Foreign exchange service is exchange service furnished to a customer from an exchange other than the one from which he would normally be served. S6.3.1 Dulles to Fairfax/Vienna a. Dulles customers with Fairfax/Vienna Service served from Verizon's Herndon central office. b. Foreign exchange service is offered in connection with Business and Residence Individual Access Line, and Automatic Access Line service only. c. Foreign exchange service furnished to business customers will be restricted to the use of the customer, his employees or representatives in the conduct of his business. 5 Original Sheet 5 S6.4 Multi-Media Data Service (MMDS) DIGITAL NETWORK SERVICES S6.4.1 General a. Multi-Media Data Service (MMDS) is a fiber optic based dedicated data and video transport service for intraexchange and interexchange use (point to point and multipoint service) within a LATA. Data transport service connects Local Area Networks (LANs) or hosts to remote computer locations. The video service provides broadcast quality video transport for distance learning and video conferencing applications within a LATA. b. MMDS data transport will support the following transmission speeds:* Ethernet (IEEE 802.3) Token Ring (IEEE 802.5) IBM 3270 V.35 RS449/422 Non-Framed DS1 This allows the user to transmit data traffic across the telephone network without the need to reformat the data signal prior to transmission. MMDS video is a single channel video connection that confirms to the National Television Standards Committee (NTSC) 250 standard. Video service can be point to point or multipoint transmission. S6.4.2 Regulations a. MMDS service is only offered where technical capabilities (fiber optic transmission facilities) exist. b. MMDS providing IBM 3270 connectivity is limited to customer locations served by the same serving wire center. c. MMDS service will only be used to interconnect customer locations within the same LATA. d. The network demarcation point for MMDS is on the electrical side of the Company provided network interface on the customer premises. The customer is responsible for providing all facilities and cabling necessary to connect customer equipment to the network interface. e. It is the customer's responsibility to ensure that the customer's equipment provides industry standard electrical signals for MMDS transmission. f. A Link, whether First, Additional, or Video is a transport over MMDS facilities between the Company's wire center and each customer designation location (CDL).

An Additional Data Link (ADL) is only available to CDLs with at least one First Data Link. An ADL is required if: An additional protocol is used, e.g., Ethernet and DS1. h. A Video Link is only available to CDLs with at least one First Data Link. i. The First Data Link, Additional Data Link and Video Link at each CDL must be ordered for a contract period of one (1), three (3), or five (5) years. All contracts are subject to the Contract Termination Liability as specified in S4.6.2.p. Prior to the expiration of the contract period, the customer must notify the Company of the customer's choice of the following options: (1) Convert to a new contract period of the same or different length, or (2) Continue at the completed contract period's rate but on a month-to-month basis, or (3) Discontinue service. j. If the customer does not notify the Company of one of the above options, then the Company will continue to bill the customer at the completed contract period's rate on a month-to-month basis. Contract liability charges will not apply to customers that migrate from MMDS to the Company s TLC or ATM service. k. If prior to the expiration of a contract, the customer converts to a contract period with a longer period of time, then the customer, at the customer's option, may receive credit for the elapsed time under the old contract toward the new contract period. l. MMDS requires at least one First Data Link to a CDL. When the First Data Link is terminated, then MMDS will be terminated to the CDL. An Additional Data Link and/or Video Link can be terminated without terminating the First Data Link to the CDL. m. In the initial order for MMDS service at a CDL, the contract period for Additional Data Links or Video Links cannot be longer than the contract period selected for the First Data Link. n. If the customer subsequently orders an Additional Data Link(s) or a Video Link(s) and the contract period for the First Data Link has not expired, then the following applies: (1) The contract period selected for an Additional Data Link(s) or a Video Link(s) must be equal to or shorter than the remaining contract period for the First Data Link, or (2) The contract period for the First Data Link will be extended to be coterminous with the contract period selected for the Additional Data Link or Video Link. The monthly rate for the First Data Link shall be equal to the First Data Link rate for the new contract period selected for the Additional Data Link and/or Video Link.

