9 Conclusions Radio spectrum is essential to all forms of wireless communications and hence to our economic and social wellbeing and to homeland security and national defense Rapid growth in the uses, number of users and spectrum consumption per user has led to congestion and threatened even greater scarcity especially in the more desirable portions of the resource in densely populated areas While traditional means of relieving spectrum scarcity should indeed must be aggressively pursued, they are constrained by both practical and theoretical limitations which means that broadband wireless service providers must rely upon densification and frequency reuse in order to meet customer expectations Given the critical importance of increasing densification through the deployment of small cell technology in wireless systems, it behooves policymakers and regulators at all levels of government to facilitate their deployment

15 Solutions: Alcatel-Lucent s Small Cell Portfolio Indoor/Outdoor Metro Cells Indoor Large areas are as easy to cover as smaller ones requiring only a single cell within buildings, providing coverage for high-use hotspots such as hotel lobbies, railway stations and airports, or for wholly blanketing a mall with superior coverage. Small Cells Self-Organizing HetNets Cloud-Based Outdoor The all-in-one metro cell integrates the antennas, amplifier, transceiver, remote radio head (RRH ) and baseband unit (BBU) into a single unit that is easy to deploy. 16 Considerations for Small Cell Deployment Example: Federal Property Federal government should adopt one seamless policy to promote the deployment of small cells on public property: - One uniform process to deploy small cells on Federal property; - Access to electrical power; - Access to Internet access connections for backhaul; - Commercial access to buildings (e.g. rooftops, outside facade, lamp posts or other appurtenances), including ease of access to deploy and/or maintain facilities (e.g. secure, but simplified/streamlined physical access); - Billing: one-stop capability for commercial entities to pay for access to electrical power, Internet access, and rent for building access. Uniform Federal policy can promote benefits outside of Federal Government property: - Template for State and local governments to follow; - Promote investment in infrastructure and quality of service for consumers through spectral efficiency. 16 COPYRIGHT 2011 ALCATEL-LUCENT. 33 Wireless Backhaul Case: Small Cell Backhaul Challenge Challenge 1: Wide-area licensed millimeter wave backhaul bands have not been robustly built. Mostly some spectrum lease builds and some cheap license saver networks. License waivers/extensions & rule change requests pending Solution: Many wide-area millimeter band backhaul licenses were terminated, yet could be built subject to a FiberTower Petition for Reconsideration. What is at stake: National-scope small cell backhaul network. Investors on file with FCC as ready FiberTower is the only licensee on record at FCC at 24 or 39 GHz that is developing a large-scale, small-cell equipment ecosystem for these bands that meets carrier/govt SLAs.
