System Overview System Requirements The Collective Agreement Retrieval System (CARS) requires Internet Explorer 4.0 (or higher), Adobe Reader 4.0 (or higher), and an 800x600 resolution monitor. Logging In Screen Explanation: Before you can access the search capabilities of CARS, you must have requested a subscription and paid the required fees. When your subscription is processed you will be given a user name and password. The CARS login screen will prompt you for that user name and password. You will not gain access to the search capabilities if::. you enter and incorrect user name and password. your subscription has expired. you or someone else is already signed on with your user name and password. 4

Navigation: Step Action 1 Click on USER NAME field 2 Type your user name 3 Click on PASSWORD field 4 Type your password 5 Click on either English or French (depending on your language preference) 6 Click on ENTER Results:. If you have entered a valid user name and password, the CARS search screen will display.. If you have entered an invalid user name, password, or an expired user name, you will get an error message indicating that you can not log in. Contact us in regards to getting the subscription renewed, or your password reset. 5

Search Capabilities Screen Search Criteria Frame Directory Frame English, Français, Log Out Document tabs Directory, Results, Explanation: The search screen is comprised of multiple frames; search criteria, directory, results, and document. The search criteria frame remains fixed on the screen while the directory, results, and document frames overlay each other and are accessed via tabs. 6

Navigation: If you want to Work in the English language ENGLISH click on Work in the French language FRENCH Exit the system LOGOUT Browse the hierarchical list of agreements available in CARS The DIRECTORY tab View the search results (valid only after having completed a valid search) The RESULTS tab View the text of an agreement returned via a successful search The DOCUMENT tab 7

Perform a search Choose desired search criteria, then click on SEARCH Clear previous search criteria so a new search can be performed RESET 8

Search Criteria Frame Screen Explanation: The search criteria frame allows you to retrieve agreements based on specific search criteria. You can search on combinations of free form text, effective and expiry dates, current, previous and archived agreements, specific types of key terms, and agreements covering a specific geographic area, industry, union, or employer. The search criteria frame allows you to search on multiple values for each of the following items as well as combinations of one or more items:. Agreement number,. North American Industry Classification System,. county/location (Labour Market Area). union,. employer,. key terms, 9

If you are unsure of what to enter in any of these fields, a? button to the right of the data entry field will provide you with a list of available codes. You can select one or more codes from the list. Use the CTRL key and a mouse click to select a code. The search criteria frame allows you to specify as effective and/or an expiry date for the agreements you want to retrieve. If this search criteria is used, the full year (YYYY) is required, the month and day are optional. The search criteria frame allows you to specify a specific word or a string of text to search on. Boolean operators can be used here. The search criteria frame allows you to limit or expand your search to include the current (active) agreements, the previous (one version behind the active agreements), and the archived agreements. The default is the current agreements. Navigation: If you want to search for A specific agreement Click on the field. do the following. Result: a list with the agreement number, employer and union is displayed. Use the scroll bar to scroll through the list. Select the desired agreement. NOTE: The agreement number has a coding scheme: (e.g. B0360199) Chars 1 4 indicate the employer (e.g. employer B036 is City of Bathurst) Chars 5 6 indicate the sequential number of the agreement with the employer (e.g. this is the first of several agreements this employer has) Chars 7 8 indicate the year the agreement will expire. (e.g. this agreement will expire in the year 1999) 10

A North American Industry Classification System (NAICS) Click on the field. Result: a list with the NAICS code and the corresponding description is displayed. Use the scroll bar to scroll through the list. Select the desired NAICS. NOTE: The NAICS is a hierarchy of more detail codes within the more general codes. A labour market area (LMA) Click on the field. Result: a list with the LMA code and the corresponding description is displayed. Use the scroll bar to scroll through the list. Select the desired Labour Market Area. NOTE: The LMA are a hierarchy of city/town/village codes within the county codes. A union Click on the field. Result: a list with the union code and the corresponding description is displayed. Use the scroll bar to scroll through the list. Select the desired union. An employer Click on the field. Result: a list with the Employer code and the corresponding name is displayed. Use the scroll bar to scroll through the list. Select the desired employer. 11

A key term Click on the field. Result: a list with the key terms and the corresponding description is displayed. Use the scroll bar to scroll through the list. Select the desired key term. An effective date Click on the down arrow to the left of the Effective Date field. Click on the desired operator (=, <, <=, >, =>). Click on the year portion of the date field and enter the 4-digit year. The month and day are each optional. If you want to specify a month and day, click on each of these fields and enter the values. An expiry date Click on the drop down arrow to the left of the Expiry Date field. Click on the desired operator (=, <, <=, >, =>). Click on the year portion of the date field and enter the 4-digit year. The month and day are each optional. If you want to specify a month and day, click on each of these fields and enter the values. 12

A specific word or string of words Current, previous, archived agreements Click on the Text search of documents field. Type the text you want to search on according to the following rules: 1) Enclose the word or string of words you are searching for within quotes. (e.g. search ) (e.g. text to search for ) 2) Use the operators AND, OR if you are searching for a combination of text strings. (e.g. search OR text to search for ) You can specify any combination of current, previous, or archived agreements. Click the check box on or off depending on your search requirements. NOTE: The default is current agreements. When the search criteria has been selected Click on SEARCH to perform the search. OR Click on RESET to erase the search criteria. 13