An Additional Data Link(s) or a Video Link(s) can be provided contract after the expiration of the contract period for the First Data Link but, the First Data Link will be placed under contract for a period equal to the contract period selected for the Additional Data Link or Video Link. The First Data Link monthly rate shall be equal to the First Data Link rate for the new contract period selected for the Additional Data Link and/or Video Link. p. The Contract Termination Liability will apply when any portion of the service that is subject to the Contract Termination Liability is terminated prior to completion of the elected contract period. The customer's liability will be equal to the monthly rate for the applicable link(s) times the number of months remaining in the contract period. q. If the customer should terminate MMDS service under contract at any CDL, the Contract Termination Liability shall apply on a CDL-by-CDL basis. r. Nonrecurring charges (NRCs) associated with MMDS service may, at the option of the customer when affirmed at the time that the service is ordered, be paid in three equal monthly installments as specified in Section S2A.1 of this Product Guide. S6.4.3 Definitions Additional Data Link - Subsequent Data Links ordered from the same CDL to the same serving wire center as the First Data Link are rated as Additional Data Links. Customer Designated Location (CDL) - A location specified by the customer for purposes of terminating Network or Switched Access Service such as the customer's premises or the building where an off-premises extension terminates. Data Link - A Data Link (DL) in MMDS is the electrical connection of the customer's data terminal equipment from the Network Interface to the Company's network supporting MMDS. The Data Link includes the Network Interface, the Network Node, and the fiber optic transport facility. First Data Link - The First Data Link is assessed on the first Data Link ordered by the customer for each CDL. Interoffice Transport - Interoffice Transport provides for the transmission facilities between serving wire centers associated with two CDLs. The Interoffice Transport monthly rate applies to fiber optic transmission facilities between serving wire centers. The rate is applied to each airline mile or fraction thereof between the serving wire centers. MMDS Ethernet Service - A Local Area Network (LAN) to Local Area Network (LAN) transport service for interconnecting IEEE LANs data rates up to 10 Mbps. This service is distance limited to a -31 db system loss budget. Ethernet service can be point-to-point or multipoint (a maximum of eight nodes).

8 Original Sheet 8 S6.4 Multi-Media Data Service (MMDS) (Continued) DIGITAL NETWORK SERVICES S6.4.3 Definitions (Continued) MMDS IBM 3270 Host/Remote Service - A half-duplex, character oriented binary synchronous host to remote transport service offered in two configurations: a. Support of BNC coaxial connections supporting up to two customer provided 3274 controllers. b. Support of coaxial Terminal Adapter Ports for connection to customer provided 3299 type multiplexer. Distance limitations for 3270: - with IBM Remote Polling Query - 12,000 cable feet. - without IBM Remote Polling Query - 3,200 cable feet. MMDS NFDS-1 Service - A non-framed, DS1 point-to-point optical transmission at Mbps. provided without synchronization and is not channelized by the Company. This service is MMDS RS-449/422 Service - An Electronics Industry Association recommended electrical interface for balanced circuits. The MMDS transport supports RS-449/422 at speeds from 20 Kbps to 9.4 Mbps. MMDS Token Ring Service - A LAN-to-LAN transport service for interconnecting IEEE LANS at data rates up to 4 Mbps or 16 Mbps. This service is distance limited to a -31 db system loss budget. Token Ring service can be pointto-point or multipoint (a maximum of eight nodes). MMDS V.35 Service - A wideband electrical signal for asynchronous transmission up to 256 Kbps. MMDS Video Service - This is the transport over MMDS facilities for single channel broad band video signals conforming to NTSC/RS250B. The service supports a single video channel with two accompanying audio channels. MMDS Video is limited to point-to-point or point-to-multipoint service where each CDL is served from the same serving wire center. Network Interface - The Network Interface is the point of electrical interconnection on the customer's premises between the company's communications facilities and the customer's terminal equipment. Network Node - The Network Node is the Company provided electronic equipment that converts the electrical signal delivered at the network interface to an optical signal. Video Link - A Video Link can only be ordered from a CDL for which a First Data Link rate is being assessed. The Video Link rate applies in addition to the First Data Link rate and any Additional Data Link rates. One Video Link must be ordered for each end (CDL) of a point-to-point MMDS Video service.

