SF6 Recloser for Outdoor The SMRC is a 3 phase, SF6 gas insulation, vacuum interruption auto circuit recloser designed for pole mounted or substation applications. The SMRC series recloser has been fully certified in accordance with ANSI C37.60 to meet and exceed customer specifications. All Integrated Design for SCADA system CTs, voltage sensors With built-in PT, customers can reduce the costs for separate PT installation, connection cable, protection fuse cutout, installation mounting frame, etc.(optional) Robustness and Long Service Life SF6 gas as an insulating medium and vacuum interrupter as an interrupting medium eliminate the necessity for periodic maintenance. Stainless steel tank case is TIG welded and double sealed by EPDM rubber, and it is sealed for life. The leakage rate of the SF6 gas from the tank is less than cc/sec, 0.2% per year. Protection PCB inside the Auxiliary Box provides an automatic CT shorting device and also protection for the control circuit from surge voltage. More than 10,000 times of mechanical operations. Operation Mechanism Low Voltage Closing Solenoid and Dual Latch Mechanism enable an opening time of less than 25 ms, clearing time less than 2.7 cycles, mechanical trip free, anti-pumping characteristics, emergency close/open and dead line operability. Manual Open-lockout Lever provides emergency trip and lockout for safety. Before reset, it prohibits electrical mechanical close. Manual closing shaft provides manual closing when the line is de-energized. Reliable Insulation and Interruption SF6 gas is a nonflammable, odorless, color-less, nontoxic and very stable insulation medium. SF6 gas meets the requirements of IEC With the vacuum interrupter and SF6 gas insulation, all the interruption and insulation ratings are guaranteed at atmospheric gas pressure. Safety Devices The SMRC recloser was designed based on the concept of insulation coordination: external flash-over < internal flash-over at atmospheric gas pressure < puncture In the event of an internal insulation failure, the Safety Bursting Membrane, which is located opposite of the manual operating handle, ruptures (at 4-6 kgf/cm 2 g) to release over-pressurised gas in a safe direction. This eliminates the risk of explosion. The Low Pressure Sensor operates below 0.1 kgf/cm 2 g and gives dry contact, and it raises an alarm and/or lockout of the electrical operation. VIT R6 Recloser Control Overview The VIT Recloser control was designed and developed especially for automatic loop systems and to improve SEF, HIF and open conductor faults. It has many advanced features compared with conventional current controlled reclosers and can make a self-healing system with or without VIT LBS. There are loop systems using 3 or 5 reclosers, but the problems are limited sectionalizing points, no automatic setting group change, difficult series coordination and unnecessary short circuit impact on a healthy network during tie recloser close. When the VIT Recloser is used with VIT LBS, it can isolate. The source and load side of faulted section before tie switch close, and can restore the service by itself without any communication-assisted computer system. If the correct setting group cannot change automatically, then the computer system has to change the source side and load side recloser settings before sending a close command to the normal open switch. The VIT recloser control uses load encroachment logics for the source side recloser and changes the setting group of the load side recloser according to the power direction. The load encroachment logics qualify not only current amplitude, but also the power factor, so even if the load current exceeds the pickup level, it can still supply the power, but if there is an actual fault, it trips and protects the distribution line. 9

10 VIT R6 Recloser Control Self-Restoration System using VIT Recloser and VIT LBS The self-restoration system can achieve the same or better result than a communication-assisted hybrid feeder automation system in the aspects of speed, reliability, expandability, cost, etc. The large section is protected by a substation circuit breaker and distribution line recloser and if the fault is permanent after 1 or 2 trips of the CB or recloser, the VIT LBS opens simultaneously and closes one by one to identify and to isolate the fault. It can isolate the fault and can restore the service by itself without communication. The additional functions of the VIT recloser are designed to achieve the best performance of the self-restoration system matched with VIT LBS, but even without the VIT LBS it solves the problem of a conventional loop system because it can isolate the source and load side of a fault before tie recloser close and it can change the setting group by itself. Operation Mode Normal Recloser Mode In normal recloser mode, the operation is exactly the same as with a conventional recloser. If the