2 WEEE Waste Electrical & Electronic Equipment Aims To encourage re-use and recycling of Waste Electrical & Electronic Equipment. To encourage producers to become more environmentally responsible by giving them responsibility for recycling product. Applicable for both business and consumer markets Focus for this presentation is business

3 Where are we with WEEE? Non-Statutory guidance has been issued and will be revised as required producers have registered (EA Data) More continue to register Market derived from registration is: 1.4m t B2C, 1m t B2B. (EA data) WEEE Legislation came into force Producers to register with Compliance Scheme Producer registration numbers issued Applications for DCFs required for 1 July start Producer WEEE obligations commence January 15 March 25 April 4 May 1 July

4 Challenges & Opportunities of WEEE Challenges Am I a Producer, Distributor or End-user? Ask the EA if in doubt. According to a recent survey IT Week report just under half of SMEs questioned knew about the WEEE directive. WEEE regulations present additional cost to producers. End-users need to know what to do with WEEE Opportunities End-users get free recycling. All treatment facilities and producer recycling programmes need to comply with the WEEE regulations.

5 How do Producers need to comply? Definition a manufacturer of EEE, selling under your own brand in the UK; or a business based in the UK selling under your own brand EEE manufactured by another person; or a professional importer introducing EEE to the UK market; or a business based in the UK that places EEE in other European Members States by means of distance selling. Needs to Join a Producer Compliance Scheme and report sales, provide financing in line with obligation. Marking of EEE put on the market. Make information available to treatment facilities for EEE put on the market. Provide distributors with its WEEE registration number on transactional documents

6 How do B2B Distributors need to comply? Definition a retailer of new EEE; or a wholesaler of new EEE; Needs to Fulfil or pass on any WEEE obligations contractually as agreed with the producer Does not need to Provide the producers registration number to the End-user

7 How do End-users need to comply? If historic WEEE (placed on the market before 13 August 2005) is not being replaced by new EEE serving an equivalent function the end user is responsible for arranging and financing its collection and treatment themselves in accordance with the WEEE regulations. Must be treated at an AATF For all other non-household WEEE, there should be a responsible Producer or Compliance Scheme that can be called on to collect and treat the WEEE unless the producer has made alternative arrangements with the end user. Alternative arrangements can be agreed

Will be providing our WEEE registration number on all customer facing documentation Accepts responsibilities under the regulations and will comply Have been operating own take back programmes for the past 6 years. Improving customer awareness on the environment Actively developing environmental advantages for its products through its Design for the Environment (DfE) programme DfE also aims to prevent environmental burden shift from one part of the lifecycle to another Influenced by Cost, Legislation, efficiency of compliance schemes

9 Questions How will end-users handle the impacts? Do I have any obligations? Who is the producer? Which scheme do they belong to? What is their take back mechanism? Who takes back what? What do I do if the distributor goes bust? Will the system work? DTI says it will
