REQUEST FOR PROPOSAL: FIBER CABLING INSTALLATION TO CONNECT SIX ADDITIONAL VIEWING STATIONS AT THE EMERGENCY OPERATION CENTER (EOC) WITH THE REGIONAL VIDEO COMMAND CENTER (RVCC) VIDEO FEED I. DESCRIPTION AND BACKGROUND The Los Angeles Police Department ( LAPD ) and Information Technology Agency ( ITA ) are seeking a Contractor to install fiber optic cabling throughout the Los Angeles Emergency Operations Center ( EOC ) for the purpose of connecting new workstations to the Regional Video Command Center System ( RVCC System ) video feeds. The Contractor will provide all labor and materials for this project. The RVCC System is a twenty-four hour, seven days per week operation establishing a system for numerous video surveillance feeds from critical infrastructures in the greater Los Angeles region to enhance awareness and responsiveness to potential homeland security threats and natural disasters. The primary viewing location for the RVCC System is LAPD s Real-Time Analysis and Critical Response ( RACR ) Division. The RVCC System features a dedicated, fault tolerant microwave network for backhauling of video traffic, a single scalable video management system with five (5) years of central storage, control of multiple video feeds from several sources, deployment of 15 wireless surveillance cameras (two with additional video analytics) with edge storage, and video feeds from the Los Angeles International Airport, the Port of Los Angeles and the Port of Long Beach. II. OVERVIEW This project is to support the expansion of the RVCC System to include six (6) new viewing stations: 1. EOC Room 156 2. EOC Room 153 3. EOC Manager 4. EOC Los Angeles World Airport (LAWA) 5. Room 255, Los Angeles Fire Department Operations 6. Room 221, Los Angeles Fire Department Equipment Room In order to connect these viewing stations to the RVCC System video feeds, new fiber optic cabling and Cisco Switches must be installed at the EOC. For this project, the Contractor will only be responsible for the fiber cabling portion,
including labor and all materials (see estimated material breakdown below). The selected contractor will be responsible for the scope of work below. III. SCOPE OF WORK Under the direction of ITA, the selected contractor will provide all labor and materials necessary for: 1. Installation of 24-strand single-mode fiber optic cable between two communication rooms in the EOC Rooms 104 and 215 using existing cable trays and conduits where available. 2. Terminating these fiber strands with fiber connectors on the fiber connector panels on fiber enclosures at both ends. 3. Testing to ensure quality continuity of all fiber strands from end-to-end. The contractor will conduct insertion loss test, Optical Time-Domain (OTDR) test and an end-to-end laser test to confirm circuit continuity and provide to the City Engineers a copy of the test results. ITA staff will oversee the contractor s work and install all fiber patch cords for proper network connectivity. The contractor will provide the fiber and copper patch cords, but these will be turned over to ITA for installation. EOC Floor Plans Please see attached EOC floor plans. IV. REQUIRED EXPERTISE/EXPERIENCE The contractor must have at least two years of experience installing and testing fiber cable plant. V. BUDGET The contract for this project is to not exceed $11,000. This budget is based on the approximately 80 man-hours that have been estimated as necessary to complete installation of the cabling. VI. PERFORMANCE PERIOD All work related to this project must be completed by April 15, 2014. VII. PROPOSAL REQUIREMENTS: Proposals must include the following information: 1) A description of the Proposer s experience installing and testing fiber cable plant, including: a. A list of the Proposer s past projects demonstrating this experience; b. A short description of the extent and nature of the services rendered for these projects, including dates and project length; c. Names and contact information for the projects clients. 2) A description of the Proposer s relevant education, training, certifications, etc.
3) An executive summary of the relevant background and experience of the Proposer and the Proposer s legal business status, address, telephone number, fax number and email address. 4) List of any and/all municipalities and/or public safety agencies that the Proposer has worked with in the past. 5) Fee structure including the Proposer s hourly rate and proposed flat fee for this project. 6) An estimated length of time necessary for the Proposer to complete EOC fiber optic cabling (based on Proposer s availability, crew size, etc.).