load side of the recloser just has sectionalizers, the recloser should operate according to normal recloser mode. 11 Shinsung Industrial Electric Co., Ltd. Polymer Load Break Switch for Outdoor Solid Insulated Load Break Switch/Sectionalizer SILO is a hydrophobic epoxy resin insulated vacuum switch. The SILO load break switch can be manually and electrically operated to suit your power line requirements. Design for SCADA system 3 CTs, 6 Voltage Sensors are all integrated in the switch. These make the SILO Switch easily applicable to DAS or SCADA systems without any extra costs. Robustness and Long Life SILO use HCEP(Hydrophobic Cycloalipatic Epoxy Resin). A compact operation mechanism assembly is located inside the sealed case. Therefore, the mechanism assembly is protected from corrosion and every environmental attack. The Vacuum Interrupter ensures long contact life. The mechanical operation was tested 5,000 times and 10,000 times of operation are guaranteed. Quick Close/Open, Operator-independent Mechanism The simple toggle action spring mechanism performs operator-independent quick close, quick open operation (below 0.7 sec operation time). The driving motor is coupled with a manual operating handle through a one-way rotating bearing, so during manual operation, the motor will be decoupled automatically. 12 SF6 Load Break Switch for outdoor SPGAS Series Load Break Switch/ Sectionalizer The SPGAS series is 3 phase, SF6 gas-insulated load break switch (LBS) for overhead lines operating at voltages up to 38 kv. It meets the demand for oil-less and maintenance-free operation. The SPGAS load break switch can be manually and electrically operated. The SPGAS series load break switch has been fully certified in accordance with IEC (1996), and IEC (1998) to meet and exceed customer specifications. All-in-one Design for SCADA system CTs, Voltage Sensors, and Built-In Potential Transformer can be integrated in the switch. These make the SPGAS Switch easily applicable to DAS or SCADA systems without any extra costs. Robustness and Long Life SF6 gas as an insulating and interrupting medium eliminates the necessity for periodic oil maintenance. A compact operation mechanism assembly is located inside the sealed tank case. Therefore, the mechanism assembly is protected from corrosion and every environmental attack. Stainless steel Tank Case with more than 3 mm thickness is designed for maximum robustness and minimum welding line to minimize corrosion. The robust tulip type contact made of copper-tungsten tips ensures long contact life. TIG welding process on stainless steel tank and double sealing technique with EPDM rubber shows 0.2% gas leakage rate per year and sealed for life time. SPGAS Switch has simple and robust mechanical construction; the mechanical operation was tested 5,000 times and 10,000 times of operation are guaranteed. Quick Close/Open, Operator-independent Mechanism The simple toggle action spring mechanism shows operator-independent quick close, quick open operation (below 0.7 sec operation time when in electrical operation). The driving motor is coupled with a manual operating handle through a one-way rotating bearing. Reliable Insulation and Interruption Capacity The enhanced arcing chamber design, with a pure puffer principle, makes the arcing time just half a cycle, so the decomposition of SF6 gas is negligible and the insulation characteristics of SF6 gas will not be decreased during service life. All insulation and interrupting ratings of the switch are guaranteed at atmospheric gas pressure (0.0 kgf/cm 2 g). The heavy-duty tulip type contacts made of copper-tungsten arc resistance material ensures making current test 5 times and load current swiching tested 400 times. There is no plastic bridge between open contacts, so it can be classified as a switch disconnector. Safety Devices In the event of an internal arc fault, the Safety Bursting Membrane on the rear side of the SPGAS Switch ruptures to release over-pressure gas. This eliminates the risk of explosion. Manual Lockout provides mechanical and electrical lockout when it is pulled down to the lock position using a hook stick. The Low Pressure Interlock or Low Pressure Sensor locks the operating mechanism or gives a signal to the controller if the gas pressure in the tank drops below a pre-set value. The SPGAS switch has passed an Internal Arcing Test with 20 ka for 0.1 sec in accordance with IEC and Insulation Coordination Test in accordance with IEC Shinsung Industrial Electric Co., Ltd

