4 National Health Information Committee Ministry of Public Health National Health Information Standards sub-committee Claim Data Center CaseMix Office of National Health Financing Development Committee (Chair: Prime Ministry) Health Information Standards Project Audit Data Standards Ministry of Finance Ministry of Labor NSHO HSRI Health Information Standards Network Health Information Standards Development Project Mission To develop and facilitate the development of Thailand health information standards in order to achieve health information systems interoperability with the ultimate goal of better health care Vision: Thailand has national health information standards which enable seamless health information exchanges for better health care of Thai people. The standards are accepted and adopted by all Thai health system stakeholders and are compatible with international standards.

6 1 st year (2012) HSRI s Health Information Standards Development Project National Health Information Standards Development and Maintenance mechanism policy proposal for NHIC Adopt Laboratory coding standards : LOINC standard Develop data set DRG V5 SNAP 2 nd 5 th year Revise important standards e.g. National Drug Code Consider standards: HL7-CDA, SNOMED-CT Strengthening health information standards personnel training Health information standards network Challenge How can we develop a laboratory coding standard that can be used by all functions of healthcare service information systems, given that the current laboratory information cannot be exchanged among different systems due to the lacking of the national laboratory coding standard.
7 Desire Result By December 2012, laboratory health information standard, specifically Logical Observatory Identifier Names and Codes (LOINC ), will be announced and adopted as one of the health information national standards in Thailand. Indicators Number of multi-sectoral experts join standard development team. Number of technical meetings conducted. Number of stakeholders involved in development of the standard. Number of nationwide HIS projects that adopt LOINC standard. Wb Web standard d registration. it ti Percentage of HIS applications exchanging clinical data based on LOINC. Establishment of the National Health Data Standards Maintenance Office.
8 MoPH Health 2012 ehealth project Provincial data center projects (all 72 provinces) Pilot health h information i exchange projects (5 provinces) MoPH data center, data warehouse and business intelligence Videoconference connecting all provincial health offices with MoPH project What are the main difficulties for the development of ehealth? 1. Many health information systems and ehealth development vision among many powerful health institutes e.g. MoPH s departments, National health security office, National Health Commission, Universities hospitals. ff i ll b i h i S d 1. Less effective collaboration mechanism among HIS and ehealth stakeholders.
9 What are the priorities for the development of ehealth? 1. Development of National health information standards 2. Harmonizing health information demands of there major national health insurance foundations (Universal Coverage scheme, Civil Servant Medical Beneficially Scheme and Social Security Scheme), Ministry of Public Health 3. Health information exchange of referral system and chronic disease management systems 4. Strengthening competency and increase numbers of personnel who work in ehealth and HIS What are the cultural factors influencing the development of ehealth? 1. No prominent cultural factors that influencing the ehealth development 1. Health professional are comfortable using ICT.
10 What is the link between ICT infrastructure and ehealth development? There is no formal link between ICT infrastructure development agencies and health institutes. There are a few collaborations between MOPH, Ministry of ICT and Ministry of Science and Technology through projects and working groups related to ehealth and HIT infrastructure. Lessons to be learned from the country s ehealth experiences! What should be done What should not be done 1. Create HIS & HIT network among health systems stakeholders in? the country. 2. Involve as many as HIS and HIT stakeholders as possible
