Chapter 1: Getting Started The NJ SVRS provides an end-to-end Voter Registration System (VRS). Users navigate the NJ SVRS interface from a single point of control called the Dashboard, which consists of primary system modules and daily system reminders. This guide is structured in chapters by system module. The interface, use provides a workflow that is logical, intuitive, and work-centric. 1.4 Supplemental Equipment If scanning or printing from NJ SVRS, the following peripheral devices are required: Desktop printer Label printer Document scanner 1.5 Key Features of the Interface The following key features are available within the user interface: Single Point of Control The Dashboard is the landing page, and serves as a single point of control for all tasks within the system. Smart Search Smart Search, which uses Soundex phonetic search and predictive search capabilities, refines search criteria. Smart Search makes it easier and faster to find data with a partial information set. Pre-Populated Drop-Down Lists Where applicable, fields contain drop-down lists that are pre-populated with system data for that field. Automated Interoperability with External Data Sources NJ SVRS automates many repetitive tasks that are required of users. When interacting with external interfaces, such as the Motor Vehicle Commission (MVC), State Parole Board (SPB), Administrative Office of the Courts (AOC), and the Department of Corrections (DOC). NJ SVRS also processes deceased voter records from the Department of Health and Human Services (DHSS). Chapter 1: Getting Started Page 10 of 325

Context-Sensitive Menus and Embedded Functionality Workflow task navigation is streamlined and context-sensitive menus are populated with relevant actions based on the current page and record selected. For example, when a voter record is selected, users can view the information and perform actions directly in the voter record without to navigating back to a specific area of the interface. 1.6 Accessing the Voter Registration System The following sections describe the steps required for authorized users to log in and out of the NJ SVRS. The login process uses multi-factor authentication (MFA), which requires a username, password, and a verification code. 1.6.1 Multi-Factor (MFA) Card Authentication From the system login page, users will be asked to enter their verification code as part of the MFA login process. Each NJ SVRS user is assigned an individual MFA card, which displays a unique verification code each time the user logs in. To access the verification code, press the button on the front of the card. The verification code displays in the window on the front of the card, and is used during the MFA login process. 1.6.2 Logging In Follow these steps to log into the NJ SVRS: 1. To display the login page, navigate to https://uat.njsvrs.com from the web browser on an internet-connected computer. Chapter 1: Getting Started Page 12 of 325

2. In the Username field, enter the assigned username. 3. In the Password field, enter the password. 4. Click LOGIN. The 2-Step Verification page displays. 5. From the 2-Step Verification page, enter the verification code displaying on the MFA card and click CONFIRM The Dashboard displays. 1.6.2.1 First-Time Login For first-time login, an MFA card is assigned to a user. This card displays unique codes that are needed at login. The first time a code is used from the MFA card, it must be synchronized. When the user is added, they are also given a default password. Follow these steps to log into the NJ SVRS for the first time: 1. To display the login page, navigate to https://uat.njsvrs.com from the web browser on an internet-connected computer. 2. In the Username field, enter the assigned username. 3. In the Password field, enter the default password. After initial login, users are prompted to update the password and answer security questions. The new password is then used to log in. 4. Click LOGIN. 5. From the 2-Step Verification page, press the button on the MFA card and enter the code displayed on the MFA card. The system will automatically detect first-time use and prompt for synchronization. The entered code is displayed in the First Code field. 6. When the displayed code begins to flash, which can take up to 60 seconds, press the button on the MFA card once more to display a new verification code. Enter the new verification code in the Second Code field. If the button is pressed without waiting for the first code to flash, the first code will display again. 7. Click CONFIRM to complete the login process. A message displays on the bottom right corner of the screen, confirming that the MFA card has been synchronized. 1.6.2.2 Incorrect Login In the case of an incorrect login, repeat steps 1 through 4 of the First-Time Login section and proceed as follows: 1. Wait for the code display area on the MFA card to go blank, and press the button on the MFA card once more to display a new first code. 2. After entering the new first code, wait for the code to flash on the MFA card before pressing the button again to display the second code. If the button is pressed without waiting for the first code to flash, the first code will display again. 1.6.3 Logging Out To log out of the system, click Log Out from the bottom left corner on any page. 1.7 System Module The System module provides users the ability to search for, add, view, and update system users, roles, and preferences. 1.7.1 Creating Roles and Setting Permissions as a Super Administrator The NJ SVRS super administrator role is ready to use, out of the box. This role is used to create additional users and roles in the system. The first step in creating user roles must be performed by the super admin user. The super admin user creates roles for both state and county personnel. After creating the roles, specific permissions or sets of permissions are assigned to each role. 1.7.1.1 Adding a State-Level User Role Follow these steps to add a state-level user role while logged in as a super admin: 1. From the left navigation panel, click System > Roles. The User Roles page displays. 3. Click Add User Role in the upper-right corner of the page. Chapter 1: Getting Started Page 17 of 325