14 VIT L6 LBS Control Overview The VITL6 VIT LBS CONTROL uses the voltage, current, and time elements to achieve feeder automation without communication. It reserves the advantage but overcome the disadvantage of conventional current-controlled schemes, and voltage-time controlled schemes. The results are Fast fault isolation, restoration of service without communication. Reduced number of switch operations. Unlimited number of switches can be coordinated. There is no series coordination problem even in a loop network. It can be used in radial, loop and radial, and loop mixed networks. Using a fault point locator, it can identify the fault section without communication. Operation The VITL6 have 4 operating modes to achieve the best coordination. Radial sectionalizer mode The radial sectionalizer mode is the best choice at the end of the radial line. The operation of the radial sectionalizer mode is exactly the same with current, and the count controlled sectionalizer. A maximum of 3 sectionalizers can be used according to the number of backup protective device operations to lockout. If the backup device is a circuit breaker, one or two counts sectionalizer can be used, and if the backup device is a recloser, a one, two, or three count sectionalizer can be coordinated. But if it is necessary to sectionalize more points, the remaining switches, other than 1 or 2 sectionalizers, should be set to radial normal close mode. Radial sectionalizer mode has the same features as the current, and the count controlled sectionalizer. Directional phase, ground min. pickup. Counts one, two, three. Counts reset timed from load current condition. Inrush restraint feature. This feature is activated when the control experiences normal current before current cessation to avoid miscounting because of the inrush current during the reclosing process of the backup device. If this feature is activated, the min. pickups raised to the preset multiply during preset restraint time. Sympathetic count restraint feature. This feature is activated when the fault is at source side based on undervoltage, no-fault current logics. This feature desensitizes the pickup level during preprogrammed time intervals. Count restraint feature using voltage element. One count to open feature during manual closing. Radial normal close mode This operating mode is selected to expand the number of switches in the radial line. The important features are Fault current counting: phase ground. Counting reset from load current condition. Close timer. Load side lockout timer. Counts block timer. Unlike a conventional V-T controlled scheme, only the switch that experienced the fault will be open after counts, so the restoration is very fast and can give a chance for the backup device to clear the temporary fault. 15 Shinsung Industrial Electric Co., Ltd. Loop normal close mode If this operating mode is selected, it has more functions than the radial normal close mode. Loss of voltage lockout feature. Counting reset from load current coordination. - Load side lockout timer. - Counts block timer. Loss of voltage, fault current counting. Close timer. Source side lockout timer. If there is a fault in the loop network, the source and load side is already isolated before the normal open switch close, so it can avoid unnecessary outages during normal close switch close. Loop normal open mode This operating mode has the same function as the loop normal close mode, but has more functions. Normal open source side lockout feature. Normal open close timer. Two setting groups according to the power direction. S1 -> S2, S2 -> S1 Automatic mode change from normal open mode to normal close mode when it is closed. Automatic mode change from normal close mode to normal open mode and lockout when it is opened manually. This lockout state will be reset automatically when there is voltage on both sides. 15

16 L3 Control L3 Control has a motor control circuit, current, and voltage outputs to third-party RTU and modem space. Features Power Supply and Battery Rectified DC 24V power from 220 Vac or 120 Vac and the battery supplies the control power. 24 Vdc power is connected in parallel with the battery and the other part of the control circuit. Battery charger has 2 modes: one is a rapid charging mode with higher current and the other is a trickle charging mode with lower current. Battery: lead acid battery 18 Ah and 24 Vdc input toward the control circuit. Local Control Circuit The electric surge protection and impedance-matching circuit board is constructed and tested to meet the latest applicable standards of IEC and ANSI/IEEE C current and 6 voltage signals are interfaced with the RTU through an impedance matching board. 17 Shinsung Industrial Electric Co., Ltd. S5 Sectionalizer Control S5 Sectionalizer Control is microprocessor control without RTU functions. It has the functions of phase, ground, SEF detection, 4 shot counting, Inrush Current Restraint, One Shot to Lockout, Gas Pressure and Battery Monitoring, Fault Event Record, and Sequential Event Report. 