If the First Data Link is terminated, then all MMDS will be terminated to the CDL. The Additional Data Link and Video Link can be terminated without terminating the First Data Link to a CDL. First Data Link rates apply on a tiered basis as follows: one through seven sites (1-7) eight and over sites (8+) If customer requests more than seven different sites or CDLs then MMDS will be provided at the lower rate for sites eight and above. 2 - All contracts are subject to conditions for Contract Termination Liability. 3 - The Month-to-Month rate option will only be available after completion of one of the three contract period options. The Monthto-Month rate will be the same as the rate for the completed contract option.

10 Original Sheet 10 DIGITAL NETWORK SERVICES S6.5 Transport LAN Connect This service is no longer available to new Customers. S6.5.1 General Transport LAN Connect (TLC) is a fiber optic-based intra-exchange and inter-exchange network transport service. TLC is a private network transport service that does not provide for direct inter -connection with public networks (e.g. Public ATM, Public Frame-Relay, etc.). TLC offers inter-site transport of the following Customer premises facilities: 10 Base-T Ethernet (10 Mbps) 100 Base-TX Fast Ethernet (100 Mbps) DS1 (1.544 Mbps) ATM OC3c (155 Mbps) S6.5.2 Rate Regulations TLC service consists of Base Node, Additional Inter-Node Transport Port(s), Interface Port(s), Inter-Office Facility Mileage, and Inter-Office Facility Terminations. OC3c Base Nodes are required on a per site basis, thus a minimum of two must be ordered for any point -to-point inter-site transport. For example, intersite transport between locations A and B requires an OC3c Base Node at Site A and another OC3c Base Node at Site B. (Each OC3c Base Node includes the first Inter -Node Transport Port. Additional Inter-Node Transport Ports may be added to the OC3c Base Node to support bandwidth requirements of inter-site transport.) Additional OC3c Inter-Node Transport Ports are required on a per site basis, thus a minimum of two must be ordered for any additional point-to-point transport. For example, additional OC3c transport between locations A and B requires an additional OC3c Inter-Node Transport Port at Site A and another additional OC3c Inter-Node Transport Port at Site B. Requires an OC3c Base Node at each Customer site, which incl udes the first OC3c Inter-Node Transport Port. DS1, 10 Base-T, 100 Base-TX, and OC3c ATM Interface Ports are required on a per site basis, thus a minimum of two must be ordered for any point-to-point transport. For example, a DS1 circuit between locations A and B requires a DS1 Circuit Interface Port at Site A and another DS1 Circuit Interface Port at Site B. Requires an OC3c Base Node at each Customer site, which includes the first OC3c Inter-Node Transport Port. OC3c Inter-Office Facility Termination is required to terminate the OC3c Inter-Node Transport. Two termination charges apply for each transport, one at each end. OC3c Inter-Node Transport Inter-Office Facility Mileage is charged on a per airline mile basis between OC3c Base Nodes. Requires an OC3c Base Node at each Customer site, which includes the first OC3c Inter-Node Transport Port.

