4 Page 2 TrafficMon TM - Red Light Violation Detection System The objective of RLVD system is to track down vehicles that violated traffic regulations using surveillance cameras and intelligent image analytic software. TrafficMon-RLVD system is the best in class video based red light violation detection system. It comprises of an Overview camera, a Speed camera with ANPR functionality, IR illuminators for night time viewing, LPU, CMS, connectivity etc. The system takes input from traffic light and start capturing license plates of the vehicles jumping red light, as soon as traffic signal turns red. Speed camera acts as a trigger for Overview camera to capture entire violation scenario in case red light violation is detected. ANPR and Speed violation detection is a continuous process which doesn't depends upon the the status of traffic light. Speed Camera with ANPR functionality: Speed camera with ANPR functionality captures the image of license plate of the violating vehicle, using OCR converts it into readable text and simultaneously show its speed. The system gets activated if the presence of vehicle is detected in this zone while the traffic light is RED.

5 Page 3 Overview camera: Overview camera is used to show the entire violation scenario. Its field of view is wide which generally comprises of Zebra crossing/ Stopline, status of traffic light, Traffic clutter etc. Overview camera is also known as RLVD camera or Evidence camera. It captures the details of the violation in a single image, showing status of the traffic light- which is red, position of the violating vehicle, traffic clutter and Pedestrian crossing/stop line & makes a small video of violation for t-n and t+n (here, t= time of violation, n being the user defined time in seconds, which is usually 5secs), which can be shown as an valid evidence against the violation in the court of law, if required. Please refer to GUI screenshots on succeeding pages. Local Processing Unit: It processes the feed of vehicle license plate and violation data the send it further to central monitoring server located at the central location/control room. IR Illuminators: It is used with Speed cameras to help to capture the number plates even at night. Hence, number plates can be captured efficiently in dark as well and system can work day and night in 24x7 environment. Central Monitoring Server: It is located at the central location/ control room and takes data/feed from the LPU. It can be integrated to Vehicular databases for fetching the ownership details of the violating vehicle. Third party software integration is also possible-for this API can be provided to the respective OEM. TrafficMon- RLVD system does not require lane disciplined traffic for violation detection. It comes with state of the art, user-friendly graphical user interface (GUI) for seamless operation. e-challan can be made from the system itself for the offending vehicle. The system take the input of the traffic light signal for detecting the phase of the traffic light. The system can also generate alert if traffic light doesn t change after certain duration of time or any malfunction. The same hardware namely the Speed camera is also capable doing ANPR and capturing vehicular speed at the junction point. It has been noticed, world over, that accidents happening at the junction due to over speeding have majorly resulted in fatalities.

6 Page 4 TrafficMon-RLVD system uses Video based technology which is far better than radar or loop based systems. Video based technology which can work efficiently in Indian traffic scenario i.e. Lane in-disciplined Traffic. State of the art Graphical User interface (GUI) provides following information: Image of the vehicle Image of the number plate Text conversion of number plate using OCR (Optical Character Recognition) technology Date, Time and location of offense Time since Red Light Speed of the Vehicle For RLVD violation system stores the following information: Video clipping of violation of +t to -t sec. +t being the time after occurrence of violation, -t being the time of before occurrence of violation Evidence picture (s) showing Type of violation Speed of violation & Notified speed limit(optional) traffic clutter number plate data status of traffic light date and time location etc. Please refere to then images/gui screenshots on page no. 5 and 6.

9 Page 7 Fig. 1.2 As shown in Fig 1.2 above and Fig 1.3 on next page screenshots, the gantry height is between 6 to 6.5meters from the road level (As per NHAI guidelines). The cameras (Evidence and Speed/ANPR) would be installed at a diagonal distance of 13 to 15 meters (over gantry) from the Zebra crossing (Fig. 1.2). Each ANPR camera can cover an area of approx 3.5meters in width. The vehicles which crosses the stopline becomes the offending vehicle and ANPR will capture license plate of the that vehicle. Using OCR technology that captured number plate s image will be automatically converted into readable text and marked as offended vehicle in the ANPR software.

16 Page 14 Why Vehant and its RLVD system? Our development center and manufacturing facility is in India. Since the development center is in India, customization as per the need of the project is possible. Cost optimization: Same set of hardware are capable of doing ANPR, detecting Speed of the vehicle and doingred light violation detection at the intersection. Since the hardware is same, hence cost optimized solution with maximum benefits can be achieved. Overview camera that will do Red Light Violation Detection, can (optional) work as Vehicle Detector camera. The most significant feature of these cameras are- number plates can be captured efficiently in dark as well using IR illuminators. Alert generation for hotlisted category vehicle like wanted, stolen etc. Report generation at central location e.g. Per day, per month, location-wise, violation-wise etc. This system is made to work extensively in 24x7 environment. It can detect and read license plates automatically in real time. It can be integrated with other security module. User friendly GUI. Potential decrease in violations like red light jumping, over-speeding etc. can be achieved Largest number of ANPR installations in India.
