Master in Electronics and Telecommunications Agostinho Neto University, where he also graduated in physics, specializing in electronics. Earlier in his career played repeatedly the role of teacher. In 1993 took over the management of the National Institute of Telecommunications ITEL, taking later played simultaneously coordinating the Implementation Committee of the Institute for Information Technology and Communication (ISUTIC) and the Commission Project Implementation ITELNET. All these functions ceased in 2008 to devote himself to political career,

which now performs the role of Minister of Telecommunications and Information Technology, a position he has held since October 2008. Part 2 Institutional Information 2.1 Statutory role of CIO n/a. 2.2 Main tasks of CIO The Ministry of Telecommunications and Information Technology is the central organ of state responsible for implementing strategies and policies on telecommunications, information technology, postal services and meteorology and geophysics. 2.3 Recent initiatives /achievements of CIO in promoting e-government 2.4 Relationship with lines of ministries 2.5 Other background information n/a n/a The duties of the Ministry of Communications and Information Technology, the following: Overall: 1.enable the Government to set policy and strategy, telecommunications, information technology, postal services, meteorology and geophysics, and to exercise guardianship over activities related to the provision of services in these areas; 2.represent the State in international forums under the telecommunications, information technology, postal services and meteorology and geophysics; 3.coordinate and promote actions that lead to the building of information society and communication; 4.create an enabling legal framework that will enable the regulator drafting of regulations, rules, standards, instructions and manuals relating to telecommunications services, within its competence, for both public and private networks; 5.formulate laws and administrative, and to establish procedures for licensing of telecommunications services, computer and electronic communications; promote the formation and growth. market of telecommunications and information technologies, encouraging broad participation of national entrepreneurs.

In telecommunications: 1.formulate policies, guidelines, objectives and mere telecommunications services and developing the infrastructure to support information technology and communication; 2.monitor and evaluate the implementation of the guidelines, objectives and targets for the development of infrastructure to support information technology and communication; 3.design studies that promote the development and framing of new services in telecommunications. In the field of information technology: 1.formulate policies, guidelines, objectives and targets. Internet services and applications for voice, data and multimedia, as well as on the use, storage and data protection; 2.encourage the security policy and encryption of data in the field of information technology; 3.promote the emergence of theme parks in the area of information technology, business incubators, with special emphasis on the software area. In promoting communications and information society: 1.studies to establish standards and criteria for resource allocation in the field of promotion of electronic communications and the promotion of information society; exercise at the sector level, the overall coordination of programs and activities of digital inclusion; 2.approve economic indicators that determine the levels of development of economic activities of telecommunications and information technologies; develop means for dissemination of scientific and technological innovations related to technology services and telecommunications, especially as regards: the projects and programs funded with public resources; 3.promote. stimulate and support the establishment of consortia, networks and programs between companies and research institutes, the creation of technologybased companies and business strategies open to innovation, technological development and applied research in the field of information technologies and communication ;

Postal matters: 1.formulate policies, guidelines, objectives and development goals of the postal service; 2.approve the economic indicators that establish the goals and levels of integrated development of the postal service and evaluate its performance; 3.promote national integration through a network of stations. Postal multifunctional, fulfilling its role in economic and social development of the country In the field of meteorology and geophysics: 1.define the strategic principles of technical and scientific development of meteorological services geophysics, ensuring the process of rehabilitation and modernization of infrastructure networks of observation; 2.establish guidelines for implementing the policy of cost recovery and set the overall criteria for allocation of costs according to the type of users; In the area of regulation: 1.ensure institutional support for the regulator to ensure the regulation, licensing, inspection and supervision of the activities of operators of telecommunications services, information technology and postal services; 2.assist the regulator in all actions aimed at ensuring access for operators of telecommunications services, information technology and postal networks, in conditions of transparency and equality; 3.supervise the acts of design, coordination and preparation of bidding documents and licensing in the telecommunications, information technology and postal services; 4.supervise the activities related to monitoring the installation of services in telecommunications, information technology and postal services; In the area of universal service: 1.undertake studies to establish standards, goals and criteria for universal public services for telecommunications, information technology and postal services, and 2.monitor compliance with established goals; 3.establish standards and criteria for identifying, structuring and financing projects and programs; 4.support the implementation of the objectives and
