Ismail Universiti Kuala Lumpur (UniKL), Malaysian Institute Information Technology (MIIT) Hannah Sofian Universiti Kuala Lumpur (UniKL), Malaysian Institute Information Technology (MIIT) ABSTRACT This research is proposed to produce prototype of a system called Intelligent Flood Information System via SMS (IFIS). The purpose of this system is to provide an earlier warning to the residents or user who always face flood problem at the particular areas. This system is developed using water level sensor that gives information to a particular user via SMS and also the information can be viewed by the client. It can be used by anyone who has a mobile phone and has a Local Area Netwok (LAN) connection. The user will receive the SMS alert if flood occurs and the client can view the information at the front end application interface provided to check the current situation. The alert will be sent to them according to their area. This project is developed using specific hardware and software such as; built-in water level sensor, Siemens MC35i GSM Modem, Windows XP Professional, Microsoft Visual Basic, VMWare and Eagle. Keywords IFIS, Water level sensor, SMS,LAN, GSM Modem 1 INTRODUCTION Nowadays, flood always occur badly in certain states in Malaysia such as in Northern Johore. This situation always leads to serious damage and many losses of life. Many steps have been taken by the government in order to overcome this problem, but it seems that the problem remain unsolved. Due to this circumstance, Intelligent Flood Information System via SMS (IFIS) is developed to provide crucial information to the public about the flood in their nearby and residential area. IFIS can be used to provide earlier information for those who want to pass through the area via land transport which has the potential and possibility of flooding. Copyright 2012 ACM $ Intelligent Flood Information System via SMS (i-fis) is a system that is designed and developed to monitor flood based on electronic and networking devices. It enables the user to get information about the flood from any computer with an internet connection. The information (input) will be received from a water level sensor that will be linked to the system through computer as a workstation and GSM modem. The water level will be appeared on the monitor. Using IFIS, user could get information of the condition at the affected areas via Short Messaging Service (SMS) and also through computer (client). The client can only view the water level status but could not edit any data in the system. There are three categories of flood warning to the affected residents which are the safe (level 1), average (level 2) and dangerous' (level 3) category. All these warning will be sent to the particular user so that they could take safety precaution in order to save their life and minimize the damaging properties. 2 PREVIOUS RESEARCH Other research that had been developed to overcome the flood problem is The SMS flood warning systems and services (SMSBanjir), done by by Department of Irrigation and Drainage (DID) Malaysia. SMSBanjir is a SMS-based system developed by the Department of Irrigation and Drainage (DID) Malaysia aimed at providing early warning to the local residents on impending flood occurrences in the vicinity of TTDI Jaya, Shah Alam and the surrounding areas [4]. Another research is Early Warning and Risk Navigation Systems (EWARNS) done by VT Soil Tech Sdn. Bhd. The EWARNS SMS Alert is an innovative early warning system to forewarn the public of rainfall / thunderstorms and other natural disasters in Malaysia. This system also provides the daily weather forecast to the public for better planning of their journey to various places in Malaysia. The EWARNS SMS Alert has been in service for the public. Besides, this system also provides traffic information during thunderstorms but this system applicable for Klang Valley region only [3]. Online Flood Information website by Department of Irrigation and Drainage (DID) Malaysia is also the other research in this area. The Online rainfall displayed data

