Overview - Current Heavy Duty Equipment Technician Sequencing and Hours Development Process Proposed Recommendations Discussion 2

CCDA Strategic Direction: Harmonization Definition The focus of the CCDA project is to substantively align apprenticeship systems across Canada by making apprenticeship training and certification requirements more consistent. To illustrate: Overall sequencing of technical training curriculum: Jurisdictions currently offer different subject matter in different blocks/levels of technical training. Total training hours (in-school and on-the-job): Current total training hours for the trade of Carpenter range from 8000 hours in PE and NS to 6400 hours in YT and AB. Due to unique labour market requirements, the CCDA is proposing to make these hours more consistent. Inconsistencies in the use of Trade names, and in apprenticeship training and certification requirements across jurisdictions can create barriers for employer recruitment and disincentives for apprentices to move to another jurisdiction during their training. 3

: Scope CCDA has identified 10 Red Seal trades for harmonization. Analysis of the differences in P/T apprenticeship requirements across Canada completed. Following consultations with industry and training stakeholders, the CCDA has confirmed the following priorities for action: sequencing of technical training curriculum content; total training hours (in class and the on-the-job); jurisdictional trade names and definitions; use of the most recent national occupational analyses for P/T technical training curriculum development; and specific to the Mobile Crane trades, weight restrictions and equipment classifications. 10 trades targeted for the project : Carpenter, Mobile Crane Operator, Mobile Crane Operator (Hydraulic), Welder, Tower Crane Operator, Heavy Duty Equipment Technician, Metal Fabricator (Fitter), Ironworker (Generalist), Ironworker (Structural/Ornamental), Ironworker (Reinforcing) Industry has confirmed sequencing as the priority. 4

Harmonization Consultation Process November 2014 February 2015 National Stakeholders Provincial and Territorial Stakeholders CCDA Review of Feedback January March 2015 Start Spring 2015 Provincial/ Territorial Implementation of Changes National industry and training stakeholders will be engaged on each targeted Red Seal trade via teleconference throughout November and December 2014 to receive their feedback/input on the proposed sequencing and total training hours. Consultations will continue at the provincial/territorial level between apprenticeship authorities and stakeholders within their jurisdictions to ensure they meet the needs of their industry. Final CCDA recommendations will be based on this input and provided to provinces and territories for implementation. 5

Heavy Duty Equipment Technician Recommendation Development Process To develop a proposed recommendation for sequencing of technical training, the CCDA undertook a comparative analysis between the Interprovincial Program Guide (IPG) and P/T curricula for the Heavy Duty Equipment Technician trade. Based on this analysis and discussion with P/T representatives, a draft sequencing was developed for a four level Heavy Duty Equipment Technician technical training model. Four levels were selected as 10 out of 12 participating jurisdictions 1 have a four level Heavy Duty Equipment Technician training program. The province of Ontario has 3 and Newfoundland 6 training levels. To develop a proposed total number of training hours (including both in-school and on-the-job hours) the CCDA determined that the national average for the trade is 7200 hours. It also identified that the majority of P/Ts have 4 levels of training. Currently 7 P/Ts have 7200 total training hours. These P/Ts also have four levels of 1800 hours per level. 10 1 The Government of Quebec is participating as an observer in the CCDA work on harmonization.

Next Steps As apprenticeship is industry-driven, feedback and buy-in from national and provincial/territorial industry stakeholders is critical to ensure that the CCDA s recommendations meet industry needs. Following the completion of provincial and territorial stakeholder consultations, feedback will be used to make adjustments as necessary to the draft sequencing and total training hours recommendations for additional discussion with the CCDA. It is expected that the Heavy Duty Equipment Technician recommendations will be implemented in time for the Fall 2016 training institution intake. 19
