What is ETSI? World Class Standards Recognised European Standards Organisation (98/34/EC) Association of Industry players manufacturers, network operators, service providers, administrations, users, industry associations, universities, research bodies global l membership with direct participation p 3 3
ETSI in 2010 A recognised European standards organization Separate from CEPT and the European Commission World Class Standards Independent, not-for-profit association offering direct participation 742 Member organizations from 62 countries and 5 continents* Setting globally-applicable standards for Information and Communications Technology (ICT) and related fields Electronic Communications Networks and Services and related fields Application-related areas e.g. emergency, transport, health Broadcasting, audio-visual, multimedia We have over publications* available free of charge! * March 2010 ETSI
ETSI objectives Introduce innovative ideas to a wider market World Class Standards Ensuring interoperability ETSI Centre for Testing and Interoperability Permanent centre of expertise on interoperability and conformance testing Plugtests TM : Validation of standards and equipment Ensuring smooth integration in the regulatory process Working with CEPT and EC/EFTA Enhancing commercial impact throughout world markets Co-operation with other regional and International bodies ETSI
Networked mobile wireless robots In general considered as platforms including Sensors Actuators Computing Communications Radio communication With humans With machines With each other With the smart environment ETSI
Some existing ETSI projects World Class Standards ETSI has 38 active technical committees (including Partnership Projects and Industry Specification Groups), e.g: Digital Enhanced Cordless Telecommunications (DECT) Intelligent Transport Systems (ITS) Machine to Machine (M2M) Reconfigurable Radio Systems (RRS) Autonomic Network Engineering for Self-Managing Future Internet (AFI) Electromagnetic Compatibility and Radio Spectrum Matters (ERM) ETSI

M2M Fundamentals World Class Standards Machine-to-Machine involves communication without (or only limited) human intervention. M2M is about combining electronics, telecommunication and information technologies in order to connect remote devices and systems. M2M communication can use both wireless and fixed line networks. 22

The ETSI M2M Challenge World Class Standards M2M technical solutions are highly fragmented and usually dedicated to a single application (e.g. fleet management, meter reading) Multitude of technical solutions and disperse standardization di ti activities iti result in the slow development of the M2M market Standardization is a key enabler to remove the technical barriers and ensure interoperable M2M services and networks 25

AFI ISG ETSI Industry Specification Group on Autonomic network engineering for the selfmanaging Future Internet 28
An ISG is World Class Standards A special type of committee existing alongside the current Technical Organization. Industry Specification Groups are easy and quick to establish and enable groups of ETSI members to gather and develop ETSI Group Specifications (only) to address a very specific technical area 29
AFI ISG is developing World Class Standards Reference Model of a Generic Autonomic Network Architecture t (GANA), Interfaces for governance, GANA Meta-Model, Advanced systems engineering methodologies for the engineering i of context-aware t autonomic Decision-Making- i Elements (DMEs) Use cases and scenarios. AFI will measure the benefits of Autonomics/Self-Management 30
How it started EC funds a grouping of R&D projects working on Future Internet aspects (new network technologies and services) 400m to 500m in EC funding allocated from 2007 to EFIPSANS FP7 project. EC-funded 3 year R&D project launched in January 2008, FP7 : to extend IPv6 with self-management and self-organisation (autonomic) features. One of most important projects : more than 20m total budget with partners such as Ericsson, Alcatel-Lucent,Telefonica March 2008 : first contact was made with Ranganai Chaparadza from FOKUS (now AFI chairman) and Ericsson EFIPSANS project co-ordinator ordinator Andras Toth. May 2008: ISG concept was presented to an EFIPSANS meeting. ISG AFI was officially established in January

ETSI is open for ICT innovations Reduced barriers to participate Reduced fees for Small/Medium Enterprises, Users and Research Bodies Reduced costs of participation (electronic working methods) New portal project ongoing Remote collaboration tools Pre-standardization is an ETSI Board Strategic Topic Facilitating new ideas Linking to research Industry Specification Group (ISG) Partnering and hosting Plugtests to validate standards and test interoperability of products (both ETSI and non-etsi standards (e.g. IPv6)) ETSI
Can ETSI help Networked Mobile Wireless Robotics? ETSI
Too early World Class Standards The timing problem in standardisation Technology still immature No market or major uncertainties in the market No best solution No consensus Too late Much money has been invested in incompatible solutions Fragmented markets Competing technologies Fierce competition in (overlapping) cross-sector market segments CEBIT Networked Robotics ETSI
Meeting the window of opportunity Pre-Standardization Standard Setting Post-Standardization Embryonic stage: The making of a Maintenance: Technology breeding Business nurturing standard Corrections Incremental feature enhancements Not yet a best solution There is a best solution (at least consensus on a solution) Overall system architecture frozen Enhancements and enrichments of the solution Studies Technical standards d CR and new releases Gap analysis Assessments of competing solutions CEBIT Networked Robotics ETSI
Options for introducing standards work to ETSI Prestandardization di i Workshops Evaluation / testing of existing technology Adopt existing work (Industry Specification Group, Publicly Available Specification (PAS) procedure) Start new standardization activity Start new work items within an existing ETSI Technical Body Create a new Technical Body Enrich/enhance existing ETSI standards ETSI