Definitions OC3c Base Node - (Base TLC platform with first OC3c inter-node transport port) Provides base TLC hardware/software platform (node) and node's first inter-node OC3c transport port. Additional OC3c Inter-Node Transport Port - Additional OC3c inter-node transport port to support bandwidth requirement of inter-site transport. Adds OC3c port to inter-node transport port to an existing OC3c Base Node. (Requires OC3c Base Node.) OC3c Inter-Node Transport Inter-Office Facility Termination (Per inter-office termination) Provides termination of inter-office facility transport required to support inter-office TLC inter-node transport configurations. OC3c Inter-Node Transport Inter-office Facility (Per airline mile) Provides inter-office facility transport required to support inter-office TLC inter-node transport configurations. DS1 Circuit Interface Port (Per port) Provides port interface required to support point-to-point transport of DS-1 circuit. (Requires OC3c Base Node.) 10 Base-T Interface Port (Per port) Provides port interface required to support point-to-point or multi-point transport of 10 Base-T Ethernet. (Requires OC3c Base Node.) 100 Base-TX Interface Port (Per port) Provides port interface required to support point-to-point or multi-point transport of 100 Base-TX Ethernet. (Requires OC3c Base Node.) OC3c ATM Interface Port (Per port) Provides ATM User-to-Network Interface (UNI) port required to support point-topoint or multi-point transport of ATM virtual circuits. (Requires OC3c Base Node.) Virtual circuit must be ATM adaptation layer 5 (AAL-5) unspecified bit rate (UBR) only. b. Service Description TLC's recommended configuration conforms to protocol standards publications for (10 Base-T) and 802.3u for (100 Base-TX) created by the Institute of Electrical and Electronic Engineering and/or American National Standards Institute (ANSI), publications T1.511, T1.627, and T TLC is available where facilities and conditions permit. c. Service Provisioning Company may setup arrangements for fiber on behalf of Customer. Fiber arranged by Company will be billed at the rates provided by the underlying carrier. Any special construction or non-standard charges assessed by carrier supplying the fiber will also be the responsibility of Customer. TLC service can be provisioned for DS1, Ethernet, Fast Ethernet, and OC3c ATM UNI.

Contract Termination Liability TLC services are offered on a contract basis for periods of one, two, three, or five years. All contracts are subject to the Contract Termination Liability (CTL). Prior to the expiration of the contract period, Customer must notify Company of Customer's choice of the following options: - convert to a new contract period of the same or different length, - continue at the completed contract period's rate but on a Month to Month basis, or - discontinue service. If Customer does not notify Company of one of the above options prior to the expiration of the contract period, then Company will continue to bill Customer at the completed contract period's rate on a Month to Month basis. If prior to the expiration of a contract, Customer converts to a contract period with a longer period of time, Customer has the option of receiving credit for the elapsed time under the old contract toward the new contract period. If Customer orders additional service, subsequent to existing service, then the contract period for the added service will be coterminous with the contract period in effect for the existing service. The rate for the added service will be for the same contract period option as the existing service. The CTL will apply when any portion of this service that is subject to the CTL is terminated prior to completion of the elected contract period. Customer's liability will be equal to 25% of the monthly rate for the applicable service terminated times the number of months remaining in the contract period. Deletions to Customer's service will be subject to termination liability agreements per the original contract with the exception of Customers who migrate to Asynchronous Transfer Mode (ATM) Service. b. Obligations of Company Company is responsible for service up to and including the TLC interface port. Company shall provision service over facilities suitable for TLC transmission where available, for the effective maximum line rate of a DS1 (1.544 Mbps), Ethernet (10 Mbps), Fast Ethernet (100 Mbps), or OC3c (155 Mbps concatenated). Occasionally, in order to perform software updates and other maintenance, it may be necessary to take the TLC node out of service, during the predetermined maintenance window of 12:01 a.m. to 6:00 a.m. In these cases, all attempts will be made to notify Customer in advance as to the time and duration of these outages. Company reserves the right to temporarily interrupt TLC service at other times in emergency situations.

Obligations of Customer Customer must provide compatible equipment in accordance with interface specifications defined in applicable IEEE and/or ANSI Standards. Customer is responsible for installation, operation and maintenance of any Customer Provided Equipment (CPE). Customers who choose Ethernet (10 or 100 Mbps) must specify if they intend to utilize full or half duplex. Customers who choose OC3c (155 Mbps) must provide their virtual circuit requirements to Company. All Customers must specify the originating and terminating locations. Customer shall be responsible for obtaining permissions for Company's agents or employees to enter Customer's designated locations(s) at any reasonable hour for the purpose of installing, inspecting, repairing, or, upon termination of the service, removing the service components of Company. Customer must provide to Company a point of contact with information to include the contact name, telephone number, mailing address, and electronic mail ( ) address for notification purposes. In order for the facilities to work properly it is recommended that Customer not exceed facility capacity by overbooking or over subscribing the bandwidth of the inter-node links. d. Recommended Configurations The recommended TLC inter-node configurations include star (aka hub and spoke) and/or standard (non-split fiber) ring of up to eight nodes that are booked at up to 100% of inter-node transport bandwidth. These recommended configurations also include a mix of DS-1, Ethernet (10 Base-T), Fast Ethernet (100 Base-TX), and/or ATM OC3c interface ports at each node as required by Customer's specific applications.

