About FSFN The Florida Safe Families Network (FSFN) helps you understand the steps to complete your work in the FSFN system. This user guide does not cover every system feature built into FSFN, but describes the most commonly used functions to complete your day-to-day work in the FSFN application. This user guide, when used with Online Help and the How Do I Guides, helps you successfully use the FSFN system as a support tool in your important work of safeguarding the safety, permanence, and well-being of the children, families, and adults of Florida. The Intended Audience This user guide serves a wide audience of FSFN end users who include: Adult and Child Protective Investigators Command Center Counselors Ongoing Case Managers Provider Management Adult and Child Supervisors Prerequisite Knowledge This user guide was developed with specific prerequisite expectations. Before reading this guide, read the following information. If you need to refer to additional s, How Do I Guides, or other information, visit the DCF FSFN Website (http://fsfn.dcf.state.fl.us). You must have a working understanding of Florida Department of Children and Families Policies and Practices as related to the use and operation of FSFN. You must have a working understanding of the basic FSFN navigation and functionality. See the Multi-Topic Basics and How Do I Guide. Key tasks described in this guide start at the FSFN Desktop, Case Book, or Person Book, unless otherwise noted. If you are unfamiliar with how to navigate to these three (3) pages, see the s for Multi-Topic Basics, Case Book, and Person Book. The Search page referred to within this user guide is the Search page with four (4) tabs: Person, Case, Provider/Organization, and Worker. This Search page is commonly called the Utility Search or Navigational Search. It is accessed primarily from the Desktop by clicking Search on the Banner or Utilities menu. Other search types may be referred to as data retrieval searches. These searches use different search functionality than the Utility Search. For example, the Person Search page provides a method to search for a person and retrieve person data that pre-fills into the page in which you are working. The Person Search page should not be confused with the Search page with the Person tab. November 10, 2013 Page 4 of 15

Specific security is applied across all information. For example, if you do not have authorization to access restricted cases without an assignment, FSFN restricts your access. Commercial Sexual Exploitation of a Child (CSEC) About Commercial Sexual Exploitation of a Child (CSEC) The Commercial Sexual Exploitation of Child (CSEC) information is first documented when a child under the care of the Department becomes sexual exploited. The CSEC process involves gathering information regarding the sexually exploitive activities, the child s assessment for placement in Safe House or Short-Term Safe House facility, and the placement of the child in an appropriate safe house facility. Sexual exploitation is The use of any person under the age of 18 for sexual purposes in exchange for money, goods, or services or the promise of money, goods, or services. The categories of sexual exploitation include, but are not limited to: Involved in the adult entertainment industry Prostitution with no pimp Prostitution with a pimp Acting as a recruiter for others Performing as a pimp for others For additional information on CSEC, refer to the Person Management topic paper, the Alerts topic paper, the Medical/Mental Health topic paper, and the Out of Home/Services topic paper. Documenting Commercial Sexual Exploitation of a Child (CSEC) About the Removal (from home) Reasons Pop-Up Page The Removal Reasons pop-up page, accessed from the Out of Home Placement page, is used to record the reasons a child is removed from his/her home. The Removal Reasons pop-up page can document if the child is removed due to being sexually exploited. Selecting one of the following removal reasons indicates the child was removed from his/her home due to involvement in commercial sexual exploitation: Commercial Sexual Exploitation of Child (CSEC) Labor Trafficking Sexual Abuse-Sexual Exploitation These same removal reasons are also found on the Placement Correction Detail page. The Removal Reasons pop-up page contains check boxes addressing CSEC values, as well as, AFCARS elements. The Removal Reasons related to CSEC are not AFCARS values and a minimum of one (1) red AFCARS value must be selected in addition to a CSEC value(s). Key Task To document CSEC Removal Reasons 1. From the Out of Home Placement page, click the Removal/Placement tab. OR 1. From the Placement Correction page, click Placement Correction Detail hyperlink. 2. Enter a Begin Date and Time, or a Placement Begin Date and Time. 3. Click the Initial Removal Reasons hyperlink. The Removal Reasons pop-up page displays. 4. Select one or more of the CSEC check boxes to indicate why the child was removed from his/her home. 5. Select a minimum of one (1) red AFCARS value. 6. Click Continue. November 10, 2013 Page 7 of 15

About the Medical/Mental Health Page - Mental Health Profile Tab The Mental Health Profile tab, accessed from the Medical/Mental Health page, provides a current snapshot of the case participant s mental health management status. The Treatment Information group box allows the user to document the date of the last Comprehensive Behavioral Health Assessment (CBHA) evaluation and whether the CBHA was used in the child s assessment for Safe House or Short Term Safe House placement. If the CBHA is not used as the child s assessment for Safe House or Short Term Safe House placement and the child is assessed using another tool, the user must document the date the alternate assessment was completed. Key Task To document a CSEC Safe House Assessment 1. From the Medical/Mental Health page, click the Mental Health Profile tab. 2. In the Treatment Information group box, select the Yes or No radio button to indicate if the most recent CBHA was used for a Safe House Assessment. 3. If No is selected, enter a date in the If No, when was a Safe House Assessment completed? field. 4. Click Save. 5. Click Close. November 10, 2013 Page 9 of 15

