3 Commercial wireless platform development establishes the baseline LTE Wireless Platforms for both infrastructure and mobile devices are well-established through rigorous conformance, interoperability, RF, and field testing practices. Each of the four major US carriers individually cover populations of 250 to 300 million people with LTE networks. Significant efforts to bring LTE into the Public Safety domain are underway in nations such as the UK, France, Korea, and the United States. The Public Safety market in the United States is estimated by FirstNet to include between 4 and 13 million users. LTE for tactical/battlefield communications is becoming more prevalent and there is a strong push for LTE in the utilities and transportation sectors. The ability to leverage and utilize the commercial wireless platforms as the basis for Public Safety devices is critical. 3

8 Proof-of-Concept: 3GPP to Reality High Power User Equipment (HPUE) HPUE Background Coverage improvement and extended cell ranges via the High Power User Equipment (HPUE) feature, suitable for routers and vehicular modems. Standardized in 3GPP Release 11 for LTE Band 14. Increases uplink output power from +23dBm (200mW) to +31dBm (1.25W). Complements network-based downlink extension features to enhance coverage and the cell footprint. 11 Final Thoughts. Leveraging the commercial device platform baseline and 3GPP features to the fullest extent possible will help to provide cost savings, ensure interoperability, and reduce the time to market for public safety devices. Public Safety users do have specialized device needs beyond those of commercial users and help to drive the device and system requirements. Many of the needs specific to Public Safety can be accommodated at the device level but do have a cost impact. Public Safety features such as Indoor Positioning and Mission Critical Communications have deeper impacts in the ecosystem and require low-level design consideration as well as industry collaboration in both the Standards and Regulatory forums. 11
