2 page 2 of 11 1 Introduction Mr Davidson (ETSI Board member) opened the meeting and explained the history behind the creation of this group. Mr Scrase (ETSI Secretariat) welcomed the delegates to the ETSI Headquarters and explained the arrangements for the meeting. The Agenda was presented and approved as contained in Annex A. The list of participants is given in Annex B. 2 Selection of Chairmen 2.1 Chairman for GMM Co-ordination Group Mr Davidson announced that following a request for nominations for Chairman of the Group, the nomination of Mr Per Björndahl (Ericsson SE) had been received. Mr Björndahl was appointed by acclamation as Chairman for a two year term of office. 2.2 Chairman of GMM Architecture Framework Sub-Group Mr Davidson announced that following a request for nominations for Chairman of the Architecture Framework Sub-Group, the nomination of Mr Kirit Lathia (Italtel, IT) had been received. Mr Lathiia was appointed by acclamation as Chairman of the Sub-Group for a two year term of office. 3 Presentation of GMM Report Mr Lathia gave a presentation of the GMM Report together with an explanation of the main objectives of the GMM concept. This led to the proposal that there were three milestones which should be used to plan the work of the GMM CG as follows: Milestone 1: "One picture to the customers" Integration of various ETSI work item management to obtain a consistent picture (ie work towards the same goal rather than against each other because of lack of information). Milestone 2: "One face to the market". Ensure that all work items are brought together to the common GMM platform (ie avoid duplication and overlap and reinforce consistent phased delivery). Milestone 3: "Brand Unification". Promote how advanced services and applications could be offered in different environments using the GMM platform and various technologies (eg ISDN, ATM, GSM, UMTS, S-PCN etc). 4 TC/EP current standardization activities Mr Kruys gave a presentation on the Hiperlan activity taking place in RES10 and the commonality between that work and UMTS [GMM1(96)5]. Mr Lathia commented that the GMM conceptual model had only addressed public core networks and that private networks would need to be considered since Hiperlan could eventually be routed through any network. Mr Kruys added that from a mobility point of view, the changeover would be challenging, especially with bit rates as high as 20 Mbit/s and speeds approaching 200 km/h. Mr Lucas noted that the presentation considered only the interface between Hiperlan and UMTS stressing that the GMM architecture would need to extend much wider than this. Mr Schink explained that EPIC would now report directly to the ICT Standards Board rather than to ETSI [GMM1(96)7]. Moreover, there was a risk of overlap between the work of the GMMCG and EPIC which could be reduced if the GMMCG was to be considered as an EPIC sub-project. EPIC had already discussed the matter concluding that a close co-operation between the two groups was essential. Mr Kaiser explained the work taking place within TC SPS concerning CTM/DECT enhancements and CAMEL. Also explained was the work taking place on core INAP enhancements for feature control. Mr Lucas explained the TC NA activities concerning UMTS and the creation of the GoNow (Group. The need for TC NA to be involved in number portability was also stressed (although SMG would lead this mandate). The work of the CTM Project was also explained.

3 page 3 of 11 Mr van Diepenbeek reported that the broadband access sub-project within EPIC had led to a proposal for a new ETSI Project and that a proposal for such a Project would be considered by the Board shortly. The proposal was being prepared in conjunction with TC TM. Also explained were the activities taking place within TC RES. The meeting noted the apologies for absence received from Mr Ring who had intended to make a presentation concerning DAWS. It was expected that such a presentation would take place at the next meeting. Mr van Bokhorst explained the relevant activities taking place within ECMA TC32 which were largely related to CTM. Mr Hébert explained the work of the User Group. There were two activities at present which were of relevance to GMM; the preparation of an ETR on interworking/interoperability between networks and multimedia terminal equipment; and an activity concerning addressing and directories. Mr Scrase explained the changes that had taken place with the Multimedia project, and the creation of a new activity called the Multimedia Terminals and Applications Project. Mr Adams explained the current organization within SMG. Mr Samukic explained the phased approach to the development of UMTS standards within SMG [GMM1(96)12]. 5 GMM Architecture Framework Action Plans Mr Davidson reported on the discussions that had taken place during the previous GA and Board meetings which had led to the conclusion that further work was required to refine the GMM architecture. However, it was agreed that it was not actually an architecture that was required but more an architectural framework. It was agreed that this activity would probably be completed within a 1 to 1,5 year time frame after which the Architecture Sub-Group could be closed. Referring to the 3 milestones previously discussed (see section 3), Mr Lathia proposed that milestone 1 (Integration of various ETSI work item management to obtain a consistent picture) and milestone 3 (Promote how advanced services and applications could be offered in different environments using the GMM platform and various technologies) should be completed by the whole of the GMMCG. Milestone 2 (Ensure that all work items are brought together to the common GMM platform) should be performed by the Architecture Sub-Group. The output of the Architecture Sub Group would be the refinement of the GMM platform and architecture. 6 GMM Co-ordination Action Plan The group considered how best to approach the first milestone. It was agreed that the matter was urgent and that a full understanding of the existing work should be achieved by mid-march. It was agreed that a full analysis of the ongoing activities should be undertaken by considering the four domains given in the conceptual model (ie Terminal Equipment, Access Networks, Core Transport Networks and Application Services Domains). It was also agreed that within each domain the work could be categorized into the following topic areas: General aspects; Mobility Management; Generic Radio Access Network (GRAN); Services (including interoperabilty and feature control); Numbering and Addressing; Interworking (including protocols); Charging capabilities and traffic measurement; Security; Network Management; Networking aspects; Transport protocols. The Secretary was requested to write to TC and EP Chairmen asking them to examine their work programmes and to indicate which items were relevant to GMM. [Note: that subsequent to the meeting it was agreed that Mr Samukic would undertake a similar exercise in parallel and that the results would sent to TC and EP Chairmen]. Due to the urgency of this work a deadline of 31 January should be recommended for their responses. The text of the letter sent to TC and EP Chairmen can be found at Annex C. It was agreed that milestone 2 would be approached on the basis of the responses received from TC and EP Chairmen.

It was first felt necessary to prepare an overview of the GMM related activities which are already taking place within ETSI (or which are expected to take place in the near future). Your assistance in this task will of course be invaluable. You will recall from the GMM Report that a conceptual model had been prepared comprising of four domains, namely; the Terminal Equipment Domain, the Access Networks Domain, the Core Transport Networks Domain, and the Application Services Domain. For convenience, the conceptual model is reproduced at Annex A. The GMM CG believe that a number of Topic areas exist within each Domain, and arrived at the following preliminary list: General aspects; Mobility Management; Generic Radio Access Network (GRAN); Services (including interoperabilty and feature control); Numbering and Addressing; Interworking (including protocols); Charging capabilities and traffic measurement; Security; Network Management; Networking aspects; Transport protocols; The GMM CG (with the assistance of PT 83) is now attempting to make a snap shot of the ETSI Work Programme to identify what relevant work is taking place within each Domain and Topic area. It is hoped that the results, which will be sent to you all, will be available by 10 January My request is that you give some thought to the relevance of the work in your TC/EP to the GMM conceptual model such that you may be able to comment on the analysis which you will shortly receive. In order to meet the demanding timescales imposed on us all by the changing telecommunications market, a target date of 31 January 1997 is foreseen for you to provide your comments. I appreciate that this will not allow you to discuss the matter within your own committees, but I ask you to respond in the best way you can given the limited time available. I will write to you again shortly, enclosing the analysis that has been prepared. I wish you a Happy Christmas and thank you in advance for your co-operation.