About the Person Management Page - Additional Tab The Reporting Information group box, accessed on the Additional tab of the Person Management page, allows the user to document information related to Commercial Sexual Exploitation of a Child. There are three (3) drop downs that record CSEC data: CSEC Category - documents the type of commercial sexual activities in which the child is involved CSEC Status - documents the level of the child s involvement in commercial sexual activities Method of Confirmation - documents how the user establishes the child s involvement There is a fourth drop down, Reason Child was not placed in a Safe House, that is used to document why the child was placed in an out of home facility other than a designated Safe House or Short Term Safe House. Key Task See the CM01 Person Management Topic Paper for more information. To add CSEC data to Person Management 1. From the Person Management page, click the Additional tab. 2. In the Reporting Information group box, select values in the CSEC Categories drop down, the CSEC Status drop down, and the Method of Confirmation drop down. 3. From the CSEC Status drop down, select Confirmed Involvement. If Confirmed Involvement is selected from the CSEC Status drop down, the system evaluates the type of placement facility where the child is placed. If the placement facility type is not a Safe House or Short Term Safe House, the user must select a value from the Reason Child was not placed in a Safe House drop down. An Alert generates for the child when Confirmed Involvement is selected from the CSEC Status drop down. The Alert is not removed until the CSEC Status changes. (For more information, see Key Task To View CSEC Alert.) 4. Click Save. 5. FSFN generates a validation message, The child is not currently placed in a facility type of Safe House or Short Term Safe House. Please select a reason why not. 6. Select a reason from the Reason Child was not placed in a Safe House drop down. 7. Click Save. 8. Click Close. November 10, 2013 Page 10 of 15

To view a CSEC Alert FSFN generates a CSEC Alert when a CSEC determination of Confirmed Involvement is documented as a CSEC Status. The CSEC Alert is accessed from the Alerts icon, under the Case expando. The Alert is automatically discontinued under the following conditions: When the child is discharged from an Out of Home Placement When the value in the CSEC Status drop down goes from Confirmed Involvement to No Longer Involved, Possible Involvement, or Entered in Error When the participant becomes inactive, or the Case is closed and the Save button is selected November 10, 2013 Page 11 of 15

1. From the Desktop, click the Cases expando. 2. Expand the Alerts icon. 3. Click the CSEC Alert hyperlink. 4. The Maintain Alert page displays. 5. Click Close. If the user wants to end the CSEC Alert, he/she must do so on the Additional tab of the Person Management page. Ending the CSEC Alert on the Maintain Alert page does not remove the CSEC Alert from the Case. The expiration length for a CSEC Alert is 6,570 days. November 10, 2013 Page 12 of 15

CSEC Change History About the CSEC Change History Page The CSEC Change History page is used to view changes to the CSEC information when it is updated on the Person Management page. The page opens in read-only mode from the CSEC Change History hyperlink on the Additional tab of the Person Management page. An Initial line is written the first time a user selects a CSEC value on the Person Management page. There is an Effective Date on this line. An Update line is written whenever the user changes the CSEC Category and/or the CSEC Status. If there is a change in the CSEC Category, the CSEC Current Category field updates with the new category and the previous CSEC Current Category value displays in the CSEC Previous Category field. If there is a change in the CSEC Status, the CSEC Current Status field updates with the new status and the previous CSEC Current Status value displays in the CSEC Previous Status field. Case Notes for Commercial Sexual Exploitation of a Child About CSEC Notes A user is able to enter a specific Note category for Commercial Sexual Exploitation of Child to add additional information related to CSEC involvement. There are three CSEC Note Types available: CSEC General CSEC Law Enforcement Interview with Representation CSEC Law Enforcement Interview without Representation Key Task To add a CSEC Case Note 1. From the Desktop, click the Actions hyperlink next to the Case. The Actions pop up page displays. 2. From the Select Action group box, select the Create Case Note radio button and click Continue. 3. The Case Note page displays. 4. In the Note Information group box, select Commercial Sexual Exploitation of Child (CSEC) from the Category drop down. 5. In the Type expando, select an appropriate CSEC Note Type(s). 6. Complete the remaining data elements. 7. Click Save. 8. Click Close. November 10, 2013 Page 14 of 15

Meetings for Commercial Sexual Exploitation of a Child About a CSEC Meeting A user is able to enter a specific meeting type to indicate a CSEC meeting is scheduled to acquire additional information related to a child s CSEC involvement. Key Task To add a CSEC Meeting 1. From the Desktop, click the Actions hyperlink next to the Case. The Actions pop up page displays. 2. From the Select Action group box, select the Create Meeting radio button and click Continue. 3. The Meeting page displays. 4. In the Header group box, from the Type drop down, select CSEC/Labor Trafficking. 5. Complete the remaining data elements. 6. Click Save. 7. Click Close. November 10, 2013 Page 15 of 15
