2 National Accreditation Board For Testing and Calibration Laboratories (NABL) An Autonomous body under the aegis of Department of Science & Technology, Government Of India. NABL Has been established with the objective to provide Government, Regulation and Industry with a scheme of Laboratory accreditation through 3 rd Party assessment for formally recognizing the technical competence of laboratories. Accreditation services are provided for testing, calibration and medical laboratories in accordance with ISO.

3 Accreditation - Why? Accreditation assists the Indian industries to enhance the quality and reliability of Indian goods in the market and exports, thereby, catalyzes the growth of Indian economy. WTO has identified non-acceptance of test results and measurement data as Technical barrier to trade (TBT) and accreditation is considered to be the first essential step towards such technical barriers. Accreditation provided the universal acceptance of results. Laboratory Accreditation enhances customer confidence in accepting / calibration reports issued by accredited laboratories. 3

4 SCOPE of Accreditation NABL Accreditation is currently given in the following fields : Testing Laboratories Calibration Laboratories Medical Laboratories Accreditation to a laboratory is given on the basis of its capability to perform test(s) / calibration(s) and provide accurate and reliable results. A laboratory may apply for accreditation from as little as one to as many test / calibrations provided it is performing these in accordance with NABL criteria. 4

5 Assessment Criteria The laboratories seeking accreditation are assessed in accordance with ISO/IEC 17025:2005 for testing and calibration laboratories and ISO 15189:2007 for Medical laboratories. A laboratory wishing to be accredited by NABL must have a Quality Manual on its Quality System satisfying the requirements as described in various clauses of ISO/IEC 17025:2005 or ISO15189:2007 standard. Technical requirement shall also be followed as per the relevant standard e.g. for energy meters Standards are IS13779, IS 14697, IS16444 etc.. 5

6 Accreditation Process Stage 1 : Prepare Application for NABL accreditation as per NABL document NABL151, NABL 152 and NABL. 153 for Testing, calibration and Medical Laboratories respectively. The scope of accreditation for which laboratory wished to apply is to be furnished in application form itself. The laboratory documents i.e. Quality manual ( including the technical manual ) is to be furnished along with application form. Demand draft of applicable fees is to be attached along with above documents at the time of submission of application. Adequacy audit of the complete application and submitted documents is carried out by the lead assessor fixed by NABL. 6

7 Cond.2 Stage 2 : Pre-assessment audit is carried out at the Lab premises itself by the LEAD assessor. It also helps the Lead Assessor to assess the preparedness of the lab to undergo Final Assessment and total Man days required vis-à-vis the scope of accreditation as per the application submitted by the laboratory. A copy of Pre-assessment Report will be provided to the Lab for taking necessary corrective action on the concerns raised during audit, if any. After the corrective action report is submitted by the laboratory, the final Assessment Audit is Organized by NABL 7

8 Cond 3 Stage 3 : NABL secretariat shall organize the Final Assessment at the laboratory site(s) for its compliance to NABL Criteria and for that purpose appoint an Assessment team. The Assessment team shall comprises Lead Assessors and other Technical Assessor(s) in the relevant fields depending upon the scope to be assessed. A copy Final assessment Report will be provided by Lead Assessor to the Lab for taking necessary corrective action on the Non conformance(s) raised during audit, if any. The laboratory shall take necessary corrective action against the Non-conformance(s) noted in the Final assessment audit. The evidences of corrective action taken shall be submitted to NABL within maximum two months from date of final audit. 8

9 Cond 4 Stage 4 : After satisfactory corrective action by the laboratory, the accreditation committee examines the findings of the Assessment team and recommend additional corrective action, if any, by the laboratory. Accreditation committee determines whether the recommendations in the assessment report is consistent with NABL requirement as well as commensurate with the claims made by the laboratory in its application.. Accreditation Committee shall make the appropriate recommendations regarding accreditation of a laboratory to NABL Secretariat. NABL Secretariat grants the accreditation to the laboratory after analyzing all the aspects. 9

10 Cond 5 Stage 5 : Accreditation to a laboratory shall be valid for a period of 2 years and NABL shall conduct periodical Surveillance of the laboratory at the interval of one year. Laboratory shall apply for Renewal of accreditation to it at least 6 months before the expiry of the validity of accreditation. 10

17 COMPETENCE REQUIREMENT TO WORK IN LABORATORY Designation Head Of Department (HOD) Competence Requirements 1. Should be at least Bachelor of Engineering Should have at least 3 years of experience in working with departments not directly related to Metering but necessary for caring out its responsibilities. 2. Should have at least 2 years of experience at Managerial Level. Officer Quality Control Officer Technical Testing Engineer 1. Should be at least Bachelor of Engineering in Electrical. 2. Should have at least 1 year experience in meter testing. 3. Should have undergone training programs related to Quality System, Quality Assurance and preparation of Quality Manual. 1. Should be at least Bachelor of Engineering in Electrical with minimum 1 year experience in Meter testing and/or have Diploma in Electrical Engineering with minimum 5 year experience in Meter testing. 1. Should have undergone some professional course in Electrical ( Bachelor of Engineering, Diploma, or ITI ) 2. Should have at least 1 years of experience in meter testing. 17

21 NABL Meter Testing Laboratory LTCT, HT, Net Meters, Smart Meters are tested in NABL Accredited lab, Test bench is 0.05 Class of Actaris, France make. Single Phase Meter Test Bench Bench Single phase meters tested in sampling basis and Poly Phase Meters are tested 100% before going to site for installation. A Lab testing sticker is pasted on meter if it is found OK in lab testing 21