Configurations That Are Not Recommended (1) Over-Booked Configurations Over-booking of inter-node transport ports is not recommended due to their inherent degradation potential for quality and performance. In an over-booked configuration, the inter-node transport ports are allocated (booked) at over 100%. An example would be two Fast (100 Base-TX) Ethernet (100 Mbps each) interface ports competing for the bandwidth of a single OC3c (155 Mbps) inter-node transport port. In this example, the booking ratio is 200/155 Mbps or approximately 130% booking. (2) Split Fiber Ring Configurations Split fiber ring configurations carry inherent risk should one node fail or a fiber cut occur. In a split fiber ring configuration, the inter-node transport port's transmit and receive fibers of a TLC node are split with the transmit fiber going to one TLC node while the receiving fiber goes to another TLC node. (3) Non-Split Fiber Ring Configuration of More Than 8 Nodes Non-split fiber ring configurations of more than eight nodes are not recommended due to their inherent degradation potential for quality and performance. In a non-split fiber ring configuration, both the transmit and receive fibers of a TLC node s first inter-node transport port are both interconnected to one TLC node and both the transmit and receive fibers of the additional TLC inter-node transport port are both interconnected to another TLC node.

17 Original Sheet 17 S6.6 Centrex Service Limited to existing customers at same location with same capacity. S6.6.1 General a. Centrex service includes the facilities necessary for intercommunication between stations within a customer's system, in and out exchange lines, direct in-dialing to stations, transfer of incoming calls from one station line to another, identification and billing of outgoing toll messages by station number, night connection arrangements, interception of calls to unassigned numbers, and attendant positions for assistance requirements. b. Centrex service is furnished, subject to the availability of facilities, by means of standard telephone instruments and dial switching equipment located on the customer's premises or, at the option of the Company, by means of dial switching equipment located on premises of the Company. c. Where the dial switching equipment and switchboard positions are not located in the same or immediately adjacent rooms on the same floor, or are separated by over 100 feet, special charges based on costs may apply for the additional cable and for any additional maintenance. d. Centrex service is classified as Business service. Flat rate Centrex service may be furnished only from exchanges where business individual access line flat rate service is offered. e. One primary directory listing will be furnished for each Centrex system. Regular additional listings and special types of additional listings will be furnished as specified in Section S5.6 of this Product Guide. f. All operating at the customer's premises will be performed at the expense of the customer, and will conform with the rules and regulations which the Company may adopt to maintain a proper standard of service. g. One operator's telephone set and one position dial will be furnished where required without additional charge for each console or switchboard position. One operator's chair will be furnished without charge in connection with each position of switchboard when, because of the height of the keyshelf, a standard height chair will not meet normal requirements. h. Except as otherwise provided in this Company's applicable tariffs/ and under the rates and regulations quoted therein, it is contemplated that the customer provide and maintain at his premises and at his expense suitable space and floor arrangements as may be necessary to accommodate the equipment and facilities utilized in furnishing service. Any power outlets and commercial power required for the operation of such equipment and facilities shall be provided by, and at the expense of the customer. i. The provision of Centrex service is subject to a continuing minimum monthly revenue guarantee described in S6.6.4 following. j. The amount of fully restricted Centrex access lines served from each primary location or satellite will not exceed twenty five percent (25%) of the total Centrex access lines.

