This Quick Reference Guide is designed to assist you to understand Kentucky Online Gateway (KOG) information and how to log into your kynect account. Table of Contents 1. 1. Kentucky Online Gateway (KOG) Overview Kentucky Online Gateway (KOG) is a system for authentication services for users requesting access to kynect. Agents, kynectors, employers, and individuals must set up their personal account in KOG to access kynect. This Quick Reference Guide provides instructions on setting up a KOG account as an Agent, kynector, and individual. For instructions for an employer, please refer to the Starting an Application as an Employer Job Aid. Agents and kynectors are also required to download the Symantec VIP Access Software. When an Agent or kynector creates an account, he or she will be directed to a page with instructions for installing and using the program (described later in this document). Credentials provided through Symantec are required when an Agent or kynector creates an account in kynect, and when they log in. Page 3 of 32

2. Creating an Account as an Agent 1) Go to the URL: https://kynect.ky.gov. 2) Click on the Insurance Agents tab on the home page. Click Insurance Agents 3) Click Let s Get Started. Click Lets Get Started Page 4 of 32

After login is successful, you will be redirected to the Create Account page. 5) Provide your first name, last name, username, password, email and personal answers to security questions. 6) Click Submit. You will need to remember the answers to the questions you select in this step Click Submit Page 6 of 32

An account verification email is sent to the email account provided during account setup. 7) Log onto your email and click on the link provided. Click on the link in your KOG email You will be redirected to the Validate New Account page. 8) Enter the answers to the security questions provided during the account setup. 9) Click Verify Account. 10) Click Step 2. Kentucky Online Gateway (KOG) Reference Guide Click Step 2 The link will prompt you to login to verify credentials. 11) Enter your Username and Password. 12) Click Log In. Click Log In Page 8 of 32

Once credentials are verified, the user verification screen will appear. 13) Enter your personal information (Name, Gender, Birthday, SSN, Email, and Address). 14) Check the box at the bottom of the screen to indicate you agree to Experian s terms and conditions. Check to concede to Experian s identity proofing process Page 9 of 32

After successfully verifying user s identity, a series of personal questions based on your credit history will be asked. Please note questions are specific to the individual and will change based on the individual. 15) Select the correct answers to your personal questions. 16) Click Next. Click Next 17) Click Next. In this step you will need to enter the nickname, credential ID and Security code provided on your Symantec soft token. 18) To download the Symantec software on your computer, click on one of the links provided. 19) Enter your token nickname (for example, Joe s computer). 20) From your desktop, open Symantec VIP access and enter the credential ID. 21) Enter the security code. Please note that this code will automatically be regenerated every 30 seconds. 22) Click Continue. 23) Enter your Agent ID, Date of birth, and last 4 digits of SSN. Click Next 24) Review the provided agent information and click Submit Request. Click Submit Request Page 12 of 32

After the request has been submitted, the consent page is displayed. 25) Click Accept. Click Accept Page 13 of 32

3. Creating an Account as a kynector kynectors will receive an email notifying them that they should create a Kentucky Online Gateway account. 1) Click on the link in your email to begin creating an account. Click on the KOG link You will be redirected to the KOG login page. 2) Click Create an Account. Click Create An Account Page 14 of 32

After login is successful, KOG will direct you to the Create Account page. 3) Provide your first name, last name, username, password, email and personal answers to security questions. 4) Click Submit. 4. Assisting an Individual with Setting Up an Account The kynect application process has been developed so that individuals and kynectors can easily use the Self Service Portal (SSP). However, an individual may require additional assistance from an Agent/kynector when enrolling via SSP. If an individual has questions about setting up an account, please follow the instructions below to assist them. 1) Go to https://kyenroll.ky.gov/. 2) Click on the Individuals and Families tab. 3) Click Let s Get Started. 4) Click Create An Account 5) Complete all fields and answer the security questions. Complete all required fields. Click Submit to continue. 6) Instruct individuals to check their email for the verification link. Page 23 of 32

7) Instruct individuals to answer the security questions and click Verify Account. 8) Instruct individuals to click on the STEP 2 link to proceed. 9) Instruct individuals to enter their username and password to proceed. After creating an account, individuals will be redirected to the homepage. 10) Inform individuals to click Initiate Application to begin application process. 5. Identity Proofing Why is Identity Proofing Important? As an Agent or kynector, it is important that you verify an individual s identification throughout the application process. Identity proofing is a federal requirement and a necessary step included in facilitating enrollment. The information provided to kynect is sensitive Personally Identifiable Information, requiring a rigorous online verification process. Determining eligibility involves sensitive federal and state data, and kynect must verify individuals identities before granting them full access to the system. There are two methods of verifying an individual s identity: providing the correct answers to a series of personal questions or uploading various forms of identification throughout the application process. As an Agent or kynector assisting individuals with an application, it is important to instruct use the KOG-Confirm Identity Tools link to verify his or her identity. Using the KOG-Confirm Identity Tools Link After an individual has begun the online application process, there will be a link that redirects him or her to KOG. Individuals will be asked to answer a series of unique personal questions. These questions are generated using public records and consumer credit information. After you have begun an application (as depicted in step 10 on the previous page) you will be directed to the Primary Applicant-Basic information page. 1. Enter the individual s first name, last name, date of birth, gender, and application channel. 2. Click the KOG-Confirm Identity Tools link at the bottom of the page to verify the individual s identity. This is an important step in the application process that is not required, but highly recommended. Click KOG-Confirm Identity Tools to confirm Andrew s identity before clicking Next and beginning the application Page 26 of 32

This is the Kentucky Online Gateway (KOG) website. kynect uses information from KOG to verify an individual s identity before issuing health insurance. 3. Enter the individual s name, DOB, SSN, and home address. 4. Check the box to indicate that the individual agrees to the KOG terms and conditions and click Next. Examples of questions an individual might be asked are: please select the county you have previously resided in, or which of the following represents the last four digits of your cellular phone number? Note that these questions are unique to each individual based on their credit history. 5. Provide answers to each question. 6. Click Next. Click Next If the individual provides the correct answers to all of his or her verification questions you can continue with his or her application on kynect. Should the individual you are assisting fail the online ID proofing, he or she will receive a reference number. Instruct him or her to call the Experian Helpdesk 1 (866) 578-5409 for assistance and troubleshooting. If the individual you are assisting answers the identity proofing questions incorrectly, he or she will not be able to proceed with the application until this issue is resolved. Page 28 of 32

6. Logging on to kynect 1. Go to the URL: https://kynect.ky.gov/. 2. Click on the Insurance Agents or the kynectors tab on the home page. Click one of the tabs 3. Click Let s Get Started. Click Lets Get Started Page 29 of 32

In this step you will need to enter Security code provided on your Symantec soft token. 5) Enter the security code. Please note that this code will automatically be regenerated every 30 seconds. 6) Click Continue.
