8 [NNP] IS THE ABILITY OF USERS OF TELECOMMUNICATIONS SERVICES TO RETAIN EXISTING TELECOMMUNICATIONS NUMBERS WITHOUT IMPAIRMENT OF QUALITY, RELIABILITY, OR CONVENIENCE WHEN SWITCHING FROM ONE TELECOMMUNICATIONS CARRIER TO ANOTHER OR WHEN MOVING FROM ONE PHYSICAL LOCATION TO ANOTHER. - Federal Communications Commission Move anywhere, select any provider and retain the same telephone number.
9 WHY DOES IT MATTER? AS A CONSUMER I don t need to worry about moving. I can shop around. I don t need to update all my friends on social media every time. AS A BUSINESS In addition to the same benefits that consumers get, I don t need to give up a part of my business identity. Numbers can have value.

12 BELL TELEPHONE COMPANY Founded by Alexander Graham Bell s father-in-law, Gardiner Hubbard in Acquired several companies as it grew, went through a few name changes, and acquired by its own subsidiary the American Telephone and Telegraph Company (AT&T). Expanded into Europe, and was at times the world s largest telephone company. $216.13/5 minutes
13 MONOPOLY ISSUES For over 100 years, the Bell System controlled almost all telecom in the US In 1984 the company was broken up into 7 companies called Regional Bell Operating Companies or RBOCs (also known as Baby Bells and each RBOC could only operate in specific geographic areas. Area/Use New York & New England Mid-Atlantic Great Lakes Southeast South-central Pacific Northwest, Midwest, and Rocky Mountains California and Nevada RBOC NYNEX (now Verizon and FairPoint) Bell Atlantic (now Verizon and Frontier) Ameritech (now AT&T Inc.) BellSouth (now AT&T Inc.) Southwestern Bell (now AT&T Inc.) US West (now CenturyLink) Pacific Bell (now AT&T Inc.)

15 THE CREATION OF LOCAL ACCESS & TRANSPORT AREAS Over 200 LATAs in the United States LATAs tend to be drawn around markets not state or area code borders.
16 TELECOMMUNICATIONS ACT OF 1996 RBOCs still existed we need more competition. Let anyone enter any communications business and let them compete. Introduced local number portability, the concept of interconnectedness Required RBOC (now incumbent local exchange carriers) to provide CLECs (new, competitive local exchange carriers) wholesale access to networks Expanded the Universal Service Fund
17 WHAT EXACTLY IS LOCAL NUMBER PORTABILITY? For example: 503 (NPA) 252 (NXX) 6227 (LINE) Location routing numbers (LRNs) allow for LNP (with some limitations)
18 OPERATIONAL STEPS TO LNP TODAY Confirm coverage/an LRN in the LATA. Get permission to do business with the losing operating network Acquire access and learn to interact with the system (if applicable) Request a Customer Service Record (CSR) and validate the information Submit a Local Service Request (LSR) and pray you don t get a rejection Once you have Firm Order Competion (FOC) build your SVs in NPAC Activate the number and migrate it to your SPID The complexity of this process is entirely dependent on the losing carrier.

21 LNP AS-IS, IS FRUSTRATING FOR EVERYONE Can take anywhere from a day to weeks to move a number A lot of training is required to bring employees up to speed National Number Portability doesn t currently address the actual CSR/LSR process in any way, shape, or form. The current paradigm is unsustainable.

24 3 MAIN PROPOSALS COMMERCIAL AGREEMENTS MODEL Use a third party entity to install points of interconnection in various LATAs, using the network as a way to route interlata calls to ported numbers. NON-GEOGRAPHIC LOCATION ROUTING NUMBER MODEL Create a new area code unaffiliated with any particular location. This non-geographic area code would be the area code for just NGLRNs, and allow for non-geographic numbers. NATIONAL LOCATION ROUTING NUMBER MODEL Allow ported telephone numbers to be associated with any LRN regardless of the geographic area associated with the LRN. iconectiv s GR-2982-CORE specification wasn t too popular
25 RULE CHANGES MADE IN THE SUMMER OF 2018 ELIMINATION OF THE DIALING PARITY RULE Was intended to ensure that consumers could choose and access a stand-alone long-distance provider without dialing extra digits. EASING OF THE N-1 RULE Removing the requirement that requires the next-to-last carrier in a call typically the long-distance provider to query the number portability database. The modification allows other carriers in the chain to query the database.
