It is a Mega Public Sector Undertaking (PSU) with Navratna status. Projects & Pipeline department of Hindustan Petroleum Corporation Limited executes major projects related to the Marketing infrastructure of the corporation, like Terminals, Depots, Crosscountry pipelines etc. We are in the process of updating our registered Vendor s list, and online applications are sought from technically competent and financially sound vendors for 1. Supply of materials/ equipment. 2. Execution of works contracts- civil, mechanical, electrical, automation etc 3. Services- Consultancy, AMC etc. Please refer the detailed category list enclosed. IMPORTANT NOTE: EXISTING VENDORS PRESENTLY WORKING WITH HPCL MAY ALSO APPLY ONLINE FOR UPDATION AND RENEWAL OF THEIR REGISTRATION. Application for Vendor registration have to be submitted online only at our website Please go to the link Vender Registration available under the Tender & Contracts section at our website Applications submitted in any other form will not be accepted. IN CASE VENDOR WISHES TO GET REGISTERED WITH PROJECTS & PIPELINE SBU OF HPCL MARKETING DIVISION, PLEASE SELECT PROJECTS & PIPELINE (P&P) AS PRIMARY SBU DURING ON- LINE REGISTRATION. Basic procedure & instructions for filling the Online Registration Form are available online at our website. Help manual containing the step by step procedure for submission of online applications, with stage-wise screen shorts is also being uploaded along with this form for quick reference.
2 A hard copy of the print out of the online form, along with copies of all relevant documents (Details filled/ uploaded at the time of submission of the online form), duly stamped and Signed on each page & neatly filed and tagged are to be forwarded to the office of the Deputy General Manager Purchase, P&P at the below mentioned address: Deputy General Manager Purchase, P&P 2 nd floor, Gresham Assurance Building, Sir P.M Road, Fort, Mumbai Registration Fees: This folder should be accompanied with non refundable Registration Fees in the form of a Demand Draft for Rs 5000 /- (Rs. Five Thousand Only) from any Scheduled Bank [other than Co-operative Banks], drawn in favour of M/s Hindustan Petroleum Corporation Limited, payable at Mumbai. Please note that the Registration fees is non-refundable, irrespective of the outcome of the application. DDs from CO-OPERATIVE BANKS WILL NOT BE ACCEPTED AND THE APPLICATIONS WILL BE REJECTED. Registration fees is Nil for vendors who have already been registered with our Organization. However, copy of Registration Letter from HPCL has to be enclosed with the file containing hard copy of the Online Registration details. Existing Vendors: Existing vendor of HPCL are also required to submit the online Registration form to update their registration details (financial limit, addition of job category etc). Existing Vendor of HPCL and vender who have submitted online application and submitted the Registration Fees of Rs 5000/- to any office of HPCL are not required to submit the Registration fee again.however, such vendors are required to submit proof (cash receipt issued by HPCL) of their registration with HPCL or proof towards submission of Rs.5000/- to any office of HPCL. Existing Vendor should also submit copy of their existing vender Registration letter issued by HPCL. While online vendor registration will remain an ongoing process, vendors are requested to submit their online application for registration at the earliest so that, once empanelled, vendor can be considered for ongoing/ upcoming projects. Vendors who have submitted online registration forms are requested not to attempt online submission again, as the PAN NO field is unique.
3 ONLINE VENDOR REGISTRATION Sub : Online Vendor Registration This refers to your enquiry requesting for registration with our Organization. Please note we now have an Online Registration website. To log on to the Online Registration website first log on to HPCL website i.e. then click the link Tenders & Contracts under Most Sought Links. Next click on Vendor Registration. In case of any problems with our website, you may contact Mr R Satish Kumar at Tel.No / 8977; id rsathishkumar@hpcl.co.in or Mr Devadas id Devadasv@hpcl.co.in. Before filling the form, read the instructions carefully. For any other problems regarding registration, contact the appropriate Vendor Management Officer [VMO] of the location you would like to Register. The list of VMOs is given under Contact Us. The procedure for registration is given below: 1) Open the website address mentioned above & click on New Register. A one-page form will appear. Fill in the Form giving your id, password and other details. 2) A unique No. [eg. HP000---] will be allotted & sent to your id. 3) Open the website once again and login giving the unique No. and password mentioned by you in the one-page form applying for New Register. 4) A detailed Online Registration Form will then appear with the Index to the left. Click on each link and fill in the details. 5) After filling the Online Registration and giving "Final Confirmation" on our website form, take a printout and send HPCL a hard copy of the Form alongwith a copy of all the related documents [details filled/uploaded in the form], duly stamped & signed on each page, and neatly filed. Also, note copy of minimum three POs must be enclosed. 6) This has to be submitted to the Primary Location for registration selected by you, along with a Demand Draft of Rs.5000/- from a Scheduled Bank [other than Co-operative Banks] payable to M/s Hindustan Petroleum Corporation Ltd., payable at Mumbai/Vizag. [or whichever location you have selected for primary registration]. Please note the Registration fees are non-refundable. This does not have any bearing on whether your application is accepted or rejected by the Corporation.
