RECOMMENDATION Staff respectfully recommends that City Council authorize the City Manager, or his designee, to adopt a Motion to amend an agreement with Telvent USA LLC (Telvent) to acquire software licenses, software maintenance, and installation assistance services to manage fiber optic cable assets of the City using ArcFM - Fiber Manager software for a total cost not-to-exceed $50,658. SUMMARY ArcFM Fiber Manager by Telvent allow users to easily plan, design, manage, and locate underground fiber optic network system infrastructure. ArcFM Fiber Manager comes with geospatial analysis tools that provide managers and maintenance crews with easy access to fiber optics detailed information, conduct proximity infrastructure buffer analysis, and can generate what-if "smart maps" to support decision analysis. ISO recommends acquisition of ArcFM Fiber Manager by Telvent as the asset management system to create accurate maps of fiber optic cable location, validate ownership records, produce up-to-date equipment inventory, and provide fiber cable splice connection details. ArcFM Fiber Manager software licenses will be used to perform mapping of fiber optic cabling using a centralized database inventory for fiber optic cables owned through-out the City. There are two current projects which require the use of ArcFM-Fiber Manager: 1. GWP Fiber Installation - Fiber Installation by GWP from the Civic Center to Montrose for improvement of the Automated Meter Infrastructure (AMI) and for improved Distribution Automation sensors for the GWP electric grid. This project has already been approved in GWP FY 12-13 budget and is underway. 2. Replacement of the /-Net - Staff is preparing an RFP for third party services to replace the City's use of the Institutional Network (1-Net). This project will require the installation of additional fiber throughout the City and ISO wants to ensure that records of the installation and maintenance of this fiber is kept accurately through-out its life. The software must be in place and in use prior to the issuance of this RFP. FISCAL IMPACT In accordance with need for this fiber management software for both the GWP fiber installation to Montrose and for the replacement of the City's current use of the 1-Net, staff requests in accordance with the table below: 1. Appropriations from the ISO Applications Division Contractual Services account 43110-604-175 to the ISO Applications Division Capital account 51000-604-175 of $46,554 for the one-time capital costs. 2. Authorization to spend $4,104 already appropriated in the ISO Division Contractual Services account 4311 0-604-17 5 for the annual maintenance of the software for the first year. Campaign Finance In accordance with the City of Glendale Campaign Finance Ordinance, the following are the names and business addresses of the members of the board of directors, the chairperson, CEO, COO, CFO and any person or entity with 10% interest or more in the company proposed for contract agreement listed in this Agenda Item Report: See Exhibit A. BACKGROUND Throughout the City of Glendale, Fiber optic cabling is used as the backbone connection for most telecommunication network systems used by industries such as banking, law enforcement, IT, retail, industrial, health care, and education. The network path or right-of-way corridor (ROW) for fiber optic cabling is either mounted above ground on GWP electric utility poles, located at hubs within GWP substations, or routed through duct-banks in underground GWP electric vaults. GWP & lsd staff provide network design review and security solutions for complete installation, termination, testing and repair of fiber optic and structured cabling. The City uses a unified Environmental Systems Research Institute (ESRI) ArcGIS Geographic Information System (GIS) across many departments especially GWP, Public Works, Police, Fire and Community Parks. The ESRI ArcGIS has adjunct modules created by other firms including those created by Telvent USA LLC such as ArcFM (Facilities Management- FM) Electric and ArcFM Fiber Manager. ArcFM Electric, by Telvent was used by GWP Electric Services Division in August 2011, to implement to aid in its asset management programs of preventive, predictive, routine and un-planned maintenance management of City-owned Electric Division assets and facilities. ArcFM Fiber Manager by Telvent allow users to easily plan, design, manage, and locate underground fiber optic network system infrastructure. Integrate with the City's' multilayer GIS to track & monitor fiber cable conduit runs, junction boxes, and fiber optic cables owned by the City.