The Add New User Role page displays. 4. (Optional) Enter the required information in the Role Name, Role Code, and Role Description fields. 5. Under Location Type, click State. Chapter 1: Getting Started Page 18 of 325

The Assign Permissions menu displays. This menu will not contain any user roles when the super admin first logs into the system for state or county. Parent roles appear in the drop-down list once they are created. 6. If an optional parent role assignment is desired, from the Apply Parent Role drop-down menu, select the desired parent role and click Apply. Parent roles allow users to apply a subset of permissions from the selected parent role to the new role being created. The parent role will then be able to manage all user roles and users that are created with that parent role. 7. Click Apply. 8. Choose one of the following options to assign permissions: Click the desired toggles along the right side of the page to assign all permissions affiliated with that section. Expand the section and enable only the permissions you want to assign to the role. Once enabled, the toggle will turn blue and display Enabled or All Enabled when permissions are assigned. 1.7.1.2 Adding a County-Level User Role Follow these steps to add a county-level user role while logged in as a super admin: 1. From the left navigation panel, click System > Roles. 7. If an optional parent role assignment is desired, from the Apply Parent Role drop-down menu, select the desired parent role and click Apply. Parent roles allow users to apply a subset of permissions from the selected parent role to the new role being created. Expand the section and enable only the permissions you want to assign to the role. Once enabled, the toggle will turn blue and display Enabled or All Enabled when permissions are assigned. 10. Chapter 2: System Dashboard The System Dashboard provides an overview of the election calendar with relevant events and required tasks, and displays alerts for incoming new or changed records from external interfaces. Users with the correct role and permissions can add or edit calendar events requiring completion prior to an event. When an election is added, all standard electionspecific deadlines are added to the calendar automatically. Note: The election calendar feature is scheduled to be fully functional in future NJ SVRS releases. Dashboard for NJ SVRS Interface Once the user logs in, the system displays the Dashboard, which includes the Elections Calendar and notifications. The left navigation panel displays a list of expandable tabs. Each tab contains user activities related to that module. The navigation panel along the left side of the page displays on every page in the NJ SVRS interface. Users can display a list of voters who updated their registration through external media. 2.1.2 Letters and Cards The Letters and Cards notification list displays a list of voters that registered through a letter or a card, and provides a verification of the change date. 2.1.2.1 Letter Updates From the Letters and Cards notification list, users can view or print any documentation update regarding a voter into the voter s profile. This includes manual tasks that are typically required to interact with external interfaces for outside data management resources, such as the Administrative Office of the Courts (AOC), Comprehensive Automated Probation System (CAPS), Department of Corrections (DOC), and State Parole Board (SPB). NJ SVRS also processes deceased voter records from the Department of Health and Human Services (DHSS). External Interfaces with Other VR Systems Chapter 2: System Dashboard Page 66 of 325

Interoperability with External Interfaces External Interface to MVC External interfaces display on the NJ SVRS Dashboard. If an update is detected, the number of records displays next to the interface name. Users can click the number of records to view updates. From this view, users can compare, accept, or reject the change. From the Motor Vehicle Commission notification list on the Dashboard, click View next to Voters Needing Party Update From Primary Before Accept. A list of applicable voters displays. 2.1.8 Poll Place Updates The Poll Place Updates notification list on the Dashboard allows users to assign a default municipality, ward, and district to poll places entered into the system. Follow these steps to assign a default municipality, ward, district to a poll place: 1. From the Poll Place Updates notification list on the Dashboard, click View next to No Default MWD Assignment. A list displays of all poll places without municipality, district, and ward assignments. 2. From this list, choose one of the following options: Chapter 2: System Dashboard Page 103 of 325

