Hosted by ECCSA Private Sector Development Hub Call for Consultancy services Supported by SIDA Terms of Reference For ECCSA IT System Upgrading Need Assessment To Capacity Building for Sustainability of ECCSA Project in Ethiopia (2016-2020) Background 1.1 Pro gramme Background The Ethiopian Chamber of Commerce and Sectoral Associations (ECCSA) is an apex organization of Chambers and Sectoral Associations in Ethiopia. It has eighteen members including nine Regional Chambers of Commerce and Sectoral Associations, two City Chambers of Commerce and Sectoral Associations, one National Chamber of Sectoral Associations and six Sectoral Associations organized at national level (www.ethiopianchamber.com/about-eccsa.aspx). It was recognized officially with the issued Charter No. 90/47 in 1947 in a bid to establishing the Chamber as a legally recognized institution. Latter structured in 1978 by proclamation No.148/1970 and attained its current structure in 2003 proclamation No 341/2003. This was the turning point for the establishment of an apex organization of the private sector in the country. The Charter clearly defined the roles and functions of the Chamber and stipulated membership to be mandatory. The private sector needs to emerge as a trusted partner for the government and strengthened to share tasks and work on a cooperative basis in policy formulation and implementation. Business Membership Organisations (BMOs) such as Chambers of Commerce and Sectoral Associations represent a primary conduit between the public and private sector, facilitating cooperation and mutual understanding. PSD Hub through the financial support of the Swedish International Development Cooperation Agency has been assisting the efforts of the Ethiopian chamber system to improve the business climate and thus augments Ethiopia s private sector development since 2005. This effort has contributed to the enhancement of the capacity of Chambers in being a positive voice for the private sector through research, advocacy and policy influence, which have borne fruit in terms of improved policy, legal and institutional arrangements for the sector. This project therefore deals with ensuring the financial sustainability of ECCSA and its members through the provision of demand-led products and services for which their members are willing and able to pay and developing the capacities of other organizations outside the chamber

system to contribute to the entire advocacy process with a view of removing constraints faced by all private sector businesses and in particular micro, small and women-owned enterprises. This approach is expected to ensure the relevance of the Chamber system and result in retention of existing members and attraction of new members with its stipulated objectives. 1.2 Objectives of the PSD Hub Program are: i. To Support the Effective public private dialogue that leads to regulatory and policy change, resulting in more conducive environment for sustainable and inclusive economic growth; and ii. To Strengthen the Financial sustainability of the chamber system, ensured through sustained and diversified members service; Therefore, In light of the above objectives, PSD Hub wants to hire an experienced and competent consultant to conduct the ICT need Assessment for ECCSA and to recommend stateof the-art ICT solutions to modernize the infrastructure and information system applications (membership database, web applications (portal), finance, document & information sharing, publishing, etc.) for information exchange and sharing with its members, stakeholders and the public at large. 2. Objectives of the Assignment The objective of the assignment is to conduct a detailed need assessment on ICT infrastructure for ECCSA secretariat (head office) and ICT services (information system applications) to be used by ECCSA, its members, stakeholders and the private sector; and prepare detail ICT infrastructure need technical specifications and propose state-of-the-art (cutting edge) system applications solutions to be implemented at ECCSA. Moreover, recommend suitable MIS (ICT) section setup that supports the new ICT infrastructure and services. 3. Required Services The consulting firm is expected to study the existing ICT system, the organizational structure of, short & long term objectives, the 5 years strategy, mission and vision, and all other relevant documents of ECCSA. Accordingly to, a) Carry out detailed assessment for ECCSA secretariat s ICT infrastructure, software application and training needs; b) Carrying out detailed needs assessment for ECCSA, its members and stakeholders information system applications for information sharing; c) Develop detailed ICT architecture suitable for modernizing ECCSA secretariat ICT system; d) Recommend ICTs equipment technical specifications, software application or information system applications (databases, web applications, etc.) and trainings as identified in the needs assessment; e) Examine the current setup of the MIS section and recommend possible solutions; f) Develop TORs for ICT equipment procurement, installation and information system applications implementations. 