Centrex service when available to colleges and other similar institutions of learning, will be subject to all regulations, rates and charges stated within this Product Guide except as follows. Rates for stations located within the individual student's rooms, in dormitories, will be classifies as residents service of the serving exchange. m. The rates and charges shown in S6.6.3 following will apply for existing and similar installations of service. Other installations will be custom engineered based on customer requirements. The rates shown in S6.6.3.j. following will apply to a custom engineered system for the City of Virginia Beach, Virginia. n. Other services are available in connection with Centrex service as provided for elsewhere in this Product Guide at the listed rates and charges. S6.6.2 Definitions of Terms A Centrex access line is a line connecting a station or stations to Centrex dial switching equipment. An unrestricted Centrex access line is a Centrex line which has access to or from the general exchange system and private line systems subscribed to by the customer. A partially restricted Centrex access line is a main station having direct dial access only to intercommunication within the Centrex system and the local calling area of the exchange in which the Centrex system is located. At the option of the customer, access to locations outside of the local calling area may be obtained through the attendant position. A fully restricted station is a Centrex access line which is equipped only to make calls to and receive calls from other stations connected to the same customer's Centrex system. A primary location is the building in which the customer's switchboard or console positions are located. A satellite is dial switching equipment arranged for Centrex operation which is located on a premises of the customer other than his primary location, connected to the Centrex system by tie lines, and at which there is no attendant position.

Minimum Revenue Guarantees (Continued) (2) (Continued) (d) When subsequent growth occurs, a new minimum line revenue guarantee, which includes all lines in service or subject to a minimum revenue guarantee at that time, whichever is greater, will be established when the cumulative growth exceeds 20 lines beyond the next higher hundred level. The customer shall be allowed a credit against the new line revenue guarantee for all lines on which the 5-year revenue guarantee has expired, except that such credit shall not be applicable until all existing revenue guarantees have expired. (3) The minimum revenue guarantee for each attendant position shall be equal to the monthly charge for five years at the same location beginning with the date of connection. b. Termination of Service (1) When a Centrex system is disconnected in its entirety prior to the expiration of the minimum revenue guarantee periods for any or all parts of such system, a termination charge equal to one-half the charges applicable to the remainder of such periods will apply. (2) When a portion of the unrestricted or partially restricted lines is disconnected prior to the expiration of the minimum revenue guarantee periods and such disconnection reduces the number of such lines below those contracted for by the customer, the customer will continue to be charged for the number of such lines under contract for the duration of the minimum revenue guarantee periods. (3) Termination charges are not applicable to attendant positions installed with the establishment of Centrex service which are disconnected within 90 days. When a Centrex attendant position which has been in service more than 90 days, or which was installed subsequent to the initial establishment of Centrex service, is disconnected prior to the expiration of its minimum revenue guarantee period and the Centrex system is not disconnected in its entirety, a termination charge equal to the full charge for the unexpired portion of the contract period will apply to the disconnected position. (4) When the customer elects to change the location of the attendant positions and/or any associated dial switching equipment at his primary location, the Centrex system shall be considered to be disconnected in its entirety and termination charges a set forth in (1), preceding, will apply, except as provided in (6), following. Service at the new location, if termination charge treatment is applied, will be treated as a new connection requiring new minimum revenue guarantee contracts.

Termination of Service (Continued) (5) Disconnection or Move of a Satellite (a) (b) No termination charge applies for the disconnection or move of a satellite which has been in service at the same location for five years or longer. In all other cases, a termination charge applies for the disconnection or move of a satellite, except as provided in (6), following. The basic charge shall be equal to one-half the monthly charges for five years for the number of unrestricted and partially restricted main stations connected to the satellite at the time of installation at its existing location, and will be reduced by 1/60 for each month the satellite has remained at that location. (6) The customer will be given the option of paying all costs of a move on the same premises in lieu of paying the termination charges specified in d. and e., preceding. When the customer pays such cost of moving, minimum revenue guarantee periods will not be affected. * The Centrex Access Line Rate Additive will be applied to existing and future Centrex Access Line Rates in addition to the other rates and charges applicable in Section S6.6.3 above. 1 The Centrex Service provided is in accordance with the Centrex Service listed in S6.6.1 above. Service Charges as specified in Section S2A.3 will apply.

