Southern California Edison s RCx Programs Mugi Lukito (Southern California Edison) California Commissioning Collaborative Meeting November 6, 2008 1 California Long Term Energy Efficiency Strategic Plan (CLTEESP) California s road map to long term energy efficiency Development of CLTEESP led by the CPUC (finalized in Sep 08) Available on: www.californiaenergyefficiency.com The CLTEESP looks at Commissioning (Cx) and Retrocommissioning (RCx) as part of the strategies to reach Zero Net Energy (ZNE) Goals of: 50% of existing non-residential buildings equivalent to ZNE by 2030 100% of new non-residential buildings achieving ZNE by 2030 2 1

SCE s Cx and RCx CLTEESP Objectives Through their EE Programs, Investor Owned Utilities (IOUs) are tasked with: Leading the effort of validating of building performance goals through Cx and RCx Using benchmarking to identify the best candidates for RCx and promote whole-building approaches and incentives Collaborating with other entities such as the CPUC, CEC, CCC, National Labs, and building industry to develop RCx tools and strategies to further reduce energy consumption Strengthening tools and practices for Cx and RCx activities Including agricultural and government facilities in Cx and RCx activities 3 SCE s 2006-08 RCx Program Third-party managed (Portland Energy Conservation, Inc.) Currently working with 65 facilities (avg savings of 340,000 kwh & 26 kw per facility) Pays for audit and implementation incentives for measures with >1 yr payback Customer must implement all measures with <1 year payback 4 2

SCE s 06-08 Partnership Programs UC/CSU/IOU 2006-2008 11 Facilities will have achieved 5,300,000 kwh and 554 kw. Comprehensive approach for MBCx. Utility grade meters used in bldgs >100k sq. ft. Community Colleges MBCx Express for bldgs <50,ooo sq.ft. using metered data with emphasis on optimization of EMS systems & scheduling to achieve savings Los Angeles County 2004-2008 : 37 facilities, 5.5 million sq.ft will have achieved 20 million kwh by using comprehensive methods of RCx to optimize lighting controls and HVAC systems Future Opportunities - State Courthouses, and large County owned municipal buildings. Retro-commissioning focused on optimization of lighting control and HVAC systems 5 SCE s Proposed 09-11 RCx Two Monitoring Based Commissioning (MBCx) Programs, third party managed SCE is soliciting for additional RCx providers through the SCE managed program (separate from the two MBCx Programs) Solicitation expected to go out in March 2009 Partnership RCx offerings expected to remain similar, with better coordination with RCx Program 6 3

Bridge to 09-11 Cycle The 09-11 cycle will not start until CPUC decision is out (mid 2009?) For the existing RCx Program, finish out pending work in the bridge funding period No new facilities to be added to the RCx program in the bridge funding period 7 RCx Goals for 09-11 Rethinking the incentive model due to slowdown in the economy Striking a balance between program cost and benefits Emphasizing projects rich in kw reduction (eg. providing incentives for kw savings on top of kwh savings) Integrating benchmarking tools into selection of participants Furthering coordination between RCx Program and Partnership RCx activities Developing standardized tools and best practices for RCx in collaboration with other organizations 8 4