4. Scope of work required The consulting firm is supposed to cover detailed ECCSA ICTs needs assessment, with the following is a non-exhaustive list of the responsibilities: a) Assess ICTs need of the ECCSA secretariat in respect to ICTs infrastructure such as: hardware, networks and software requirements. b) Assess needs on software and information system applications (membership databases, web applications (web portal), finance system, publishing, document sharing, etc.) for ECCSA secretariat, members (Amara, SNNP, Tigray, Oromia, Dire-Dawa, and Addis Ababa Chamber of Commerce & Sectoral Associations, ECCSA and 3 National Sectoral Associations: Ethiopian Textile and garment manufacturing Association(ETGAMA), Ethiopian sugar and sweet manufacturing Association(ESSMA) and Ethiopian puseses and oilseeds producers and exporters Association(EPOSPEA) and stakeholders for information exchanges and sharing to be implemented in ECCSA secretariat. c) Assess ICT trainings needs for the ECCSA secretariat (IT and other staffs). d) Develop detailed ICT architecture suitable for ECCSA to modernize its ICT system. e) Develop detailed technical specifications for the needed ICTs infrastructure such as hardware, networks and software requirements based on the industry standards. f) Recommend possible solutions for information system applications for information sharing and exchanges (for the requirements on item (b) above) based on the current industry standards. g) Examine the current setup of the MIS section and recommend possible enhancement solutions. h) Develop detailed specifications for the needed ICTs trainings for IT and other ECCSA staffs. i) Carry out any other activities as may be required to fulfill the objective of this consultancy. 5. Methodology The detailed assessment study will be carried out in close consultation with technical staff in ECCSA -MIS section and PSD-Hub, moreover: a) The consultant will work closely with technical staff of MIS section, Corporate communication and public relations (CC&PR), Membership Affairs and all others relevant departments; b) The consultant is expected to make in-depth need assessment for ECCSA ICT infrastructure such as hardware, networks and software requirements; c) To make in-depth ICT need assessment for all ECCSA s departments, members and stakeholders on information needs, sharing and exchanges; d) Need assessment for ECCSA ICT trainings requirements; e) To see all alternative industry standard solutions; f) Prepare the draft need assessment report consolidating inputs from technical staff of MIS section, CC&PR, PSD-Hub and relevant departments; g) Share the draft documents to ECCSA and PSD Hub team for further comments. h) Prepare & present the final need assessment and specification documents. 6. Deliverables: a) A draft inception report, which indicates the consultants understanding and approaches with detailed tasks; as well as work plan and methodology of the assessment. b) Deliver final inception report based on inputs from MIS section, CC&PR, Membership Affairs and PSD-Hub on the draft inception report the consultant will deliver the final inception report. c) Deliver Draft need assessment of ICTs infrastructure, information systems applications and training needs documents. d) Deliver final need assessment report based on inputs from MIS section, CC&PR, Membership Affairs, PSD-Hub and all departments on the draft document submit the final need assessment of ICTs infrastructure, information systems applications and training needs documents. e) Deliver Draft technical specifications for the needed ICTs infrastructure (hardware, networks and software), information systems applications and training needs based on the industry standards. f) Deliver final technical specifications based on inputs and comments from MIS section and PSD-Hub for the needed ICTs infrastructure (hardware, networks and software), information systems applications and training needs based on the industry standards. g) Draft TORs for ICT equipment & software procurement and installations, information systems implementation and trainings outsourcing. h) Deliver final ToR based on comments and inputs from MIS section and PSD-Hub on ICT equipment & software procurement and installations, information systems implementation and trainings outsourcing. 7. Duration of the assignment The total duration of the assignment is 60 consecutive calendar days. 8. Skill Required 8.1 Necessary The Eligible consultants must: The consultancy firm needs to be a legally licensed organization with a commendable track record and at least with 8 years experience in providing consultancy services in ICT infrastructure implementation as well as analyzing information system application requirements, design, develop and implement. A team of two experts should be assigned, with a minimum of M.A or MSc. degree in Computer Science, Systems Engineering, Information Systems or related fields, with minimum of 10 years experience in ICT infrastructure, software and services project management. They should be also familiar with modern technologies such cloud computing, software as a services, information security, open sources, ERP & CRM systems and others. Page 4 of 5

8.2 Desirable Profound experience in ICT upgrading and strategy development nationally and internationally for business member organizations or renowned institutions; Strong professional initiative, self-confidence, oral communication and interpersonal skills; Fluent spoken & written English and Strong writing skill; Flexible, reliable, culturally sensitive and with the ability to work in teams situation and stressful environments and under pressure meeting deadlines; Proved track record in ICT need identification and implementation. 9.
