1 1.0 PROJECT ADMINISTRATION SCOPE OF SERVICES FIBER OPTIC NETWORK DESIGN CITY OF OVERLAND PARK, KANSAS Project Administration services shall consist of project management and other support services for project coordination, scheduling, cost control, and coordination with other agencies and contractors. The duration of the design and construction of this project is estimated to be approximately nine (9) months. 1.1 Project Schedule TransCore will develop and submit a schedule, using Microsoft Project, indicating the design phases, meetings, bid opening date and estimated construction time period. Deliverable: Project Schedule 1.2 Reviews and Meetings Deliverable: Weekly Field Review Meetings Weekly meetings will be held at City Hall to coordinate the activities of City departments, consultants, and contractors working on or near the fiber optic network. These meetings will be held weekly during active periods of the project and bi-weekly or monthly during periods of less activity. TransCore will coordinate these meetings by preparing the agenda for each meeting and distributing to the appropriate parties. Minutes will be recorded for each meeting and distributed to the attendees. Deliverable: Field Check Plans Review Meeting The Over-the-Shoulder review of the 50% complete field check plans and will include the City Traffic Engineering staff and TransCore. The meeting will be scheduled at least two (2) weeks in advance with the City Traffic Engineer. Deliverable: Preliminary Design Review Meeting The review of the 90% complete plans, specifications, and project cost estimate will include the City Traffic Engineering staff and TransCore. 2 2.0 PROJECT FIELD REVIEW TransCore will review the existing field conditions under this task as follows: Verify the location of the existing DTI conduit and pull boxes along the planned fiber route shown in Exhibit A Fiber Design Route. Inspect the final CCTV locations for conduit access from the DTI junction box to the local controller cabinet. Review existing underground (e.g., existing conduit, conduit sweeps into signal cabinets, and pull boxes) facilities to determine fiber optic cable routing to the signal controllers that will be connected by fiber. For signal controllers that will not be connected to the fiber, identify pullbox locations to coil fiber for future use. Where existing facilities are not available, determine proposed conduit installation needs. Existing paths will be used, when available and appropriate, to minimize construction costs. Inventory existing controller cabinets that are to be connected as part of this project, to identify the cable installation method. TransCore will meet with building managers and coordinate conduit entry into the following Overland Park facilities. In addition, work under this task shall include establishing cable routing from the building entry point to the communications room for each facility. City Hall Shawnee Mission building Fire Training Center building 119 th Street Fire Station Blue Valley South Maintenance facility Sanders Justice Center Tomahawk Ridge Community Center For underground fiber optic cable installations, TransCore will identify appropriate pull box locations for maintenance coils and end-to-end splices, as well as for splice closure installation locations for future traffic signal and future CCTV camera drops (CCTV camera locations based upon those recommended in the CCTV Design project). 3.0 BASEMAPPING TransCore will utilize aerial photograph images provided by the City as the basis for base maps for the project. The base maps will cover the fiber design route shown in Exhibit A. Fiber Design Scope of Services Page 2 of 5 May 9, 2002

3 4.0 PRELIMINARY DESIGN After completion of the Field Review Task, TransCore will provide the following services for the Preliminary Design Task: Prepare communications design plans for the fiber design route shown in Exhibit A to include the following: o Fiber optic trunk cable installation o Fiber optic maintenance coils for future traffic signal connections and CCTV cameras within the project limits. o Associated intersection site detail with fiber optic drop cable routing for CCTV camera connections Plan sheets will show limits of cable to be installed in existing or new conduit, with pull box, maintenance coil, and splice closure installation locations. Prepare construction details for the following: o Conduit installation details to be provided by City o Pull box installation details to be provided by City o Underground fiber optic closure mounting o Modification of existing pull boxes o Fiber optic cable installation into signal cabinets o Conduit and fiber optic cable entry into the City Hall building o Conduit and fiber optic cable entry into the Shawnee Mission building o Conduit and fiber optic cable entry into the Fire Training Center building o Conduit and fiber optic cable entry into the 119 th Street Fire Station o Conduit and fiber optic cable entry into the Blue Valley South Maintenance facility o Conduit and fiber optic cable entry into the Sanders Justice Center o Conduit and fiber optic cable entry into the Tomahawk Ridge Community Center Prepare Fiber Routing Schematic showing locations of drop cable and cable end-to-end splices, as well as cable routing with associated trunk and drop cable names. Develop fiber allocation and splicing details for new fiber optic cable installed on the project and for connection with the existing fiber optic cable provided by Everest. Prepare termination and connection details for hub locations and connections to City facilities. Prepare contract special provisions for fiber optic cable elements not covered by the City s standard specifications. 4 o Scale 1:50 for all sheets o Cover Sheet o General Notes o Legend o Plan Sheets o Construction Details o Fiber Optic Cable Routing Schematic o Fiber Optic Cable Allocation and Splicing Details o System Block Diagram o Hub Details o Hub Termination & Connections o Special Provisions Plans shall be in English units. Plans shall either be produced, or exported upon project completion, to AutoCAD Submit the plan set to the City at 90% completion. Submit the Detailed Estimate 5.0 FINAL DESIGN TransCore will perform the following tasks for Final Design: Revise the preliminary plans and specifications to reflect the comments received from the City. Prepare the following components of the bid package, in accordance with City of Overland Park requirements: o Contract plans o Special provisions o Engineer s estimate o Bid item list o Project schedule Submit the final plans to the City. 6.0 CONSTRUCTION SERVICES The construction services task will commence when the selected contractor receives notice to proceed on the construction project. TransCore will provide construction services for the duration of the project construction. The construction inspector will: Attend project construction meetings Review and approve submittal data Inspect project construction in the field Perform or observe equipment and communications testing Fiber Design Scope of Services Page 4 of 5 May 9, 2002

5 Respond to questions raised during construction The project manager will periodically accompany the construction inspector in these duties. This task is a level-of-effort task that will include the number of hours listed in the price proposal for each staff category. 7.0 ADDITIONAL SERVICES Additional services may be performed in the future on this project as requested by the City.
