AGENCY ALLOWANCE FOR EMPLOYEE-OWNED CELL PHONES

Director General/ RDSO/Lucknow Directors/Central Training Institutes Sub: - Provison of Mobile Phones under WLL scheme of MTNL/BSNL clarifications thereof Ref:- Board's letter of 2001/Tele/TN/3 dated 31.3.2004. In continuation of this office letter referred to above and as per details received from Ministry of Finance vide their OM Nos. 7(3) E/Coord/2003 dt. 26.2.2004 & 5.4.2004, Ministry of Railways have approved the following options w.r.t provision of mobile phones to the entitled categories i.e all officers of the rank of SAG and above in Railway Board, Zonal Railways, PUs, Workshops, Training Institutes, RDSO, RRBs and all other associate offices of the Railways: - i) Continue with provision of mobile phones under WLL phone scheme of MTNL/BSNL as approved vide letter under reference. or ii) iii) Eligible officers (SAG & above), at their discretion, may also opt for GSM Cellular mobile services offered by MTNL/BSNL. In this case, however, no handset will be provided and the officers concerned will be required to use their personal handsets or Reimbursement of an amount upto a limit of Rs.500/- per month on account of call charges, irrespective of the service provider (whether MTNL/BSNL/any other private provider),in cases where the officers are using their own handsets/connections. These officers would then

not be entitled for the additional mobile phone connection under this facility. 2. Roaming/STD facility (as available in the respective GSM Cellular/WLL service schemes of MTNL/BSNL) can also be allowed subject to the condition that the monthly ceiling of Rs.500/- is not exceeded. 3. Railways may adopt any of the schemes on offer from MTNL/BSNL for providing the mobile services, subject to the condition that the rent payable for the scheme does not exceed Rs. 300 plus service tax per month 4. All other terms and conditions mentioned in the letter under reference would remain the same. 5. Necessary action may be taken accordingly under advice to this office. 6. This issues with concurrence of Finance Directorate of Ministry of Railways. 7. Please acknowledge receipt. No. 7(3)E.Coord/2003 Government of India Ministry of Finance Department of Expenditure Office Memorandum Dated the 26 th February, 2004. Sub:- Facility of Mobile Phones in respect of entitled categories of Government employees. The undersigned is directed to refer to this Department's OM of even number dt. 14.1.2004 on the subject mentioned above and to state that clarifications have been sought by various Ministries/Departments about certain issues in regard to use of personal handset, roaming STD facility on mobile phone and the scheme of MTNL/BSNL to be adopted etc. The clarifications/doubts raised by various quarters have been duly examined and following clarifications are issued in regard to use of mobile phone by the entitled categories of Government employees: - i) Provisions of this OM and OM of even no. dated 14.1.2004 shall apply only to the officers holding posts of Joint Secretary and Additional Secretary to Government of India. Secretaries to Government of India would continue to be covered by provisions of OM No. 5(3)/E (Coord)/2002 dt. 1.1.2003. ii) iii) iv) The limit of Rs. 500 per month on account of call charges would be reimbursed in cases where the officers concerned are using their own handsets. Roaming/STD facility will also be allowed subject to the condition that monthly ceiling of Rs. 500 is not exceeded. Eligible officers may at their discretion, also opt for GSM cellular mobile network services offered by MTNL/BSNL. In this case, however, no handset will be provided and the officers concerned will need to use their personal handsets. v) Concerned Ministries/Departments may adopt any of the schemes on offer from MTNL/BSNL subject to the condition that the rent

payable for the scheme does not exceed Rs. 300/- plus service tax p.m. All Ministries/Departments may strictly regulate this facility in conformity with this Ministry's OM of even no. dt. 14.1.2004 read with the aforesaid clarifications. It is reiterated that no additional funds shall be provided for this facility and concerned ministries/departments will have to meet all the expenditure on this account within the existing budget for "Office Expenses Telephones" To (Sushama Nath) Joint Secretary to the Government of India All Ministries/Departments of the Government of India.

OFFICE MEMORANDUM Sub:- Facility of Mobile Phones in respect of entitled categories of Government employees. The undersigned is directed to refer to this Department's OM of even number dated 14.1.2004 and 26.2.2004 on the subject mentioned above and to clarify that all eligible Joint Secretaries/Additional Secretaries to Government of India who opt to claim reimbursement upto Rs. 500 per month for their personal mobile phone under para 2(ii) of the Office Memorandum of even number dated 26.2.2004 may be allowed to do so irrespective of the service provider (whether MTNL/BSNL/any other private provider). These officers would then not be entitled for an additional mobile phone connection from Government under this facility. All connections being taken directly by the Government for providing this facility to the eligible Joint Secretaries/Additional Secretaries to Government of India would continue to be chosen from one of the existing schemes on effect from MTNL/BSNL. 2. All Ministries/Departments may strictly regulate this facility in conformity with this Ministry's OMs of even number dated 14.1.2004 and 26.2.2004 read with the aforesaid clarification.