23 Original Sheet 23 S6.7 Centrex Service This Centrex Service is discontinued as a new service offering. The provision will be continued for existing customers only under the following Product Guide. The discontinued service allows for normal station activity including moves, changes, deletions, and station additions to existing customers/systems subject to the availability of existing outside plant facilities and serving capacity of the central office from which the service is furnished. S6.7.1 General a. Digital Centrex Service provides premium advanced communication services from equipped digital offices. The basic Centrex system provides Central Office-based intercom and call handling services to customer premises. b. Centrex services are available only in exchanges where Company equipment and facilities permit. c. Rate elements for Centrex service will be as described in S6.7.2 following. d. The rates contained herein are for Central Office facilities and local loops only. The applicable interexchange mileage and termination charges will be charged for private and foreign exchange lines, and toll charges may apply for interexchange calls within a particular customer's calling group. e. Service Charges as specified in Section S2A.3 will apply to all Centrex Services. f. The Virtual Facility Group (VFG) emulates trunk groups through software and applies to a Centrex station group. Within a single Centrex customer, multiple Centrex station groups can be established. Each VFG restricts the number of simultaneous active calls (incoming and outgoing) that may take place on a two-way facility within a Centrex station group. For example, a 100 station Centrex customer who subscribes to 11 Centrex access lines could receive a single VFG with 11 trunks or multiple VFGs with 11 trunks at the customer's discretion. g. Local calling scope for Centrex is as specified for the specific exchange as identified in Section S4A of this Product Guide and any local usage charges for Optional Usage Sensitive Service or Message Rate charges as specified in Section S4A.4 or S4A.5 respectively, are in addition to the rates in S6.7.2 below. h. In order for the Centrex enhancements to be provided, customers must subscribe to a Centrex access line. i. PBX customers may subscribe to Centrex as an add-on to their current Automatic Access Line rates in Section S4A.

The applicable interexchange mileage and termination charges will be charged for private and foreign exchange lines, and toll charges may apply for interexchange calls within a particular customer's calling group. e. Basic Centrex service includes touch calling capabilities. f. When service is initially established, the minimum revenue guarantee will be equal to the total revenue from 90% of the stations subscribed to. g. The minimum term for Small Customer (<25 stations) Centrex service is six months, after which service is provided on a month-to-month basis. When the Centrex System is disconnected in its entirety prior to the end of the six month period, a termination charge applies, which is equal to the differential between total monthly Centrex rates and any alternative monthly service rates subscribe to for the balance of the period. If no alternative service is taken, the termination liability will be the total monthly Centrex rates for the remainder of the period. h. Customers with 25 or more Centrex stations will be required to enter into a five year lease for services requested to cover likely capital expenditures by the Company. In the event that a customer terminates this contract within the lease period, the present value of 85%* of the remaining Basic Service line charges will be accelerated, discounted at 10%. The termination agreement will be updated annually on the anniversary date of the contract to provide a new guaranteed payment period consistent with any additions in Centrex lines since the inception of service. *Note: 15% of the remaining Basic Service rate is eliminated for avoidable maintenance, administrative, and miscellaneous tax costs.

Under the Rate Stabilization Plan discounts are available to customers who contract for service beyond the minimum lease periods. Discounts for 3 year, 5 year, 7 year and 10 year contracts are available and contained in Section S6.8.4 below. The customer is responsible for paying basic line charges during the term of the lease at the minimum contracted number of Centrex stations supplied. In the event of service termination, the customer is liable for unpaid line charges, discounted as in g. and h. above. j. Although Centrex service is normally offered on an individual station basis, Centrex features are available to Automatic Access Line customers on a per-trunk basis as an additive to their basic PBX trunk rate. Trunk additive rates and Enhanced Feature rates may be found in Section S k. Customers with 25 Centrex stations or more will be required to order Virtual Facility Group trunks for calls outside their customer group intercom system. l. Service Charges as specified in Section S2A.3 will apply to all Centrex services. m. When a customer orders Centrex service involving over 400 stations or when special conditions or circumstances dictate, the Company will develop a Centrex service rate based on the customer's needs and situation.