Directory Frame Screen Explanation: The directory frame allows you to view all agreements on the system without having to search for them first. The directory frame displays the agreements in a hierarchical format. The highest level is the Current, Previous, and Archive agreements. Clicking on one of these levels will either show the next hierarchical level or a list of the agreements that fit within that hierarchy. You can view the contents of any agreement displayed in the directory frame by double clicking on the file name. The agreement will open as a pdf file in the document frame. The document frame will overlay the directory frame. The directory frame can be accessed again by clicking on the DIRECTORY tab. You can scroll through the contents of any directory by using the scroll bar. 14

Navigation: If you want to View the archived agreements View the previous agreements View the list of current agreements do the following Click on Archive-archive Result: the list of archived agreements will display. Click on Previous-previous Result: the list of previous agreements will display. Click on Current courant Result: the list of current agreements will display. View the current agreement for the City of Fredericton (or some other employer) Return to a previous level of hierarchy Click on Current courant Result: The list of current agreements will display. Click on the file name for the City of Fredericton Result: the contents of the agreement will display in the document frame. At the top of the screen is a path of the levels of hierarchy you have taken. The highest level is TOP which will take you back to the Archive, Previous, and Current level of hierarchy. Click on the level of hierarchy you want to go back to. Print the contents of the directory Right mouse click anywhere on the directory frame (except for clicking on an agreement) Results: a list box will display with one option being print Click on print Results: A print dialog box will display Click on OK Results: the contents of the directory frame will print. 15

Search Result Frame Screen Explanation: The search result frame displays information about every agreement that matches your search criteria. The information displayed includes:. A title line made up of the agreement number, the employer name and the union name.. A file name (this is the same file name which is displayed in the directory frame). The file name is comprised of the employer name, the union name, and the agreement number. Please note that the union name may be repeated several times for the same employer. This is due to the same union representing different types of workers each having their own agreement. The message bar to the right of the directory, result, document tabs will display the number of agreements found out of the possible number of agreements available. 16

You can view the contents of any agreement displayed in the result frame by double clicking on the file name. The agreement will open as a pdf file in the document frame. The document frame will overlay the result frame. The result frame can be accessed again by clicking on the RESULT tab. You can scroll through the contents of the result frame by using the scroll bar. Navigation: If you want to.. View an agreement Print the contents of the directory do the following Double click on the agreement. Results: Result: the contents of the agreement will display in the document frame. Right mouse click anywhere on the result frame (except for clicking on an agreement) Results: a list box will display with one option being print Click on print Results: A print dialog box will display Click on OK Results: the contents of the result frame will print. 17

Document Frame Screen Explanation: The original hard copy agreements have been imaged and saved as portable document format (PDF) files. These files are read using the Adobe Reader. If you have not already downloaded the free Adobe Reader version 4.0 or higher from the Internet, you must do so prior to accessing the document frame. The document frame opens the agreement pdf file, which launches the Adobe Reader. While you are in the document frame you are actually using the Reader software and the capabilities provided by it. The Reader toolbar is displayed on the screen and is used to navigate the agreement. The tool bar options relevant to this application include:. print,. hand tool,. zoom in tool,. go to first page of document, 18

. go back one page,. go forward one page,. go to last page of document,. find,. find again. The search that you did in the search criteria frame retrieved all agreements meeting the search criteria. Now if you want to find the specific location where the search criteria were met within the agreement, you must use the find and find again tool bar options. You can view the contents of more than one agreement by going back to the results tab and clicking on another agreement. Navigation: If you want to.. Go to the specific location within the agreement that the search criteria were found. do the following Click on the find tool in the tool bar. Results: the find dialog box will display Type the desired search criteria and click FIND. Results: the Reader will find the search criteria within the agreement and will highlight (in blue) the first occurrence of the search criteria in the document. Click on the find again tool in the tool bar to find the next occurrence of the search criteria. NOTE: This search follows the same rules as the Free Text Search in the search criteria frame. 19

Print all or part of the contents of an agreement. Click on the print tool in the tool bar. Results: A print dialog box will display Choose whether you are printing all pages or specific pages and indicate the page numbers (if printing specific pages). Click on OK Results: the pages specified in the print command will print. Adjust the size of the text of the agreement to make it easier for you to read Click on the zoom in tool on the tool bar. Results: the mouse will change to a magnifying glass. Each click of the magnifying glass will increase the size of the text. Click on the hand tool in the tool bar so that you can continue navigating the agreement without continuing to increase the size of the text. Go to the first or last page of the agreement Click on the first page or last page tools on the tool bar. Results: the first page or the last page of the agreement will display. Go to the next or previous page of the agreement Click on the next page or previous page tools on the tool bar. Result: the next page or the previous page of the agreement will display. If there is no next or previous page, the corresponding tool in the tool bar will be gray and you will not be able to click on it. 20

View a new agreement Click on the results tab Results: the result frame will display. Click on the next agreement you want to view. Results: the new agreement will open using the Adobe Reader. 21
