Retro-Cx Program at Air National Guard Bases Civil Engineering Technical Service Center (CETSC) Presenter: Kurt Blemel ARCADIS/Malcolm Pirnie May 11, 2011
CETSC Initiative Description Utilize industry leading architect and engineering firms specializing in energy and sustainable infrastructure services to improve facility operating efficiencies. Established 5-year BPA contracts with 10 GSA contractors for10 energy related services (streamlined contracting procedures) Utilizes current CETSC staff for technical project management and oversight of RCx contracting partners Utilizes National Environmental Balancing Bureau (NEBB) RCx guide as source document
CETSC Goals and Challenges Goals Optimize energy use while preserving capacity to meet mission requirements and needs of spaces Challenges due to Facility Systems Designed For: Mission Full operational and personnel capability Integrating needs of operations, public works, and IH directorates Drivers Executive Order Rising Costs Energy Independence / Security
CETSC Retro-Cx Program Started in 2008 Installations Included in the Program ~178 Installation Sites Performed Retro-Cx: 36 Installations 221 Facilities 6,322,336 Square Feet
Reasons for Retro-Cx at ANG Bases Executive Order % Reduction in energy usage per year for 10 years Starting in 2005 (total of 30%) Current Reduction Target through % Primary energy use: electricity, natural gas, fuel oil Reduce Energy Costs for Installations Improve Functionality of Systems and Comfort
What is Retro-Cx? Retro-commissioning is the application of the commissioning process to existing buildings. Retrocommissioning is a process that seeks to improve how building equipment and systems function together. In all, retro-commissioning improves a building s operations and maintenance (O&M) procedures to enhance overall building performance. Small Chiller
Retro-Cx Process at Stratton and Stewart Installations Audit Inventory and Monitor Mission and Building Requirements Understanding(CFR) Meet with Base Systems Personnel (BCE, etc) System Function Tests, and Testing and Balancing Quick Fixes Deferred Maintenance, Controls Development of Recommended Capital Improvements Implementation of Recommended Improvements
