The organization NMi is OIML Issuing Authority since NMi is designated by its CIML member for 21 OIML Recommendations, including R60 for load cells and R76 for non-automatic weighing instruments. NMi signed the OIML Declaration of Mutual Confidence for R60 in 2007 and for R76 in Competence for participation in the MAA is demonstrated by means of accreditation, granted on 22 February For maintaining the DoMC a OIML MAA approved expert periodically participate in the annual assessments for accreditation. NMi deposits its own test and examination facilities. On clients request electromagnetic immunity tests can be performed at EMCJ in Japan. 4 2. Information on the Quality System relevant to the OIML certification system 2.1. Issuing Authority Changes in personnel, structure and organization Evert Kraaijenbrink started in 2013 at NMi as manager of the department for Product and System Certification, which include the type examination of load cells and non-automatic weighing instruments Results of the last management review The management review 2013 was performed by the management team. The review is performed according the INK model, covering mission and strategy, human resource and facility management, management of processes, appreciation by staff, clients and society and financial results. The management review issues mentioned in the ISO/IEC 17020, and (e.g. interlaboratory comparisons) are discussed in the management of processes and found correct and complete. Among others, the management concluded that next steps shall be taken to prepare implementation of the ISO/IEC to get in line with the international product certification developments and OIML certification system Results of internal audits Internal audits are performed at three levels: Quality Management System as umbrella of quality policy and procedures, a technical audit on the standard requirement at the laboratory and internal peer-to-peer assessments on the level of working instruction and performance (see 2.2 for the laboratory). The results of the QMS audit of 29 October 2013 showed compliance with the requirements of ISO/IEC 17025, and The digital quality system, a wiki based knowledge system, demonstrated to be effective and familiarized within the whole organization. Improvements can be made on the digital page approval Results of external assessments (accreditation audits/peer reviews) Date of assessment: 28 November 2013 Assessment team leader: Ger Egberts (Lead assessor of the National Accreditation body) The quality system is in compliance with the international standard for testing and calibration laboratories ISO/IEC and inspection ISO/IEC No non-conformities have been observed in the quality system Internal testing Laboratories The internal testing laboratory is part of the Issuing Authority. The internal and external assessments are combined audits with the Issuing Autority Changes in personnel, structure and organization Matthias Meijer and Ewout van der Grinten are trained and approved experts to perform tests and examination in the scope of OIML MAA R60 and R76. Both experts, including the present registerd expert Jan Konijnenburg, were subject of the external assessment with the OIML MAA expert Results of internal audits The results of the technical audit on the requirements of the standard demonstrated compliance (no nonconformities observed). The peer-to-peer assessment on weighing demonstrated no nonconformities, some improvements have been identified on document control on the level of working instructions and project files Results of external assessments (accreditation audits/peer reviews) Date of the assessment: 28 November 2013 MAA expert: Denis Vogel from LNE, France (approved OIML MAA expert R60 and R76) The technical audit covered NAWI (R60&R76) and AWI (R51) as well as EU as OIML certification system. The audit included the activities performed at EMCJ in Japan (listed as external laboratory). The expert reported compliance of the system and Competence is Ok. One nonconformity was observed by the EMC expert of the audit team on the intermediate checks for discharge tests. It was observed that the check on the 470k resistor between the reference plate to the earth plate was not periodical performed as indicated in the instruction. 5 Changes in personnel, structure and organization No changes. Periodical training by NMi staff on metrological issues is performed periodically. During the execution of the tests NMi experts guide EMCJ experts where required (e.g. by internet video) Results of internal audits Internal audit is executed for each segment and section according to the plan in timeframe of June to August in The result of internal audit showed that several instructions are not detailed describing the processes and some of records are not updated or stored. The most of issues are related document control and one major nonconformity for inefficiency of the test preparation due to applicable instruction was not updated. Corrective actions are completed Results of external assessments (accreditation audits/peer reviews) Date of the assessment: 28November to 2 December 2013 Assessment team: Mr. Daniel D. Hoolhan from NVLAP Assessor The audit was a renewal assessment for Calibration Lab and EMC Lab and additional scope of accreditation to be covering additional/updated EMC test standards for EMC Lab. The result of assessment showed that the used computers for EMC testing are not listed as EMC test equipment nor are they shown in the test report, the daily check data is not recording the data in a way that trends are detectable and statical techniques are not being applied to the results. The corrective action plan has been submitted recently and in progress. 3. Complaints No complaints have been received in the scope of the MAA. 4. Results of Comparisons NMi completed a comparison on load cells R60 in the range up to 500kN. Tests are performed according ISO 376 in order to compare the results on R60 Class 00. Next to NMi two national standards laboratories and two manufacturers test laboratories participated in the comparison. The results of all laboratories are within the En<1, expect for one test facility of one participant (M2-1: 0,93<En<2,26). It appeared that the facility has a constant deviation (an absolute shift), which is not effecting type examination (no absolute calibration required) but may affect calibrations performed by the laboratory. Follow up actions are started for this laboratory. L1 and L2: national standards laboratories M1 and M2: manufacturers test facilities (M2-1 and M2-2 are different facilities with different ranges) 5. Three still in progress at , not counted 6. Other relevant information In 2012 and 2013 NMi made in some cases use of third party test facilities for OIML certification. This means that NMi staff performs the tests and examinations on the test facility of a third party. All tests and examinations are performed according NMi procedures. NMi performed an assessment on the key criteria of the ISO/IEC and performs in addition laboratory comparisons to ensure the measurement results. No MTL are applied. Page 6 of 6