20 SF6 RMV6 Description RMV6 comprises 1 to 6 integrated functional units. The sealed for life, stainless steel enclosure group together the live parts, switch disconnector, earthing switch, fuse switch and circuit breaker. The fuse canister, which is metallic shielded, is are located on the upper side, so the cable connection can be done easily on the front side. Tightness The stainless steel enclosure is filled with SF6 at 0.2 bar gauge pressure and it is sealed for a 30-year lifetime. Load break switch The arc extinction uses the proven SF6 puffer technique. Fuse switch The switches of the fused switch units can interrupt the transfer current of 1750 A at 12 kv, 900 A at 24 kv. The fused switch units have upstream and downstream earthing switches. The fuse canister is locate at the top of enclosure and is fully metallic shielded and is accessible from front side. Circuit breaker 200A and 630A are available for transformer protection and network protection. The short circuit currents are cleared by a vacuum interrupter, so it has a long lifetime and the gas will not be exposed to the arcs short circuits. Fast transfer Mode If voltage is lost on one side, then the HSSB will transfer to a healthy feeder as soon as possible, but to avoid damage to the motor load, it checks the voltage of the load side and if it is below 30% of normal, then it permits transfer. Normal transfer mode It starts the transfer timing after confirming permanent outage. Close transition If two sources are synchronized, then it will retransfer without outage by closing the main source first and then opening the alternative source. Close transition is only permitted if two sources are synchronized. If it is not synchronized, it operates as an open transition mode. Open transition If two sources are not synchronized, then during retransfer, the control will open the alternative source CB first and then will close the CB of the main source. All in one μ-processor control 2 circuit breaker relays and source transfer functions are performed by one controller. So compared with separate relays and source transfer schemes, the wiring is very simple and the interlock and reliability are much better. 24 SF6 Ring Main Circuit Breaker SMCB Ring Main Circuit Breaker is pad mounted fully deadfront switchgear for up to 25.8kV, 630A underground system, combining puffer load break switches and vacuum fault interrupters. This SMCB series switchgear has earthing switches to provide added safety. Every bushing has CT and voltage sensors. And combined with SCADA-ready control, this circuit breaker can be remotely operated from a system control center. SMCB series Ring Main Circuit Breakera have been fully certified in accordance with IEC , ANSI C37.60 (1981) and ANSI/IEEE C37.71 (1984) to meet and exceed customer specifications. All-in-one Design for SCADA system CTs, voltage sensors fitted on bushings, Auxiliary PT (Power Transformer), and RTU are all integrated in the SMCB. These enable the SMCB to be easily applicable to DAS or SCADA systems without any extra costs. The Integrated Auxiliary PT (with fuse) achieves a self-power supply system for the control circuit. Robustness and Long Service Life Using SF6 gas as an insulating medium eliminates the necessity for periodic oil maintenance. The stainless steel Tank is TIG welded and the other sealing points (bushings, operating shafts, gas filling valve) are sealed with EPDM rubber, so the Tank keeps good gas and water sealing characteristics for its service life. The leakage rate of the SF6 gas from the Tank is less than cc/sec, 0.012% per year, sealed for a lifetime. Moisture absorber (Zeolite). The energy stored spring charge mechanism (for CB) and quick close, quick open spring toggle mechanism (for the Switch) are located inside the mechanism case on the switching tank. Therefore, the mechanism parts are protected from every physical and environmental attack. The Control Unit provides an automatic CT shorting device and surge protection. The Stainless steel Tank with 3-5 mm thickness is designed for maximum robustness and minimum welding line. The Tank is designed for maximum robustness. Therefore, even at the bursting pressure of the safety membrane (1.5 kgf/cm 2 g), the switching operation is not disturbed, and the Tank and bushings are not damaged up to that pressure. The time- and industry-proven vacuum interrupter ensures a safe and long lifetime. Both the switch part and CB part, with mechanical operations tested 5,000 times and 10,000 times, respectively, are guaranteed. Operating Mechanism The operation mechanism of the SMCB is composed of an energy stored spring charge mechanism for the CB, spring toggle action mechanism for the load-break switch and 3 phase group-operating principle for both. Manual close/open of the CB part is carried out by two operation parts, the spring charging part and close/open button on the mechanism case. Electrical operation is performed by the spring charging motor and close/open button on the control panel. Manual close/open of the Switch is carried out by an operating shaft. Electrical operation is performed by the driving motor and close/open button on the control panel. Earthing Circuit close/open of the CB and Switch is manually carried out by an operating shaft. The energy stored spring charge mechanism has an opening time of about 25 ms, a clearing time of 2.7 cycles, is mechanical trip free and has anti-pumping characteristics. The spring toggle mechanism shows operator-independent quick close, quick open (700 ms) closing/opening operation. Since any manual operating mechanism of the CB and Switch is independent of each electrical operating mechanism, manual operation is always guaranteed, even when the driving motor or any part of the electrical operation module is out of order. 24 Shinsung Industrial Electric Co., Ltd