A green checkmark displays and reads Valid Geocode. iii) (Optional) Enter information in the Contact Person section as desired, and click Add. iv) (Optional) Enter information in the Contacts section as desired. v) Click Add at the bottom of the page under Notes to add the poll place. Chapter 3: Voter Module The Voter module provides information about voter registration and the voter database, along with the ability to edit voter data and initiate actions. The Voter module is accessed by clicking on the Voter tab in the left navigation panel. 3.1 Searching for a Voter Follow these steps to search for a voter: 1. From the left navigation panel, click Voter. 2. Click in the Search box. 3. Type a voter s first or last name, or partial first or last name. The list of profiles below the search box automatically updates with matching voter profiles based on the information entered. NOTES 1. To sort by Voter ID, Voter Name, or Date of Birth, click the up or down triangles next to the category name to make the results ascend or descend by that criteria. 2. To change the number of the profile results delivered during a search, click the down triangle in the Show NN entries per page and select 5, 10, 25, or 50 voter profiles per search page. 3. To move between search results pages: a. Click < to return to the previous page, and > to advance to the next page. b. 3.2 Adding a Voter Follow these steps to add a voter to the system: 1. From the left navigation panel, click Voter. 2. Search for the voter to add. If there is no match, proceed to step 3. 3. Enter the information in the applicable fields on the request form. When complete, click Add at the bottom of the page to create the voter record, or Cancel to cancel the operation. A confirmation message displays to confirm the voter has been added to the system. 3.2.3 Manual Geocodes Manual geocoding is available when a voter s profile is flagged with an invalid geocode. Address changes not reported to the USPS or non-residential addresses are flagged as invalid geocodes. Follow these steps to add a manual geocode address for a voter: 1. From the left navigation panel, click Voter. 2. Click Add Voter in the upper-right corner of the Voters page. The Add Voter page displays. 3. Enter all required information marked with an asterisk (*). If an address is flagged with an invalid geocode, a warning message displays. Chapter 3: Voter Module Page 114 of 325

To correct the invalid geocode, click Geocode to the right of the invalid geocode warning. The GIS map displays. 5. Click and drag the pin on the map to the proper location. 6. Click Confirm. Chapter 3: Voter Module Page 115 of 325

3.2.4 Alternate Domiciles When the address of any commercial establishment is added instead of a residential address, it will be automatically marked as an Alternate Domicile address. Follow these steps to add an alternate domicile for a voter: 1. To add an alternate domicile, complete the steps in the above section, Manual Geocodes. 2. 3.3 Viewing the Voter Profile Users can access and view voter information from the voter profile. Follow these steps to open the voter profile: 1. Click Voter in the left navigation panel. The page can also be accessed by clicking the Voter Registration tab on the left side of the window. 3.5.1.1 Updating Voter Registration Information Follow these steps to update voter registration information: 1. 2. Edit the voter s information as needed. 3. Click Update at the bottom of the page when complete or click Cancel to exit. 3.5.1.2 Viewing the Voter Registration Form Follow these steps to view the voter registration form: 1. Click View Registration Form in the bottom right corner of the Voter Registration page. The voter registration form displays. 2. To view the voter s signature, click Show Signature. The voter s signature displays in the Registration Form window. 3. Click Hide Signature to return to the voter registration form. 4. 3.5.2 Managing Mail In Ballot Information From the Mail In tab, a user can view or add a mail-in ballot request, generate a ballot label to issue a ballot, or access the Update Voters page. Follow these steps to manage mail-in ballot information: 1. From the voter profile, click the Mail In tab on the left side of the window. The Mail In page displays. 2. From the Mail In page, users can perform any of the following tasks, based on the ballot transmission type assigned on the mail-in ballot request: To generate a ballot label, follow these steps: i) Click Generate Ballot Label under the desired election. Note: Generating a ballot label can only be performed once, and additionally creates an Issuance History event. Chapter 3: Voter Module Page 124 of 325

To generate an email cover, follow these steps: i) Click Generate Options. ii) Select Generate Email Cover to generate a PDF of an email cover sheet. iii) Select the election from the Election Name drop-down menu. iv) Click Confirm. 3.5.2.2 Viewing Mail-in Audit Information The Audit tab inside the voter profile displays an audit trail of voter audit events. Users can view any changes to a voter s record in a side-by-side comparison window. For details on the voter and mail-in audit information, see section 3.6.5 Viewing a Voter s Audit History. 3.5.3 Viewing Poll Worker Election History The Poll Worker tab inside the voter profile displays the voter s poll worker election history. Follow these steps to view a voter s poll worker election history: From the voter profile, click the Poll Worker tab. The Poll Worker Election History page displays. 3.5.4 Viewing a Voter s Election History The Election History tab inside the voter profile displays the voter s complete election history. NOTES To sort by candidate ID or candidate name, click the up or down triangles next to the category name to make the results ascend or descend. To change the number of the candidate profile results delivered during a search, click the down triangle in the Show NN entries per page to display options for 5, 10, 25, or 50 candidate profiles per search page. To move between search results pages: Click < to return to the previous page, and > to advance to the next page. Click First to return to the first results page, and click Last to go to the last results page.
