3 DSM and DLM to Improve the quality of services of BB 1.0 Introduction 1.1 PTCL has a huge Broad Band Network in Pakistan for delivering high bandwidth internet & Quad play services through xdsl, ADSL2+ and VDSL2. PTCL intends to deliver improved quality of service at longer distances while utilizing existing copper lines by deploying DSM/DLM Technology for the corporate as well as residential customers. 1.2 PTCL has deployed ONUs/MSAGs to deliver voice, ADSL2+, VDSL2, G.SHDSL, PRI & BRI etc and has recently deployed FTTH based GPON Network. 1.3 PTCL is particularly interested in DSL Range Extention, line stability, DSM/DLM and Vectoring. 2.0 DSM Interested and potential vendors are invited to demonstarte the PoC of their products to support the following salient features : 2.1 Read line parameters of the copper cables at the access network level. 2.2 Specific KPI s to be set, monitored, reported on, and their feedback used. 2.3 This feedback then to be analysed and used to change the line parameters so as to give end customers the best adjusted internet experience. 2.5 The installation will show the health of internet service equipment, improve the stability of existing lines and improve the quality in low performance lines, in varying environments. 3.0 Scope of Trial (SOT): The vendor to submit complete Technical Solution to the PTCL covering all the details of the Trial along with its impact on PTCL network. The PoC activity must adhere with the following Scope of Work but not limited to: 3.1 The interested vendor shall be responsible to survey, study & analyze the existing copper infrastructure and exchanges to make sure the minimum Line Qualification parameters for operation of proposed solutions. 3.2 The Vendor will assess and provide all the required hardware/software for End-to-End connectivity for successful trial operation of DSM. 3.3 The vendor will verify the interoperability and compatibility with the existing PTCL deployed back & front end equipment by different vendors. 3.4 The vendor shall provide necessary documentation of the offered DSM hardware. 4 3.5 The vendor shall be responsible for export, custom clearance, transportation, supply at site, Installation and Testing without any obligation to PTCL. 4.0 Specifications to perform the Trial The Specifications have been prepared for DSM Technology to be deployed in PTCL Network to meet the above described objective and to support following features but not limited to: 4.1. Recording of the existing network parameters such as: speed, sync rates, latencies along with their average and maximum values of various time periods Identification of the type of interference in the copper network Identification of the distance at which the interference is occurring to within 20m Providing reports and charts of said analysed data Integration of DSM hardware with core. 5. General System Requirements 5.1 The field trial will be free of cost i.e. at no cost to PTCL including transportation, installation and operation. PTCL will provide the active copper pairs at a distance of 5-6 km and for remote power feeding to customers at 4-5 Km further down (total distance of 8-10 km). 5.2 PTCL will provide access to selected Exchange/Exchanges network nodes (DSALM, MSAG/MSAN and ONU) with poor lines quality. 5.3 An onsite engineer will be provided during the POC trial. 5.4 The KPI will be measured by the decrease in number of complaints related to line low quality parameters like Sync loss, slow browsing low parameters, etc. 5.5 The suggested sizing/solution dimensioning is for subscribers. To be mutually agreed with the vendor. 5.6 The period of deployment and testing shall be one month minimum. After the Trial is completed, PTCL will be at no obligation to retain any Vendor s equipment. All the dismantling and other related activities will be the responsibility of the Vendor. 5.7 The vendor shall submit System Qualification Test (SQT) protocol for BW measurement, range measurement; QoS features measurement etc. in advance giving test procedures to test all the features and capabilities of the offered DSM project. PTCL may add or modify the test protocols if needed. March 2012 Page 4 of 7

5 5.8 The Vendor shall also demonstrate all of its capabilities & features which it wants to include in the formal bidding document, which could be submitted when formal tender is announced after the successful trial. 5.9 The Vendor will provide the number of concurrent users in a typical environment with mix and match of various speeds 5.10 The Vendor shall indicate which Value Added Services are supported The Vendor shall also indicate the technical parameters which are over and above the standard specifications Vendor shall define and provide suitable method to generate statistics and measurement reports to monitor the performance of the trial system 5.13 The offered DSM hardware shall conform to the latest relevant International Standards and Recommendations from ISO, ITU-T, ETSI, Internet Engineering Task Force (IETF), Broadband Forum and other recognized standard bodies The bidder shall quote End of sale and End of Life of products/services. The bidder shall also provide life cycle of the offered network components The supplied system shall be compliant to latest ETSI standards on Lawful Interception The vendor shall provide details of his experience, field proven and supply record of such systems The commercial power shall be provided by PTCL however, power arrangement shall be the vendor s responsibility including rectifier, UPS, batteries, power cabling, provision of power board extensions, etc, if needed. 6. Quality of Service (QoS) Testing 6.1 The bidder shall provide details of procedures to be used for QoS testing under normal and full load conditions. 6.2 The DSM equipment shall be readily available and be configured to test all the PTCL requirements without any delay. 6.3 The QoS testing must include a failure e.g. one copper line gets disconnected, to see hwo the DSM system copes with the issue. 7.0 Network Synchronization The DSM hardware shall be compliant to Network Time Protocol (NTP/ SNTP). 6 8.0 Compliance to TOR 8.1 The bidder shall provide compliance to the ToR. 8.2 The bidder shall provide the detailed technical information, drawings and functional descriptions of the offered network elements. 9. Redundancy and Availability 9.1 All the critical components of the offered system shall be offered in redundant configuration. 10. References and Supply Record 10.1 The vendor shall provide a record of delivering the services with the offered network elements in various installations globally The bidder shall submit particulars of the referred installations that have been accepted and is being maintained by other Telecom operators, detailing minimum the following: a) Names of Operators b) Full Address of the Operators c) Number of units supplied d) Period in service 11. Roadmap 11.1 The bidder shall provide roadmap of the offered network elements/services of the offered solution. 12. Non Disclosure Agreement 12.1 Any internal network data related to hardware or software of PTCL equipment is to be kept in strict confidence with the directly concerned vendor and not to be shared with third parties This shall be a mutual agreement and any concerned vendor data shall be kept in confidence with PTCL.