2 through this website indicator of potential flooding and landslides. The Online river level data at key flood warning stations of Department of Irrigation and Drainage (DID) provide the most updated data. There will be times when data transmission problems will be encountered [4]. In order to make further enhancement for flood information systems, we proposed IFIS. There are three different research projects selected and analyzed in order to get an idea in developing this project. 3 METHODOLOGY This chapter discuss of research methodology that can be implemented to develop this project. There are many different models and methodologies, but each of them generally consists of a defined steps or stages. These steps include methods, procedures and technique used to collect and analyze information. The selected approach used in order to develop this system is System Development Life Cycle (SDLC). Various SDLC methodologies have been considered to plan the processes involved, including the waterfall model. At last, the waterfall model has been chosen for this project. Before attaining this project, related project information such as project requirements, project possibility, project methodology and similar project achievement studies was being conducted. Project information was gathered through deep research and through study from the available projects. An effective work method and well built scheduled are important assets to assure the successfulness of this project. Figure 1 shows the project flow example of an organization that is being implemented in this project. It is named as waterfall because the progress in the development of the software flows from the top to the bottom. This methodology is being chosen because each of the phases has defined entry and exit criteria. Besides that, it is a structured, well documented and a disciplined process allowing multiple projects to run at a time and is mainly used for stable projects. Although the waterfall model is often derived as old fashioned, it remains a reasonable approach when requirements are well understood. Waterfall model provides a template into every method that can be placed. Other advantages are: i. Easy to explain to the user ii. iii. iv. Stages and activities are well defined Helps to plan and schedule the project Verification at each stage ensures early detection of errors / misunderstanding Figure 1: Waterfall Model 3.1 Functional Requirement Functional requirement specifies the function and how the system will be developed. It defines the operation of the system and how the system will be developed. IFIS is developed to inform the residents to be alert if the flooding occurs at their areas. Therefore they can take proper action to avoid further properties damage. It involves two sides which are user and system or an administrator. In general, user s phone number will be entered through the database and then the system will send the flood alert message in their area to the respective user. Besides that, user also can view the current status at their area through the network connection (LAN). IFIS can be used in both wired and wireless network connection. Figure 5: Schematic Design Figure 4: System Architecture This project was set up using Windows platform. GSM modem and Microsoft Visual Basic programming language is used in developing IFIS. The RS232 USB cable will connect the water level sensor and GSM modem to the USB port on the workstation. The information will be sent to the user via SMS and the client via Local Area Network (LAN) connections. The workstation that monitored by the administrator will be connected to the GSM modem using RS232 USB cable where the SIM card will be placed. All USB port number can be set up in Device Manager at Control Panel applications on Windows XP itself. The right port number must be put in the interface to make sure that the connection of all devices is successful. The system and the database management will be installed in the Figure 6: Board Design Both figure 5 and 6 show Printed Circuit Board (PCB) layout and design for water level sensor. COMPARISON RESULTS This chapter defines the activities involved in the testing phase, the result analysis after implementing and completing this phase. It involves programming to generate the actual application, and a series of try-anderror test to ensure the application is working. This is important because in this phase we must determine the tools that are going to be used to implement IFIS. The programming part is done part by part according to the function in the system. Lastly it was integrated to run all the functions as planned on the project planning phase. The combination or code must also be parallel with the interfaces developed in order to get the application running efficiency.

4 4.1 Hardware Configuration Management Level 1 (Safe) Figure 9: Result for Level 1 Figure 7: Water Level Sensor Figure 7 shows the water level sensor LED indicator that will blink when the power is on. Then, it will be connected to the workstation by using the RS232 cable. Figure 9 shows the result for Level 1 which is the low water level. The colour indicator at the water level sensor and interface will turn to green and it will show the Safe message that will be sending to user by SMS. Level 2 (Average) Figure 8: GSM Modem Figure 8 shows the Siemens MC35i GSM Modem light will turn to green colour when the power is on and there is sim card inserted inside the modem. Then, it will also be connected to the workstation by using the RS232 cable. 4.2 Final Results Figure 10: Result for Level 2 Figure 10 shows the result for Level 2 which is the medium water level. The colour indicator at the water level sensor and interface will turn to orange and it will show the Average message that will be sending to user by SMS. All results of the Intelligent Flood Information System (IFIS) is shown in figure 9 until figure 13.

The colour indicator at the water level sensor and interface will turn to red and it will show the Dangerous message that will be sending to user by SMS. c. Final Results Via SMS Figure 13: Result through computer Figure 11 shows example of a Level 3 (Dangerous) water level. From the network connection, the client can view the same interface like the administrator but the client could not edit and manipulate the data or interface. The same condition goes to Level 1 (Safe) and Level 2 (Average) water level. Therefore, client also can take action about the flooding condition at the right time. 5 CONCLUSION I-FIS main objective is to give information of the current water level status in the particular area. Then, IFIS could assist the user with the easiest way to access flood information in through internet connection and also via SMS IFIS is a user friendly system and it can be accessed anywhere as long as user have Telco coverage and internet connection. By using IFIS, the risk of life and damaging properties due to flooding can be reduced. Hopefully that IFIS can help the public to get the flooding information efficiently and effectively. Figure 12: SMS Received Figure 12 shows all result for Level 1 (Safe), Level 2 (Average) and Level 3 (Dangerous) water level. The SMS will be sent to user s mobile phone. Therefore, user can take the proper action regarding the flooding condition once when they got an SMS. In conclusion, advantages Intelligent Flood Information System (IFIS): a. Simple and User-Friendly Interface I-FIS is a user-friendly system. It is easy tocontrol and manage. b. SMS Alert User will receive an early warning about flood in their area via SMS therefore and they can take action to save their life and properties. c. Client View Compare to other system currently available, only IFIS has the application of client to view the water level status by the network connections.
