landlord Reasonable lease terms Feasible construction Road access Available telephone and electrical utilities Satisfaction of coverage objectives Compliance with local zoning requirements The image below shows the (3) candidates determined to feasible: The final decision to select the subject property was made by Verizon s Radio Frequency Engineer as this location was determined to best satisfy the complex coverage and capacity needs of this overall service objective.