25 Shinsung Industrial Electric Co., Ltd. Reliable Insulation and Interruption SF6 gas is a nonflammable, odorless, colorless, nontoxic and very stable insulation medium by nature. The SF6 gas quality used in SMCB meets the requirement of IEC In the case of CB parts, SF6 gas provides electrical insulation only, but load and fault interruption take place inside the sealed vacuum interrupter. In the case of the Load Break Switch part, insulation and interruption media are SF6 gas. An arcing chamber using the pure puffer principle makes the arcing time just half a cycle. Thus the quantity of decomposed SF6 gas from the arc is negligible and the insulation of SF6 gas doesn t decrease during its service life. All the electrical characteristics are guaranteed at atmospheric gas pressure. The industry proven vacuum interrupter of the CB part experienced fault making and interrupting duty cycles 58 times at 20 ka with 15 kv class SMCB and 12.5 ka with 25.8 kv class SMCB. The heavy duty tulip type contacts of the Switch part are made of copper-tungsten arc resistance material. The contacts experienced 5 making current operations and 100 load current switching operations. However, since the contacts are common with a pole top Switch, we can guarantee for 400 times load current switching operations, citing the test reports of SPGAS pole top Switch. The Epoxy Bushing has a voltage screen to give an analog signal input to the RTU. Safety Devices In the event of an internal insulation failure, the Safety Bursting Membrane at the bottom side of the Tank ruptures (at 1.5 kgf/cm 2 g) and releases over-pressure gas in a safe direction. This eliminates the risk of tank explosion. Since the SMCB uses SF6 gas instead of oil, a major fire hazard from internal insulation failure is eliminated and the SMCB can be located close to more sensitive outdoor locations. Mechanical Interlock between Main Switch and Earthing Switch The Low Pressure Sensor detects minimum gas pressure (0.1 kgf/cm 2 g) and gives dry contact to the control unit. The Gas Pressure Gauge monitors the gas pressure on the front side. A padlock for the lid of the Manual Operating Shaft Hole is provided in order to secure safety for maintenance persons. Microprocessor-Based Control Microprocessor controlled relays have the functions of protection, measurement, event record, fault record and RTU functions. 26 C3 Control for Ring Main Circuit Breaker C3 Control is connected with the SMCB series Ring Main Circuit Breaker. It can communicate with SCADA or DAS via RTU and modem. Features A dual overcurrent relay without a reclosing relay can control two (2) CB and two (2) LBS. It performs phase, ground, and overcurrent protection with 32 Cooper conventional curves, 5 US curves, 5 IEC curves, 4 user defined curves. A lead acid battery provides DC power to the local control circuit board in case of an AC power source loss. The battery has sufficient capacity to sustain more than 24 hours of operation without AC power, and has a minimum lifetime of 3 years. The battery is automatically disconnected from the control circuit when the battery voltage falls below a preset value in order to prevent deep battery discharging. Power Supply Rectified DC 24 V power from 220 Vac or 120 Vac and the battery supplies the control power. The battery charger has 2 modes: one is a rapid charging mode with higher current and the other is a trickle charging mode with lower current. Battery: lead acid battery 35 Ah and 24 VDC input toward control circuit. Local Control Circuit 3 current and 3 voltage signals per each one way are interfaced with the RTU through an impedance matching board. It has mechanically interlocked earthing switches and integrates CTs and voltage sensors to give analog signal inputs to the RTU. 30 P2 Control for Pad Mounted Load Break Switch This control has been designed to work with the SSPGS-AUTOMATIC Type pad mounted load break switch. It can communicate with SCADA or DAS via RTU and modem. Features The control cubicle mounted and fixed on the top of the pad mounted load break switch is fabricated from stainless steel of not less than 2 mm thickness. The electric surge protection and impedance-matching control