4 [Registration fees are Nil for vendors who have already been registered with our Organisation. However, copy of Registration Letter from HPCL has to be enclosed with the file containing hard copy of the Online Registration details as mentioned in (5) above.] 7) IMPORTANT NOTE: In case of application for jobs/contracts, vendors must have EPF / ESIC registration, failing which their applications will be rejected. For material supplies, vendors should mention their CST / Vat Nos. and Excise regn. No., if any. All vendors have to submit their audited Balance Sheet and Profit & Loss Account for the last three years. Request ensure that all figures are in R.lakhs both in the Financial Details, Registered Items & Major Contract Details formats. 8) The form will then be scrutinized by the Registration Committee and if eligible, the Organization seeking Registration will be sent a Registration letter or a Regret letter. Note: This file should be sent to the respective Prime location selected by you. IN CASE YOU WISH TO GET REGISTERED WITH PROJECTS & PIPELINE SBU OF HPCL MARKETING DIVISION, PLEASE SELECT PROJECTS & PIPELINE (P&P) AS PRIMARY SBU DURING ON-LINE REGISTRATION 9) Incomplete forms will be rejected. You are required to send the documents, in hard copy along with other documents as mentioned in the CHECK LIST enclosed. Registration of vendors as well as the financial limits will be decided on the basis of the Below mentioned criteria ascertained on the basis of the documents submitted by the vendors along with their application forms: 1. Requirement of the applied categories by Projects & Pipelines division. 2. Creditworthiness (to be determined on the basis of Solvency certificates etc.) 3. Job Execution / Manufacturing Capabilities & Capacities.
5 4. Quality Control System (Adoption of Industry Best Practices, possession of Quality & Process Control Certifications, accredit ions applicable licenses etc.) 5. Past Performance (to be determined on the basis of major orders executed during the past seven years & completion certificates, etc.) Vendor to facilitate inspection of the previously executed jobs, manufacturing facilities etc. by HPCL representative. 6. Financials ( to be determined on the basis of Turnover, Audited Balance Sheets, P & L Accounts of the past 3 Years) 7. All copies of Statutory Licences, PAN Card, ISO Certifications etc 8. Registration letters of HPCL (if existing) or of other companies Submission of registration documents does not automatically guarantee registration. HPCL reserves the right to accept / reject any application without assigning any reason whatsoever. HPCL s decision will be final on all matters. After submission of the application form, vendors are requested to refrain from making enquiries regarding status of the registration. The updated status will be made available online. Important points In case HPCL requires any further clarifications / Documents, the same will be sought by the concerned official during evaluation of the credentials of the vendors. Vendors are requested to tag the relevant documents (Solvency certificate, turnover certificates, major PO s and their completion certificate for quick reference during the scrutiny of Applications. Applications completed in all respects and accompanied with relevant documents clearly tagged for easy reference will be given priority during the evaluation process. IMPORTANT NOTE: In case of application for jobs / contracts, vendors have to indicate EPF / ESIC registration and Service tax details, TAN Nos. etc. If Consultants do not fall under this category same has to be indicated in the covering letter. For material supplies, vendors must indicate their CST / VAT Registration Nos. and Excise Regn. Nos., wherever applicable. Prior to registration of vendors, HPCL may at its discretion opt for Factory Inspection (in case of Manufactures) or Inspection of Executed Works (in case of contractors).
6 Parties who are interested in registration for more than one category/discipline should apply in single form only. Detailed verification of other documents/ data will be carried out at a later Date. Applicant should be in position to produce all original documents and any information as and when required by HPCL. General: a) HPCL s decision in any matter regarding empanelment shall be final and applicant shall not enter into any correspondence with HPCL after submission of application. b) HPCL reserves the right to reject the application of any or all the applicants without assigning any reason.
