Preparedness Actions Participated in Integrated Emergency Management Course in Emmitsburg, MD (2/2015) with Major Flooding as the Scenario for the Course Exercise Coordinated and facilitated two planning meetings in the City Emergency Operations Center Discussed roles and responsibilities of agencies in a major flooding event Evacuation Emergency Warnings Public Safety Sheltering Resources Available 18

Operational Functions Activated the Emergency Operations Center for coordinating response among City Departments 5/29/2015 6/1/2015 (24 Hours) Participated in multiple daily briefings from US Army Corps of Engineers and National Weather Service to monitor river flow rates Tracked all road closures, rescues, and calls for service in affected areas and coordinated City Response Provided Warning Messaging to the public via Reverse 911 system and distribution of flyers to affected areas Conducted Press Conferences to provide information to public and distributed updates to City Council multiple times daily on operations 19

Emergency Operations Center EOC activations are staffed by the following departments: Office of Emergency Management (OEM) Trinity Watershed Management (TWM) Dallas Police Department (DPD) Dallas Fire-Rescue Department (DFR) City Manager s Office(CMO) Public Information Office (PIO) Department of Streets Services (STS) Dallas Water Utilities (DWU) 20

Street Flooded Warning System 40 Flooded Roadway Warning Systems (FRWS) located city-wide 8 Underground Lift Stations During the May events, all FRWS have been activated on numerous Occasions Street flooding continues to impact areas in the Northwest and Southeast Flooded Roadway Warning Sign 23

Pumping Systems Throughout the events all 33 pumps were operating simultaneously and several continue to operate as water is moving through the Eagle Ford Sump Eagle Ford Sump is the area where residential voluntary evacuations occurred Proposed Delta Pump Station improvements and the proposed Trinity Portland Pump Station will reduce flooding impacts 24

After Action 25

Post Event Flood Operations TWM continued to operate 24/7 for several weeks. DPD, STS and Marshals provided support of road closures and access concerns Corps continued to have lake releases and would have them for several weeks Continue to promote the Turn Around. Don t Drown. campaign and actively encourage people to avoid streams, creeks and rivers 26

Assessing Conditions Citizens and government agencies are currently assessing flood impacts Known localized flooding occurred at: Upper Northwest Residential near Ottawa/Mexicana/Canada/Pioria (Eagle Ford & Francis Sump areas West Dallas) Loop 12/Singleton Area (West Fork Trinity River) Luna Road/I35 (Elm Fork Trinity River) Peavy Road (Dixon Branch u/s White Rock Lake) Goforth & Lawther (White Rock Creek) Other Street Flooding 27

Recovery Activities Collected information on operational costs and damages to property and infrastructure Finalized statistics on rescue operations: 165 street blockages, 163 persons in danger from high water calls, and 84 minor accidents Federal Disaster Declaration was achieved based on damage. Recovery work still continues today. 28