circuit board is constructed and tested to meet the latest applicable standards of IEC and ANSI/IEEE C The lead acid battery provides DC power to the local control circuit board in case of a AC source power loss. The battery has sufficient capacity to sustain more than 24 hours of operation without AC power, and has a minimum lifetime of 3 years. The battery is automatically disconnected from the control circuit when the battery voltage falls below a preset value in order to prevent deep battery discharging. Power Supply Rectified DC 24V power from 220 Vac or 120 Vac and the battery supply the control power. The battery charger has 2 modes: one is a rapid charging mode with higher current and the other is a trickle charging mode with lower current. Battery: lead acid battery 35 Ah and 24 VDC input toward control circuit Local Control Circuit 3 currents and 3 voltage signals per one way are interfaced with the RTU through the impedance matching board. Check button for the battery voltage on load condition and battery charger Local/remote control selection switch Local close/open button Separate Open (green) and Close (red) status LED lamp RTU (option) The RTU was developed to communicate with center control, to measure electrical quantity, and to get the fault information. It uses the DSP for calculation and microprocessor for other tasks. It can measure the V, I, VA, W, VAR and power factor, detect the fault current, and memorize the waveform for further analyzation. RTU P3 RTU for Pole Mounted LBS U3 RTU for Pad Mounted Switchgears The RTU for the pole top switch (P3) and the RTU for the pad mounted switch (U3) are widely used in the KEPCO distribution network. The RTU has special fault indicator logics to send the fault information to the host computer, and the host computer decides the faulted section according to fault, no fault logics. The section between the load side fault and the source side no fault should be a fault, and it is isolated by the open command from the computer. The close command of a normally open switch to restore the service is done either manually or automatically. The RTU also has loss of phase logics to protect the distribution lines from high impedance ground faults. If there is a high impedance ground fault and and 1 or 2 lose voltage, the load side RTU of the faulted section sends a loss of phase information to the host computer, and then the computer decides the faulted section according to similar logics of fault, no fault logics. The isolation and restoration process is the same as the fault current situation. Inputs, Outputs The P3 RTU for pole top switch has 3 current inputs and 6 voltage inputs and controls one switch. The U3 RTU for pad mounted switch has 12 current inputs and 12 voltage inputs and controls 4 switches simultaneously. 32 Events Many kinds of events with time tags are useful for the analysis of the switch, RTU, communication and power line. Power - on/off Ext. Power - on/ off Self-testing result Change the settings Switch - close/open (remote/local communication port) Lock/unlock Low gas Low battery Line voltage - on/off, source side/load side Fault - pick up/drop out Phase discord 1 or 2 losses of line voltage Fault Indicator Fault information is used for identifying the faulted section. It has special logics to distinguish between a temporary fault and a permanent fault. Inrush Restraint Feature: If the RTU experiences normal current before current cessation, the inrush restraint feature is activated and then the min pickup will be multiplied during preset time intervals to restrain mis-fault indication because of inrush current. Pre-detecting Time (software programmable): If the overcurrent condition lasts more than this time, it is validated as the start of a potential fault. In Progress: It memorizes the current, voltage, and waveform until the overcurrent condition finishes, and it takes the maximum rms fault current. Final: If the overcurrent condition is finished and the current goes to 0 (the backup protection device clears the fault) or goes to normal current (the forward protection device clears the fault), it finalizes the former process as one fault event, but the final decision of termporary or permanent fault is still withheld. It waits for the maximum reclosing interval of the backup device, and when the programmed time elapses it finally decides whether the overcurrent was a temporary or permanent fault. Every effective overcurrent condition is recorded as an event and the final temporary or permanent fault information is recorded as fault indicator information. It consists of start time, fault current level, end time, number of overload conditions and temporary or permanent fault information. The fault indicator can check the forward fault or reverse fault to give the correct fault information. Communication Ports Port 1: RS-232 for connection with modem via DNP 3.0 level 2.
