Page 3 What is PRODA? PRODA is an online authentication system used to securely access online services including HPOS and the National Disability Insurance Scheme (NDIS). Designed as a two-step verification process, it uses a username, password and verification code to login. It is a portable solution that requires no additional hardware or software and is available to anyone. Replacement to PKI individual certificates, with no renewals required.
Public Key Infrastructure (PKI) changes? Page 4 Recent Internet browsing software updates no longer support SHA-1 based PKI individual certificates to securely access HPOS. Health professionals will now be required to create and use a PRODA account to access HPOS. PKI Individual certificates will no longer be issued to access HPOS

Page 8 PRODA Registration Process Step 1: Create your PRODA account Set up a username and password and provide your personal and contact information. Health professionals should ensure the personal details they include, such as their first name and last name, is correct and consistent with the verification documents they will be using during the identity verification stage. This will ensure successful verification of their identity online and avoid delays in creating a PRODA account.

Page 32 Keeping your accounts secure The services and information each person can access is determined on the level of authority granted by each individual service connected to PRODA. Each person creates their own individual account using their own personal and contact information. Only one PRODA account can be created per person. PRODA account and login in details should not be shared with anyone else.

Page 34 What is HPOS? HPOS is a fast and secure way for health professionals to do business with us online. In HPOS you can: submit Bulk Bill, DVA and patients claims online using Webclaims create new provider numbers add or update bank account details view statements and reports verify patient eligibility authorise delegates to undertake administrative tasks on their behalf. Any updates you make online will be visible and take effect immediately.
Who can access HPOS? Page 35 All healthcare professionals can access specific HPOS services used for their health sector. Access to services will be based on their level of authority. There are four different individual User roles within HPOS these are. Administrative Staff (No delegation) can access administrative functions onlysuch as the Messages service, and limited components in the Practice Incentives Program (PIP), Practice Nurse Incentive Program (PNIP), and Healthcare Identifiers (HI) service. Administrative Staff (Authorised by the provider but user has not yet used the select a provider function to act on behalf of a provider) can access Find a Patient, Messages, and limited components in the PIP, PNIP, and HI service. Delegated User (Provider has authorised user to act on their behalf and user has used the select a provider function) can access the majority of services and programs available to the provider they are authorised to act on behalf with some restrictions still being applied. Providers (Verified providers who have linked their provider number)can access all services, programs and functions they are registered with.

Linking your new PRODA Profile for the Practice Incentive Program Page 43 Practice Incentive Program (PIP) and Practice Nurse Incentive Program (PNIP) users will need to have their new PRODA RA number linked to their practices PIP profile.
Linking your PRODA profile Delegations Page 44 When you first access HPOS using your PRODA account you will need to re-establish any existing delegations or favourites you had set up in HPOS. If you are an administrator you will need to request any provider who had provided your delegation access under your PKI profile to re-delegate to you using your new RA number for your PRODA account.
Frequently used HPOS Services and Processes
Page 46 Delegate Access Healthcare providers can authorise an administrator as a delegate to undertake tasks on their behalf. A delegate must access HPOS using their own PRODA account. Delegates have access to the full range information and services available to the provider in HPOS including: Mailbox, Reports, Statements and Subscriptions Find a patient, patient profile, multiple details request Child Dental Benefits Schedule (CDBS) (if provider is a dentist) Medicare, DVA and Allied Health Webclaiming Medicare Bulk Bill reports MBS items online checker Provider personal details (excluding banking details) Managing provider number details including create a new provider location (if provider is eligible) but provider has to approve
Page 47 Authorising a delegate A provider can authorise a delegate in HPOS using their own PRODA account and selecting the delegates individual PRODA Registered Authority number. To nominate a delegate in HPOS, a provider will need to: Log on to HPOS using their PRODA account Select My Delegates from the HPOS menu Select Add a New Delegate Enter the RA number of the nominated delegate, then select Search If a valid and current RA number is used, the delegate s details will be displayed. If an invalid RA number is used you cannot go any further Select Nominateto authorise the delegate to act on your behalf. The new delegate will appear in the My Delegates list. A provider can delete a Delegate from their authorised list at any stage in HPOS.

Webclaims Page 55 Providers and authorised delegates can use HPOS Webclaims to submit Medicare and DVA bulk bill and patient claims online. It provides realtime assessment of claims with faster submission, processing and payment of claims.

Reports Page 57 Providers and authorised delegates can access processing and payments reports using the Reports function in HPOS. Reports are available 1 business day after the claim has been finalised.
Form Upload Page 58 A secure upload service available through HPOS. Health professionals can securely upload and send a selection of forms to us directly to us, replacing the need to send paper documentation. The service is for the submission of scanned and/or photographed Health Professional forms and accompanying documents. There are currently 63 Medicare and PBS related forms available.

My Details Page 60 The My Details function allows a provider to manage their provider and personal information. Using this service they can: View and update personal information Update or add your bank account details Create a new provider number Manage delegations authorise new or delete existing delegations View their access history A delegate has access to the following functions using the My Details services in HPOS on behalf of the provider they are an authorised delegate for: View and update personal information excluding bank account details Create a new provider number
Create a new Provider location Page 61 Apply for a new provider number for a new location without having to submit a manual form When you apply for a new provider number in HPOS the number is issued and shown on the screen immediately and a confirmation letter including the new provider number is also sent to your HPOS Messages. A new provider number is effective from the moment it is issued, however we recommend you wait 2 business days before submitting claims using the new number.

Update Banking Details Page 70 There are two ways to update or add bank details: My Personal Details > My Banking Details My Provider Numbers > Create a new location The user selects either Update, Add or Review : The Update banking details screen is displayed The user can select to: Select an existing account Enter a new account Add displays the Add banking details screen To add banking details the user selects either: Yes radio button and can enter the Minor ID, select acknowledge checkbox and Submit (If the user knows the Minor ID); or No radio button (if they don t have the Minor ID), enter the new bank details then select the acknowledge checkbox and Submit. The user then reviews and approves.
Update Banking Details Page 71 If banking details have been updated or added by a delegates, a provider must be approves bank account details in HPOS by: Selecting My details Selecting My personal details Selecting My banking details. Alist of all provider numbers and programs with bank details registered will display Selecting Review against the pending bank details Selecting the acknowledgement checkbox Clicking Approve. Asuccess screen will display to confirm details have been updated
MBS Items Online Checker Page 72 The MBS items online checker in HPOS allows a provider and authorised delegates to perform the following functions to confirm a patient s eligibility: View and check patient eligibility based on their MBS history (only providers have access to this function) Check your own eligibility for claiming MBS items Check claiming conditions for MBS items
