2 Background Papua New Guinea (PNG) is one of the richest countries in cultural diversity and natural resources in the world. PNG ranks 157th out of 187 countries in the UN HDI (2014) and falls in the low human development category. By 2015, the country was unable to achieve any of the MDGs. In PNG, most people (87%) live in rural areas. 41% of the rural population in PNG falls below the poverty line ($2 PPP).

3 Background Huge revenues from oil/gas & mining sector boosted the economy grow 7% avg. last decade However, it has not been translated into well being of PNG citizens PNG is in the below 15% combating corruption in the world (World bank) PNG features 139th out of 168 countries, 168 being the worst (2015 TI Corrup. index)

4 Background Facing corruption: Law & regulations, institutional levels, system & processes, internal/external controls, CSOs (media, workers, etc) and citizens In PNG, public participation has wantok system that limits expose & combat corruption Very low internet availability in PNG (6%<) The SMS system as a way to expose corruption Phones Against Corruption

5 SMS system characteristics It is an Interactive TXT message system Is not a mobile app. It is a SMS system. Does not require internet access Is free of charge for the users free textit is anonymous Runs in any simple mobile phones User friendly Available in Local language (Tok Pisin) and English Unique and special number Coverage to 98% of the population Network operator
